ThehistoryofDDTillustratestheproblem.DDT,achemicalwhichkillsinsects,atfirstseemedtobeaperfectanswertomanyproblems.Itwouldcontrolinsectsthatcauseddangerousdisease,aswellasinsectsthatcausedbillionsofdollarsofdamagetocropseveryyear.GovernmentspermittedandevenencouragedtheuseofDDT.Farmersinmanycountriesbegantosprayitontheircrops.Theimmediateresultsweregood.Damagetocropswentdown,andprofitswentup.However,thechemicalhadeffectswhichthescientistsdidnotpredict.First,italsokilledinsectswhichwerethenaturalenemiesoftheharmfulinsectsandwhichwerethereforebeneficialtofarmers.Second,andperhapsworse,DDTdidnotkilleveryharmfulinsect.Afewinsectshadnaturalresistancetothechemical.Theysurvivedandmultiplied.InafewyearstherewerelargenumbersofinsectswhichwerenotaffectedbyDDT,andtherewerefewerinsectswhichcouldactasnaturalcontrolsonthesenew“super-insects”.Finally,itbecameclearthatDDTwasnotsolvingtheinsectproblem.Infact,itwasmakingtheproblemworse.Itthenbecamenecessarytofindasecondcurefortheeffectsofthefirst!

“敌敌畏”的使用历史就说明了这个问题。

“敌敌畏”是一种杀灭害虫的化学制剂。

最初应用时，似乎很好地解决了许多问题。

对带来致命疾病或每年造成农作物巨大经济损失的病虫害，它都可以杀灭。

政府允许甚至鼓励使用“敌敌畏”。

许多国家的农民开始往庄稼里喷洒这种农药。

用药后的短期效果非常好。

病虫害造成的庄稼损失下降，产量上涨了。

然而，“敌敌畏”还产生了科学家没有预料到的影响。

首先，这种农药也同时杀灭了病虫害的天敌，也就是那些对农业有帮助的昆虫。

其次，也许更糟的是，“敌敌畏”并没有杀灭所有有害的昆虫。

一些昆虫对它产生了抗体后，得以存活下来并大量繁殖。

几年内，“敌敌畏”不能杀灭的害虫数量增多，而能够天然对抗这些新型“超级害虫”的昆虫也所剩无几。

最后一点，“敌敌畏”不能解决害虫问题，这一点相当明确。

事实上，它使情况变得更糟。

于是，寻找解决“敌敌畏”遗留问题的方法变得相当必要。
