VIII."OneCountry,TwoSystems"andCompleteNationalReunification　　

　　ToachievecompletereunificationofthemotherlandisacommonaspirationofallsonsanddaughtersoftheChinesenationbothathomeandabroad.WehavesuccessfullyresolvedthequestionsofHongKongandMacaoandarestrivingforanearlysettlementofthequestionofTaiwanandfortheaccomplishmentofthegreatcauseofnationalreunification.

　　ThereturnofHongKongandMacaotothemotherlandhasenrichedtheconceptof"onecountry,twosystems"inboththeoryandpractice.Factsprovethat"onecountry,twosystems"isacorrectpolicyandhasstrongvitality.WewillresolutelyimplementthispolicyandactinstrictaccordancewiththebasiclawsofHongKongandMacaospecialadministrativeregions.Wewillrenderfullsupporttothechiefexecutivesandgovernmentsofthetworegionsintheirworkandunitewithpeoplefromallwalksoflifethereinajointefforttomaintainandpromotetheprosperity,stabilityanddevelopmentofHongKongandMacao.

　　Wewilladheretothebasicprinciplesof"peacefulreunification"and"onecountry,twosystems"andtheeight-pointproposalondevelopingcross-straitsrelationsandadvancingtheprocessofpeacefulnationalreunificationatthepresentstage.WewillworkwithourcompatriotsinTaiwantostepuppersonnelexchangesandpromoteeconomic,culturalandotherinterflowsbetweenthetwosidesandfirmlyopposetheTaiwanseparatistforces.Thebasicconfigurationanddevelopmenttrendofthecross-straitsrelationsremainunchanged.ThedesireofourTaiwancompatriotsforpeace,stabilityanddevelopmentisgrowingstrongerdaybyday.ThesplittingactivitiesbytheTaiwanseparatistforcesareunpopular.

　　Adherencetotheone-Chinaprincipleisthebasisforthedevelopmentofcross-straitsrelationsandtherealizationofpeacefulreunification.ThereisbutoneChinaintheworld,andboththemainlandandTaiwanbelongtooneChina.China'ssovereigntyandterritorialintegritybrooknodivision.Wefirmlyopposeallwordsanddeedsaimedatcreating"Taiwanindependence","twoChinas"or"oneChina,oneTaiwan".ThefutureofTaiwanliesinthereunificationofthemotherland.Toconductdialogueandholdnegotiationsonpeacefulreunificationhasbeenourconsistentposition.Herewerepeatourappeal:

Onthebasisoftheone-Chinaprinciple,letusshelvefornowcertainpoliticaldisputesandresumethecross-straitsdialogueandnegotiationsassoonaspossible.Onthepremiseoftheone-Chinaprinciple,allissuescanbediscussed.Wemaydiscusshowtoendthecross-straitshostilityformally.WemayalsodiscusstheinternationalspaceinwhichtheTaiwanregionmayconducteconomic,culturalandsocialactivitiescompatiblewithitsstatus,ordiscussthepoliticalstatusoftheTaiwanauthoritiesorotherissues.WearewillingtoexchangeviewswithallpoliticalpartiesandpersonagesofallcirclesinTaiwanonthedevelopmentofcross-straitsrelationsandthepromotionofpeacefulreunification.

　　WeplaceourhopesonthepeopleinTaiwanforthesettlementoftheTaiwanquestionandtherealizationofthecompletereunificationofChina.OurcompatriotsinTaiwanhaveagloriouspatriotictraditionandareanimportantforceindevelopingcross-straitsrelations.Wefullyrespecttheirlifestyleandtheirwishtobethemastersofourcountry.ThetwosidesshouldexpandmutualcontactsandexchangesandworktogethertocarryforwardthefinetraditionoftheChineseculture.Asthedirectlinksofmail,airandshippingservices,andtradeacrosstheTaiwanStraitsservethecommoninterestsofthecompatriotsonbothsides,thereiseveryreasontotakepracticalandpositivestepstopromotesuchdirectlinksandopenupnewprospectsforcross-straitseconomiccooperation.

　　"Onecountry,twosystems"isthebestwayforthereunificationbetweenthetwosides.Afteritsreunificationwiththemainland,Taiwanmaykeepitsexistingsocialsystemunchangedandenjoyahighdegreeofautonomy.OurTaiwancompatriotsmaykeeptheirwayoflifeunchanged,andtheirvitalinterestswillbefullyguaranteed.Theywillenjoyalastingpeace.Taiwanmaythentrulyrelyonthemainlandasitshinterlandforeconomicgrowthandthusgetbroadspacefordevelopment.OurTaiwancompatriotsmayjointhepeopleonthemainlandinexercisingtherighttoadministerthecountryandsharingthedignityandhonorofthegreatmotherlandintheinternationalcommunity.

　　The23millionTaiwancompatriotsareourbrothersandsistersofthesameblood.NooneismoreeagerthanwearetoresolvetheTaiwanquestionthroughpeacefulmeans.Wewillcontinuetoimplementthebasicprinciplesof"peacefulreunification"and"onecountry,twosystems"andactontheeight-pointproposal.Wewillworkinutmostsincerityanddoallwecantostriveforapeacefulreunification.OurpositionofneverundertakingtorenouncetheuseofforceisnotdirectedatourTaiwancompatriots.Itisaimedattheforeignforces'attemptstointerfereinChina'sreunificationandtheTaiwanseparatistforces'schemesfor"Taiwanindependence".TosafeguardnationalunitybearsonthefundamentalinterestsoftheChinesenation.WeChinesepeoplewillsafeguardourstatesovereigntyandterritorialintegritywithfirmresolve.WewillneverallowanyonetoseparateTaiwanfromChinainanyway.

　　Chinawillbereunified,andtheChinesenationwillberejuvenated.TheTaiwanquestionmustnotbeallowedtodragonindefinitely.WeareconvincedthatwiththeconcertedeffortsofallsonsanddaughtersoftheChinesenation,thecompletereunificationofthemotherlandwillbeachievedatanearlydate.

　　IX.TheInternationalSituationandOurExternalWork　　

　　Peaceanddevelopmentremainthethemesofourera.Topreservepeaceandpromotedevelopmentbearsonthewell-beingofallnationsandrepresentsthecommonaspirationsofallpeoples.Itisanirresistibletrendofhistory.Thegrowingtrendstowardworldmultipolarizationandeconomicglobalizationhavebroughtwiththemopportunitiesandfavorableconditionsforworldpeaceanddevelopment.Anewworldwarisunlikelyintheforeseeablefuture.ItisrealistictobringaboutafairlylongperiodofpeaceintheworldandafavorableclimateinareasaroundChina.

　　However,theoldinternationalpoliticalandeconomicorder,whichisunfairandirrational,hasyettobechangedfundamentally.Uncertaintiesaffectingpeaceanddevelopmentareontherise.Theelementsoftraditionalandnon-traditionalthreatstosecurityareintertwined,andthescourgeofterrorismismoreacutelyfelt.Hegemonismandpowerpoliticshavenewmanifestations.Localconflictstriggeredbyethnicorreligiouscontradictionsandborderorterritorialdisputeshavecroppedupfromtimetotime.TheNorth-Southgapiswidening.Theworldisfarfrombeingtranquilandmankindisfacedwithmanygravechallenges.

　　Nomatterhowtheinternationalsituationchanges,wewill,asalways,pursuetheindependentforeignpolicyofpeace.ThepurposeofChina'sforeignpolicyistomaintainworldpeaceandpromotecommondevelopment.Wearereadytoworkwithallnationstoadvancetheloftycauseofworldpeaceanddevelopment.

　　Westandforgoingalongwiththehistoricaltideandsafeguardingthecommoninterestsofmankind.Wearereadytoworkwiththeinternationalcommunitytoboostworldmultipolarization,promoteaharmoniouscoexistenceofdiverseforcesandmaintainstabilityintheinternationalcommunity.Wewillpromotethedevelopmentofeconomicglobalizationinadirectionconducivetocommonprosperity,drawonitsadvantagesandavoiditsdisadvantagessothatallcountries,particularlydevelopingcountries,canbenefitfromtheprocess.

　　Westandforestablishinganewinternationalpoliticalandeconomicorderthatisfairandrational.Politicallyallcountriesshouldrespectandconsultoneanotherandshouldnotseektoimposetheirwillonothers.Economicallytheyshouldcomplementoneanotherandpursuecommondevelopmentandshouldnotcreateapolarizationofwealth.Culturallytheyshouldlearnfromoneanotherandworkforcommonprosperityandshouldnotexcludeculturesofothernations.Intheareaofsecurity,countriesshouldtrustoneanotherandworktogethertomaintainsecurity,fosteranewsecurityconceptfeaturingmutualtrust,mutualbenefit,equalityandcoordination,andsettletheirdisputesthroughdialogueandcooperationandshouldnotresorttotheuseorthreatofforce.Weopposeallformsofhegemonismandpowerpolitics.Chinawillneverseekhegemonyandnevergoinforexpansion.

　　Westandformaintainingthediversityoftheworldandareinfavorofpromotingdemocracyininternationalrelationsanddiversifyingdevelopmentmodels.Oursisacolorfulworld.Countrieshavingdifferentcivilizationsandsocialsystemsandtakingdifferentroadstodevelopmentshouldrespectoneanotheranddrawupononeanother'sstrongpointsthroughcompetitionandcomparisonandshoulddevelopsidebysidebyseekingcommongroundwhileshelvingdifferences.Theaffairsofeachcountryshouldbelefttothepeopleofthatcountrytodecide.Worldaffairsshouldbedeterminedbyallcountriesconcernedthroughconsultationsonthebasisofequality.

　　Westandforfightingagainstterrorismofallforms.Itisimperativetostrengtheninternationalcooperationinthisregard,addressboththesymptomsandrootcausesofterrorism,preventandcombatterroristactivitiesandworkhardtoeliminateterrorismatroot.

　　Wewillcontinuetoimproveanddeveloprelationswiththedevelopedcountries.Proceedingfromthefundamentalinterestsofthep
