Remarksat FudanUniversityin Shanghai,China
April30,1984
We'vebeen in yourcountry only 5 days, but already we've seen the wondersofalifetime--theGreatWallofChina,a structuresohugeand marvelousthatitcanbeseenfromspace; theancient cityofXi'an;andtheTomboftheGreat Emperor andtheburiedarmy thatguardshimstill. Thesearethe wondersof agespast.Buttoday Iwant to talktoyou, theyoungpeopleof agreat university, aboutthefuture, aboutourfuturetogetherandhowwe cantransformhumanlifeonthisplanet ifwebringasmuchwisdom and curiositytoeach otheras webringto ourscholarlypursuits.
I wanttobegin, though, with somegreetings. I bringyougreetingsnotonly from my countrymen butfrom oneofyour countrymen.SomeofyouknowYeYang, who was astudenthere.HegraduatedfromFudanandbecameateacherofEnglishat thisuniversity. Nowheisat HarvardUniversityinthe UnitedStates, whereheis studyingforadoctorateincomparativeliterature.
Mystaffspoketo himbefore weleft.Mr.Ye wantsyoutoknowhe'sdoingfine. He's working hard onhisspring termpapers, andhisthoughts turntoyou often. He askedme todeliveramessageto hisformer students, colleagues, friends, and family.Heaskedmetosayfor him, andI hopeIcan,``Woxiangniandajia''[I amthinkingofall ofyou].
He wants youtoknow that helooksforwardtoreturningtoFudantoteach.AndPresident Xie, hesaidto tell youhe misses yourfriendship andencouragement.AndMr.Yesaysyouare avery great womanandagreateducator. You will beproudtoknowthathereceivedstraight A's lastterm.Andwhen wecongratulated him, hesaid, ``Ihavenothingtobeproudof myself; Iamsoproudofmy university.''
I'dliketosayafewwords aboutourChina-U.S.educationalexchangeprograms. It'snotentirelynew, thisexchangingofstudents.Your PresidentXieearnedadegreefrom SmithCollege intheUnitedStates.Smithisalso mywifeNancy's almamater.AndPresident Xiealsoattended MIT,Massachusetts InstituteofTechnology,oneofourgreatestuniversitiesofscience,engineering, andtechnology.
Butinthepastfewyears, ourtwocountries haveenjoyedanexplosion inthenumber ofstudentexchanges.Fiveyearsago younumbered your students studyingabroadinthehundreds.Sincethen,20,000Chinesescholarshavestudiedthroughouttheworld,andmore thanhalf ofthemhavecometo Americanschools.Morethan 100 Americancollegesanduniversitiesnowhaveeducationalexchangeswithnearlyas manyChinese institutions.
WehavecommittedmoreresourcestoourFulbrightprogramin Chinathaninany othercountry.Twoof theAmericanprofessorsteaching here at Fudan areFulbrightprofessors.And thereare20American studentsstudyingwithyou,and we'reveryproudof them.
Americanstudents come toChina to learn manythings--how youmonitorandpredictearthquakes, howyou'vemadesuch stridesin researchingthecause and treatmentofcancer. We havemuch tolearnfromyouin neurosurgeryandinyouruseofherbsin medicine.Andwewelcome thechance to study yourlanguage, yourhistory, andyour society.
You, inturn,haveshownthat you'reeagertolearn,tocometoAmericanschoolsandstudyelectronicsandcomputersciences, math andengineering,physics,management,and the humanities.Wehavemuchto sharein these fields,andwe'reeagertobenefitfrom yourcuriosity.Muchof thissharingisrecent,only5yearsold.But the areasofourmutualcooperationcontinueto expand.We've alreadyagreedtocooperate morecloselyintrade, technology,investment,andexchanges ofscientificandmanagerial expertise.Andwe havejust concludedanimportantagreementtohelpadvanceourtechnologicalandeconomicdevelopment throughthepeacefuluseofnuclearenergy.
Thatterm ``peacefuluseofnuclear energy''iskey.Ouragreementrestsuponimportantprinciplesof nonproliferation.Neither ofourcountrieswillencouragenuclearproliferationnorassist anyothercountry toacquire ordevelopanynuclearexplosive device.
Welivein atroubledworld, andtheUnited StatesandChina, astwo great nations, shareaspecialresponsibilitytohelp reducetherisksofwar. We both agreethat therecanbeonlyonesanepolicytopreserveourprecious civilizationinthismodernage:
A nuclear warcannotbewonand must neverbefought. And nomatterhowgreattheobstaclesmayseem, wemustnever stopour effortstoreducetheweaponsofwar.Wemustnever stop atall untilweseethedaywhennucleararms havebeen banished from theface ofthisEarth.
Withpeacefulcooperation asourguide, thepossibilitiesforfuture progressaregreat.Forexample, welook forwardtoexploringwithChinathepossibilitiesofcooperatinginthedevelopment ofspaceonbehalfofourfellow citizens.
Ourastronauts have foundthatbyworking inthezero gravityenvironmentofspace, wewillbeabletomanufacturelife-savingmedicineswith fargreaterpurityandefficiency, medicinesthatwilltreat diseases of heartattackandstrokethatafflictmillions ofus.WewilllearnhowtomanufactureFactor 8,arareandexpensivemedicineusedtotreat hemophiliacs. We can researchtheBetaCell, whichproducesinsulin, and whichcould providemankind'sfirstpermanentcure fordiabetes.
New satellites canbe launchedforuse in navigation, weatherforecasting, broadcasting, andcomputertechnology. We already havethetechnology to maketheextraordinarycommonplace. Wehopetoseethedaywhen aChinesescientist workingoutanengineeringprobleminFudan willbe abletohookintothehelpof ascientistat acomputeratMIT.Andthescientist inBostonwill beabletocallonthe expertise ofthe scientistin Shanghai, andallof itinamatterofseconds.
My youngfriends, thisisthewayof thefuture. Bypooling ourtalentsandresources,we canmakespacea newfrontier ofpeace.
Yourgovernment'spolicy offorgingclosertiesinthe freeexchangeof knowledgehasnot onlyenlivened youreconomy, ithasopenedtheway toa newconvergenceofChinese andAmericaninterests.Youhaveopenedthe door, and letme assureyouthat ours isalsoopen.
Now, allofthisisparticularlyexcitingin lightoftherecenthistory ofourtwocountries.Formanyyears,therewasnoclosenessbetweenus.The silencetookits toll. Adozenyearsago,it began tochange. Together, wemadeitchange.Andnowin the past5 years, yourpolicyofopeningtotheoutsideworld hashelpedusbegintoknow eachother betterthan weeverhad before.
But thatprocesshasjustbegun.Tomany Americans,Chinaisstillafarawayplace, unknown,unseen,and fascinating.Andwearefascinated.[Laughter]
I wonderif you'reawareofthemanyways ChinahastouchedAmericanlife?
Thesignsofyourinfluence and successabound. If I werespendingthisafternoonin Washington,Imightlook outthewindow andseeamanandwomanstrollingalongPennsylvania AvenuewearingChinese silk.Theymightbeon their waytoour National Portrait GallerytoseetheChineseartexhibit.Andfromthere, perhapsthey would strollto our National Gallerytoseethe newbuildingdesigned bytheChinese Americanarchitect,I.M.Pei. Afterthat, theymightendtheirdaydininginarestaurantthat servesChinesecuisine.[Laughter]
We associate China withvitality, enormous vitality, and something thatdoesn't always goalongwiththat--subtlety,the subtletyofdiscerningandintelligentminds.
PremierZhaosawsomethingof theAmericanattitudetowardChinawhenhe visitedusinJanuary.Hesaidafterafewdaysinourcountrythatheneverexpectedsuch profoundfeelings offriendshipamong the AmericanpeoplefortheChinesepeople.
Well,letme say, I'm happytoreturnthecompliment.Ihavefoundthe peopleofChinatobejust aswarmandfriendlytowardus,andit'smadeusvery glad.
Butmeetingyouandtalking to you hasonlymademe wantto know more.AndIsensethatyou feelthesamewayabout Americans. You,too, wishtoknowmore.
Iwouldlike to tellyousomethingabout us,andalso sharesomethingof myownvalues.
Firstofall,Americais reallymany Americas.We callourselvesanationofimmigrants,andthat's truly whatweare.Wehavedrawnpeoplefromeverycornerofthe Earth. We'recomposed ofvirtuallyeveryraceandreligion,and notin smallnumbers,butlarge.WehaveastatueinNewYorkHarborthatspeaksofthis,astatueofa womanholdingatorchofwelcometothosewho enter our countrytobecomeAmericans. She hasgreetedmillions uponmillions ofimmigrantstoour country.Shewelcomes themstill.Sherepresents ouropendoor.
All of theimmigrantswhocametousbroughttheirownmusic,literature,customs,and ideas.Andthemarvelousthing,athing ofwhichwe'reproud, istheydidnot havetorelinquishthesethingsinordertofitin.Infact,what they brought toAmericabecameAmerican.Andthisdiversityhasmorethan enrichedus;ithasliterallyshapedus.
This tradition--the tradition ofnewimmigrants addingtothesumtotalof what weare -- isnot a thingofthepast. Newimmigrantsarestillbringingtheirtalentsandimprovingthe qualityofAmerican life.Letmenameafew-- Ithink you'llknow theirnames.
InAmerica,Wangcomputershave becomea fixtureinofficesthroughoutthecountry. They aretheproductoftheenergy and brillianceofMr. AnWang, whohimselfis the productofaShanghai university.
