WASHINGTON–Inthisweek’saddress,PresidentObamacalledonbothpartiestoworktogethertofindabalancedapproachtosolvingournation’sdeficitproblem. ThePresidentemphasizedtheimportanceofcompromiseandsharedsacrificesothatwecanovercomeourfiscalchallengesandmoveourcountryforward. Togetourfiscalhouseinorder,wemustcutspending,butwemustalsoclosetaxloopholesforspecialinterestsandaskthewealthiestAmericanstopaytheirfairshare. Throughcooperationandabipartisanapproach,wecangetoureconomyonfirmergroundandgiveourbusinessestheconfidencetheyneedtocreatemorejobsacrosstheUnitedStates.

Today,there’sadebategoingoninWashingtonoverthebestwaytogetAmerica’sfiscalhouseinorderandgetoureconomyonastrongerfootinggoingforward.

Foradecade,Americahasbeenspendingmoremoneythanwe’vetakenin. Forseveraldecades,ourdebthasbeenrising. Andlet’sbehonest–neitherpartyinthistownisblameless.Bothhavetalkedthisproblemtodeathwithoutdoingenoughaboutit. That’swhatdrivespeoplenutsaboutWashington. Toooften,it’saplacemoreconcernedwithplayingpoliticsandservingspecialintereststhanresolvingrealproblemsorfocusingonwhatyou’refacinginyourownlives.

Butrightnow,wehavearesponsibility–andanopportunity–toreduceourdeficitasmuchaspossibleandsolvethisprobleminarealandcomprehensiveway.

Simplyput,itwilltakeabalancedapproach,sharedsacrifice,andawillingnesstomakeunpopularchoicesonallourparts. Thatmeansspendinglessondomesticprograms. Itmeansspendinglessondefenseprograms. ItmeansreformingprogramslikeMedicaretoreducecostsandstrengthentheprogramforfuturegenerations. Anditmeanstakingonthetaxcode,andcuttingoutcertaintaxbreaksanddeductionsforthewealthiestAmericans.

Now,someofthesethingsdon’tmakefolksinmypartytoohappy. AndIwouldn’tagreetosomeofthesecutsifwewereinabetterfiscalsituation,butwe’renot. That’swhyI’mwillingtocompromise. I’mwillingtodowhatittakestosolvethisproblem,evenifit’snotpoliticallypopular. AndIexpectleadersinCongresstoshowthatsamewillingnesstocompromise.

Thetruthis,youcan’tsolveourdeficitwithoutcuttingspending. Butyoualsocan’tsolveitwithoutaskingthewealthiestAmericanstopaytheirfairshare–orwithouttakingonloopholesthatgivespecialinterestsandbigcorporationstaxbreaksthatmiddle-classAmericansdon’tget.

It’sprettysimple. Idon’tthinkoilcompaniesshouldkeepgettingspecialtaxbreakswhenthey’remakingtensofbillionsinprofits. Idon’tthinkhedgefundmanagersshouldpaytaxesatalowerratethantheirsecretaries. AndIdon’tthinkit’sfairtoasknothingofsomeonelikemewhentheaveragefamilyhasseentheirincomedeclineoverthepastdecade–andwhenmanyofyouarejusttryingtostretcheverydollarasfarit willgo.

Weshouldn’tputtheburdenofdeficitreductiononthebacksoffolkswho’vealreadybornethebruntoftherecession. It’snotreasonableandit’snotright. Ifwe’regoingtoaskseniors,orstudents,ormiddle-classAmericanstosacrifice,thenwehavetoaskcorporationsandthewealthiestAmericanstoshareinthatsacrifice. Wehavetoaskeveryonetoplaytheirpart. Becauseweareallpartofthesamecountry. Weareallinthistogether.

SoI’veputthingsonthetablethatareimportanttomeandtoDemocrats,andIexpectRepublicanleaderstodothesame. Afterall,we’veworkedtogetherlikethatbefore. RonaldReaganworkedwithTipO’NeillandDemocratstocutspending,raiserevenues,andreformSocialSecurity. BillClintonworkedwithNewtGingrichandRepublicanstobalancethebudgetandcreatesurpluses. Nobodyevergoteverythingtheywanted. Buteventuallytheyworkedtogether. Andtheymovedthiscountryforward.

Thatkindofcooperationshouldbetheleastyouexpectfromus–notthemostyouexpectfromus. Youworkhard,youdowhat’sright,andyouexpectleaderswhodothesame. YousentustoWashingtontodothetoughthings. Therightthings. Notjustforsomeofus,butforallofus. Notjustwhat’senoughtogetthroughthenextelection–butwhat’srightforthenextgeneration.

Youexpectustogetthisright. ToputAmericabackonfirmeconomicground. Toforgeahealthy,growingeconomy. Tocreatenewjobsandrebuildthelivesofthemiddleclass. Andthat’swhatI’mcommittedtodoing.

             Earlierthisweek,wedidsomethingthat’sneverbeendonehereattheWhiteHouse–wehadaTwitterTownHall.IevensentmyfirstlivetweetasPresident.Thequestionsatthetownhallweresentinfromacrossthecountryandcoveredallkindsoftopics–fromjobsandtheeconomytoeducationandenergy.

Lotsofpeoplealsosubmitteddifferentversionsofanotherquestion.They’dstartbysayingthatourpoliticshasgrownsocontentious.Thenthey’dask,WhenwillbothpartiesinCongresscometogetheronbehalfofthepeoplewhoelectedthem?

That’sareallyimportantquestion,anditgoestotheheartofadebatewe’rehavingrightnowinthiscountry–andthat’sthedebateabouthowtotackletheproblemofourdeficitsandourdebt.

Now,thereareobviouslyrealdifferencesinapproach.Ibelieveweneedabalancedapproach.Thatmeanstakingonspendinginourdomesticprogramsandourdefenseprograms.ItmeansaddressingthechallengesinprogramslikeMedicaresowecanstrengthenthoseprogramsandprotectthemforfuturegenerations.Anditmeanstakingonspendinginthetaxcode–spendingontaxbreaksanddeductionsforthewealthiestAmericans. 

ButIalsoknowthatRepublicansandDemocratsdon’tseeeyetoeyeonanumberofissues.Andso,we’regoingtocontinueworkingovertheweekendtobridgethosegaps.

Thegoodnewsis,weagreeonsomeofthebigthings.Weagreethatafteradecadeofrackingupdeficitsanddebt,wefinallyneedtogetourfiscalhouseinorder.Weagreethattodothat,bothsidesaregoingtohavetostepoutsidetheircomfortzonesandmakesomepoliticalsacrifices.Andweagreethatwesimplycannotaffordtodefaultonournationalobligationsforthefirsttimeinourhistory;thatweneedtoupholdthefullfaithandcreditoftheUnitedStatesofAmerica

Witharecoverythat’sstillfragileandisn’tproducingallthejobsweneed,thelastthingwecanaffordistheusualpartisangame-playinginWashington. Bygettingourfiscalhouseinorder,Congresswillbeinastrongerpositiontofocusonsomeofthejob-creatingmeasuresI’vealreadyproposed–likeputtingpeopletoworkrebuildingAmerica’sinfrastructure,orreformingourpatentsystemsothatourinnovatorsandentrepreneurshaveagreaterincentivetogeneratenewproducts,ormakingcollegemoreaffordableforfamilies. AndbusinessesthatmaybeholdingbackbecauseoftheuncertaintysurroundingthepossibilityofadefaultbytheU.S.governmentwillhavegreaterconfidencetoinvestandcreatejobs.

Iknowwecandothis.Wecanmeetourfiscalchallenge. That’swhattheAmericanpeoplesentusheretodo.Theydidn’tsendusheretokickourproblemsdowntheroad.That’sexactlywhattheydon’tlikeaboutWashington.Theysentusheretoworktogether.Theysentusheretogetthingsdone.

Rightnow,wehaveanextraordinary–andextraordinarilyrare–opportunitytomoveforwardinawaythatmakessureourgovernmentliveswithinitsmeans,thatputsoureconomyonasounderfootingforthefuture,andthatstillinvestsinthethingsweneedtoprosperintheyearstocome.AndI’mhopefulthatwewillrisetothemoment,andseizethisopportunity,onbehalfofallAmericans,andthefutureweholdincommon.Thankseveryone,andhaveagreatweekend.
