In2013,facedwiththecomplicateddomesticandinternationalsituation,theCPCCentralCommitteeandtheStateCouncilleadthepeopleofallnationalitiesofChinatothoroughlyimplementthespiritofthe18thPartyCongress,upholdthegeneraltoneof“movingforwardwhilemaintainingstability”,adheretotheguidelineof“themacropolicyshouldbestable,micropolicybeflexibleandsocialpolicysupportthebottomline”whilemaintainingsteadygrowth,adjustingeconomicstructureandforgingaheadwithreform,andactivelymakeexplorationsandinnovationsofmacro-controlmeans,asaresult,thenationaleconomicandsocialdevelopmentrealizedstabilizedandaccelerateddevelopmentandachievedagoodstart.

I.GeneralOutlook

Bytheendof2013,thetotalpopulationinthemainlandreached1,360.72million,anincreaseof6.68millionoverthatattheendof2012.Ofthistotal,urbanpermanentresidentsnumbered731.11million,accountingfor53.73percent,or1.16percentagepointshigherthanthatattheendofthepreviousyear.Theyear2013saw16.40millionbirths,acrudebirthrateof12.08perthousand,and9.72milliondeaths,oracrudedeathrateof7.16perthousand.Thenaturalgrowthratewas4.92perthousand.Thenumberofpopulationthatareseparatedfromtheirhouseholdregistration[2]reached289million,ofwhich245millionwerefloatingpopulation[3].

Thenationaleconomykeptstableandcomparativelyfastgrowthin2013.Thegrossdomesticproduct（GDP）[5]oftheyearwas56,884.5billionyuan,upby7.7percentoverthepreviousyear.Ofthistotal,thevalueaddedoftheprimaryindustrywas5,695.7billionyuan,upby4.0percent,thatofthesecondaryindustrywas24,968.4billionyuan,upby7.8percentandthetertiaryindustrywas26,220.4billionyuan,upby8.3percent.Thevalueaddedoftheprimaryindustryaccountedfor10.0percentoftheGDP,thatofthesecondaryindustryaccountedfor43.9percent,andthatofthetertiaryindustryaccountedfor46.1percent.Forthefirsttime,theshareofthevalueaddedofthetertiaryindustrysurpassedthatofthesecondindustry.

Theemploymentcontinuedtogrow.Attheendof2013,thenumberofemployedpeopleinChinawas769.77million,andthatinurbanareaswas382.40million.Thenewlyincreasedemployedpeopleinurbanareasnumbered13.10million.Theurbanunemploymentrateregisteredwas4.05percentattheyearend,slightlylowerthanlastyear’s4.09percent.Thetotalnumberofmigrantworkers[6]in2013was268.94million,upby2.4percentoverthatof2012.Thenumberofmigrantworkerswholefthometownsandworkedinotherplaceswas166.10million,increasedby1.7percent,andthosewhoworkedintheirownlocalitiesreached102.84million,upby3.6percent.

Thelaborproductivityincreasedsteadily.TheratiobetweenGDPandthetotalemploymentwas66,199yuanperperson（at2010constantprices）,anincreaseof7.3percent.

Theconsumerpriceswerebasicallystable.Theconsumerpricesin2013wentupby2.6percentoverthepreviousyear.Ofthistotal,thepricesforfoodwentupby4.7percent.Thepricesforinvestmentinfixedassetsincreasedby0.3percent.Theproducerpricesandthepurchasingpricesformanufacturedgoodsweredownby1.9percentand2.0percentrespectively.Theproducerpricesforfarmproducts[7]wereupby3.2percent.
