Agingsocietyis6oyearsofageor10%ofthetotalpopulationovertheageof65accountedfor7%ofthepopulation,accordingtothefifthnationalcensus,in2000,Chinaenteredanagingsociety.Atpresent,China6oyearsofageorolderhasreached143million,accountingfor10.97%ofthetotalpopulationmorethanwiththeacceleratedagingprocess,ourpensionsystemisfacingunprecedentedpressure,andthebackwardnessofruraleconomicdevelopment,securitysystem,incomplete,ruralold-ageproblemsfacemoreseverechallenges.thefamilypensionasawayofChina’straditionalpension,old-agesecurityinasignificantroletoplay,butwiththerapidchangesinthesocialenvironment,thegradualweakeningoffamilysupportfunctions,andshowedalotofdefectspresentold-agepensionbythefamilytobeginasocialold-agesecuritymodeltransformation,theestablishmentofasoundruralsocialold-agesecuritysystemistheinevitabledevelopmentofChina’sruralold-agetrend,butalsotosolvethecurrentproblemofruralold-agerationalchoice.

1.2SurveyMethodsmulti-stagestratifiedclustersamplingmethod.Surveycoveringruralelderlyincome,dailymaterialconsumption,bythecare,healthstatusandlifesatisfactionofolderpeopleandotherissues,thesurveyof616validquestionnaires.

2AnalysisofChina’sruralold-ageandgeneticanalysis

2.1Analysisof40.09%ofruralendowmentofruralelderlyrelymainlyontheirownworktomeetdailyneeds,31.8l%oftheelderlyrelyontheirchildren,5.84%oftheelderlyrelyongovernmentrelieftosurviveinthesurvey,only1.46%oftheelderlypension.

Ruralelderlypeople’sdailydietincludesmaterialconsumptionconditions,clothing,housing,medicalcare,mentalentertainmentandotherindicatorsfromthefoodsituationanalysis,54.3%ofthedailydietoftheelderlymoresatisfactorycondition,24.0%ofolderpeopleconditionsarenotsatisfiedwiththedailydiet,livingconditionsfromtheanalysis,oftheelderlyarebasicallyrelativelyfixedplacetolive,35.6%oftheelderlylivingwithonechild,59.8%donotlivewiththeirchildren,afewelderlychildrentaketurnslivinginthehome,fromamedicalperspective,consumerexpenditureintheelderly,largemedicalexpenses,ofwhich20.1%oftheelderly’sincomeismainlyusedformedicalexpenses.

Thesurveyfoundthatruralelderlyhealthstatuscannotbeoptimistic,alargepartofappropriatecareandelderlycareneeds,accordingtoChangfengCountyCivilAffairsBureaudatashowthatinthetransferofrurallaborforcesurveyareawasarisingtrend,children,theelderlyaccountedformigrantworkerstothesurvey56.3%ofthetotalnumberofelderlypeople,coupledwithchangesinfamilystructure,thesituationincareofolderpersonsinruralareasfacemoreseveresituation.takecareoftheelderlywithchildrenaccountedforonly78.07%,whichaccountedfor23elderlypeoplelivingalone.53%,nocaringfortheelderlyintheinvestigationupto21.93%intheelderly,widowedbyaconsiderablenumberoftraditionalconcepts,rathersolitary,werereluctanttoenterthetownshippensionsocialwelfareinstitutions.

2.2AnalysisofChina’sruralold-agestatusofChina’soldagesecuritymodeltoprotectthefamilyfromtheformofpointsandthesocialsecuritysystem.Theelderlywithage,physicalhealthisgettingworse,theeconomicconditionsunsatisfactory,oftenfeelloneliness,coupledwiththeolddesireforabetterlife,andthereforeanurgentneedforeconomicsupportolderpeople,lifecare,spiritualconsolation.However,withurbanization,industrializationandinternationalizationprocessaccelerated,duetorural-urbanmigration,theemergenceofnuclearfamiliesandindustrialrestructuring,willleadtoreducedhomecareproviders,homefortheelderlyandthedesiretoprotecttheweakeningoftheabilitytomaketraditionalfamilyold-agesecurityisincreasinglyexposedseriousshortcomings,isincompatiblewithChina’ssocialdevelopment.Livetothefollowingreasons.

2.2.1Theweakeningoftherurallaborforce,thefamilypensionunderattack.Thenaturaleconomyofagriculture-basedsociety,thefamilypensionold-agesecuritysysteminruralareasplayanimportantroleineconomicdevelopmentandsocialtransformationasthepaceofurbanandruraleconomicdevelopmentlong-termimbalances,especiallythelargenumberofyoungruralpopulationtourbanmigrationandmigrationspeed,ontheonehandcausedaseriousweakeningoftherurallaborforce,theslowdevelopmentoftheruraleconomy,farmers’incomeisnothighontheotherhandpowertopromotechangesinfamilystructuretonuclearfamily,theelderlyandtheirchildren,youngerfamiliestolivetogethereachyeartoreduceandeventuallyleadtoasevereshortageofold-agesecurityinruralareas,thegradualweakeningoftheruralfamilysupportfunction,tothefamilypensionmeansahugeimpact.

2.2.2Theruralpensioncoverageislow,thefundraisingmodeshortcomingsofruralendowmentinsurancefundisbetweensocialinsuranceandcommercialinsurancebetweenaninsuranceproducts,atpresent,China’sruralpensioninsurancefund‘topayfortheindividualLord,thecollectivebenefits,supplementedbynationalpolicysupporttobe‘raisingthestandards,butpoorperformanceofruralcollectiveeconomy,thegovernmentdoesnotprovidesubsidiestofarmers,causingfarmerstoraisetheirpensionfundsmodel,also.Didnotmobilizetheirenthusiasmtoparticipateinpensioninsurance.OnthecurrentstatusofChina’sruralpensioninsuranceperspective,therearestilltoohigh,thecostofcollection,thesystemcoverageistoonarrow,fund-raisingdifficultiesandotherdisadvantages.

2.2.3Thetraditionalmodeloffamilypensionfailure,weakeningtheabilitytosupplythetraditionalfamilyold-agepensionisdividedintolandandcollectivepension.Ruraleconomicreformandstructuraladjustmentofagriculture,urbanization,industrializationprocessintheacquisitionofagriculturallandwillinevitablyresultinincreasedconstructionland,cultivatedlandisdecreasingunavoidablecircumstances,weakenedtheland-basedfamilypensiononthebasisofthefunction,thecollectivepensioniscollectiveeconomicorganizationsoftheoldandsick,helplessoldpeopletosupportthesystem,mainlyintheformoffive-guaranteesystemandthenursinghomesystem.thematerialbasisfortheexistenceofcollectiveold-ageruralcollectiveeconomicorganizationandmanagementofsoundandmaterialwealth.China’seconomicdevelopmentovertheunbalancednatureofcollectivedirectimpactonthepopularityofcollectivepensionandscaleofdevelopmentfromthecurrentsituation,duetotheoverallstrengthofthecollectiveeconomyisnotstrong,andthereisdownwardtrend,hasledtotheweakeningofcollectivepensionfunctions.

2.2.4thelimitationsoffamilypension,socialpensionsystemislaggingbehind.Familypensionseriouslimitationsinterferewiththenormalorderoflifeinruralareas,affectingthepeaceandstabilitytotheeconomicdevelopmentofruralareashadanegativesocialcivilizationeffect,China’scurrentsocialpensionshowinglaggingbehind,itisnecessarytoactivelyexplorenewsocialpensionmodelselection,afundamentalsolutiontotheproblemofruralold-agesecurity.

Withthesocialandeconomicdevelopment,thefarmers’changeinthesizeofruralfamiliesbecamesmallerandsmaller,ruralagingtrendofgraduallyincreasing,thefunctionoffamilysupportisgraduallydegraded,thefamilypensionhasgraduallybecomeaconstrainingsocialandeconomicdevelopmentinruralareasasabottleneck.China’sruralold-agepensionfromthefamilyisboundtoexperiencethetransitiontothesocialpension,establishandimprovetheruralsocialold-agesecuritypensionsystemisthedevelopmenttrendofChina’sruralareas,butalsotosolvethecurrentproblemofruralold-agerealisticchoice.
