TheCodewasformulatedbytheCodeFormulationGroupjointlyestablishedbyShanghaiFireResearchInstituteoftheMinistryofPublicSecurityandrelevantdesigningorganizations,publicsecuritydepartmentsandproductionfactories,etc.inaccordancewiththerequirementsoftheNoticeJiZong（1986）No.2630offormerStatePlanningCommission.

DuringthecourseofformulationoftheCode,inaccordancewithrelevantpoliciesonnationalcapitalconstructionaswellasthefireprotectionprincipleof"

puttingpreventioninthefirstplaceandcombiningpreventionwithsuppression"

extensiveinvestigationsweremadeintothecurrentsituationofdistributionoffireextinguishersinindustrialandcivilbuildings,theexperienceofpracticeinrecentyearsinChinawassummedup,theesultsofextinguishingtestsforverifyingtheratingsofvariousfireextinguishers,includinghalogenatedhydrocarbon,drychemical,carbondioxideandfoamfireextinguishers,wereadopted,relevantstandardsandcodesoftheUnitedState,EnglandandAustralia,etc.wereusedforreference,andcommentsfromvariousdesigningor-

ganizations,researchinstitutes,collegesanduniversitiesandend-usersincertainprovinces,autonomousregionsandmunicipalitiesandthoseundercertainministriesandStatecommissionswerecollected.ThedraftoftheCodewasdiscusseandrevisedseveraltimes,andwasexaminedandfinalizedjointlybydepartmentsconcerned.

TheCodeconsistsofsixchaptersandsixappendices.Itsmaincontentincludes:

generalprovisions,typesofhazardsinfireextinguisherdistributionareasandratingsoffireextinguishers,selectionoffireextinguishers,distributionoffireextinguishers,locationandmountingofireextinguishers,anddesigncalculationofdistributionoffireextinguishers,etc.

Article1.0.1Forthepurposeofreasonablydistributing

fireextinguishers,effectivelysuppressinginitialfiresinindustrialandcivilbuildings,minimizingfiredamageandprotectingthesafetyofpersonsandproperty,theCodeisherebyformulated.

Article1.0.2TheCodeappliestonew,extendedandrenovatedindustrialandcivilbuildingswherecombustiblesaremanufactured,usedorstored.TheCodedoesnotapplytofactorybuildings（warehouses）wheregunpowder,explosives,ammunition,primingsystemsandfireworksaremanufacturedandstored,andnine-and-less-storeyordinarydwellinghouses.

Article1.0.3Thetype,size,numberandlocationoffireextinguishersdistributedinabuildingshallbedeemedasthecontentofbuildingdesign,andshallbemarkedontheprojectdesigningdrawings.

Article1.0.4InadditiontotheprovisionsoftheCode,

thedesignofdistributionoffireextinguishersinabuildingshallalsomeettherequirementsofrelevantcurrentstandardsandcodesofChina.

DistributionAreasandRatingsofFireExtinguishers

Article2.0.1Thetypesofhazardsinfireextinguisherdistributionareasinindustrialbuildingsshallbedeterminedaccordingtosuchfactorsasthefireharzardsofthegoodsmanufactured,usedandstored,theamountofcombustiblescontained,thespeedoffirespreadandthedegreeofdifficultyinfiresuppressionincaseoffire,etc.Therearethreetypesofhazards:

1）Severehazard:

Areasinwhichhighfirehazardsexist,

combustiblesarecontainedinlargeamounts,andfiremayspreadquicklyorisliabletocauseheavydamageincaseoffire;

2）Moderatehazard:

Areasinwhichrelativelyhighfire

azardsexist,combustiblesarecontainedinrelativelylargeamounts,andfiremayspreadrelativelyquicklyincaseoffire;

and

3）Lighthazard:

Areasinwhichrelativelylowfirehazardsexist,combustiblesarecontainedinrelativelysmallamounts,andfiremayspreadrelativelyslowlyincaseoffire.
