Whenviewedatthenationallevel,thepolicyinterventionsofthepastdecadehavehelpedtransformtheperformanceofUKuniversities.EvidencesuggeststheUK'spositionismuchstrongerthanintherecentpastandisstillshowingimprovement.Butnationaldatamaskstheverylargevariationintheperformanceofindividualuniversities.Theevidenceshowsthatalargenumberofuniversitieshavefallenoffthebackofthepack,afewperformstronglyandtherestchasetheleaders.

ThistypeofunevendistributionisnotpeculiartotheUKandismirroredacrossothereconomies.IntheUK,researchisconcentrated:

lessthan25%ofuniversitiesreceive75%oftheresearchfunding.ThesesameuniversitiesarealsotheinstitutionsproducingthegreatestshareofPhDgraduates,sciencecitations,patentsandlicenseincome.Theeffectofpoliciesgeneratinglong-termresourceconcentrationhasalsocreatedadistinctivesetofuniversitieswhichareresearch-ledandcommerciallyactive.Itseemsclearthattheconcentrationofresearchandcommercializationworkcreatesdifferencesbetweenuniversities.

Thecoreobjectiveforuniversitieswhichareresearch-ledmustbetomaximizetheimpactoftheirresearchefforts.Theseuniversitiesshouldbegeneratingthewidestrangeofsocial,economicandenvironmentalbenefits.Inreturnforthescaleofinvestment,theyshouldsharetheirexpertiseinordertobuildgreaterconfidenceinthesector.

PartoftheeconomicrecoveryoftheUKwillbedrivenbythenextgenerationofresearchcommercializationspillingoutofouruniversities.TherearethreedozenuniversitiesintheUKwhichareactivelyengagedinadvancedresearchtrainingandcommercializationwork.
