奥巴马演讲词【1】
Overthepasttwentymonths,we’vebeenfightingnotjusttocreatemorejobstoday,buttorebuildoureconomyonastrongerfoundation.Ourfutureasanationdependsonmakingsurethatthejobsandindustriesofthe21stcenturytakeroothereinAmerica.Andthereisperhapsnoindustrywithmorepotentialtocreatejobsnow–andgrowthinthecomingyears–thancleanenergy.
Fordecades,we’vetalkedabouttheimportanceofendingourdependenceonforeignoilandpursuingnewkindsofenergy,likewindandsolarpower.Butforjustaslong,progresshadbeenpreventedateveryturnbythespecialinterestsandtheiralliesinWashington.
So,yearafteryear,ourdependenceonforeignoilgrew.Familieshavebeenheldhostagetospikesingasprices.Goodmanufacturingjobshavegoneoverseas.Andwe’veseencompaniesproducenewenergytechnologiesandhigh-skilledjobsnotinAmerica,butincountrieslikeChina,IndiaandGermany.
Itwhywasessential–foroureconomy,oursecurity,andourplanet–thatwefinallytacklethischallenge.Thatiswhy,sincewetookoffice,myadministrationhasmadeanhistoriccommitmenttopromotecleanenergytechnology.ThiswillmeanhundredsofthousandsofnewAmericanjobsby2012.Jobsforcontractorstoinstallenergy-savingwindowsandinsulation.Jobsforfactoryworkerstobuildhigh-techvehiclebatteries,electriccars,andhybridtrucks.Jobsforengineersandconstructioncrewstocreatewindfarmsandsolarplantsthataregoingtodoubletherenewableenergywecangenerateinthiscountry.Thesearejobsbuildingthefuture.
Forexample,Iwantsharewithyouonenewdevelopment,madepossiblebythecleanenergyincentiveswehavelaunched.Thismonth,intheMojaveDesert,acompanycalledBrightSourceplanstobreakgroundonarevolutionarynewtypeofsolarpowerplant.It’sgoingtoputaboutathousandpeopletoworkbuildingastate-of-the-artfacility.Andwhenit’scomplete,itwillturnsunlightintotheenergythatwillpowerupto140,000homes–thelargestsuchplantintheworld.NotinChina.NotinIndia.ButinCalifornia.
Withprojectslikethisone,andothersacrossthiscountry,wearestakingourclaimtocontinuedleadershipinthenewglobaleconomy.我们主张在新的全球经济中发挥主导作用Andwe’reputtingAmericanstoworkproducingclean,home-grownAmericanenergythatwillhelplowerourrelianceonforeignoilandprotectourplanetforfuturegenerations.
NowtherearesomeinWashingtonwhowanttoshutthemdown.Infact,inthePledgetheyrecentlyreleased,theRepublicanleadershipispromisingtoscrapalltheincentivesforcleanenergyprojects,includingthosecurrentlyunderway–evenwithallthejobsandpotentialthattheyhold.
Thisdoesn’tmakesenseforoureconomy.Itdoesn’tmakesenseforAmericanswhoarelookingforjobs.Anditdoesn’tmakesenseforourfuture.TogobackwardsandscraptheseplansmeanshandingthecompetitiveedgetoChinaandothernations.Itmeansthatwe’llgrowevenmoredependentonforeignoil.And,atatimeofeconomichardship,itmeansforgoingjobswedesperatelyneed.Infact,shuttingdownjustthisoneprojectwouldcostaboutathousandjobs.
That’swhat’satstakeinthisdebate.Wecangobacktothefailedenergypoliciesthatprofitedtheoilcompaniesbutweakenedourcountry.Wecangobacktothedayswhenpromisingindustriesgotsetupoverseas.Orwecangoafternewjobsingrowingindustries.Andwecanspurinnovationandhelpmakeoureconomymorecompetitive.Weknowthechoicethat’srightforAmerica.Weneedtodowhatwe’vealwaysdone–putouringenuityandcandospirittoworktofightforabrighterfuture.

Afteradecadeofhardshipformiddleclassfamilies,andarecessionthatwipedawaymillionsofjobs,weareinthemiddleofatoughfighttorebuildthiseconomyandputfolksbacktowork.
Winningthisfightwillnotdependongovernmentalone.ItwilldependontheinnovationofAmericanentrepreneurs;onthedriveofAmericansmallbusinessowners;ontheskillsandtalentsofAmericanworkers.Thesearethepeoplewhowillhelpusgrowoureconomyandcreatejobs.
Butgovernmentstillhasanimportantresponsibility.Andthat’stocreateanenvironmentinwhichsomeonecanraisecapitaltostartanewcompany;whereabusinesscangetaloantoexpand;whereingenuityisprizedandfolksarerewardedfortheirhardwork.
That’swhyIfoughtsohardtopassajobsbilltocuttaxesandmakemoreloansavailableforentrepreneurs.Iteliminatedthecapitalgainstaxesforkeyinvestmentsinsmallbusinesses.Itincreasedthedeductiontodefraythecostsofstartingacompany.Andit’sfreeingupcreditforfolkswhoneedit.Infact,injustthefirsttwoweekssinceIsignedthebill,thousandsofbusinessownershavebeenabletogetnewloansthroughtheSBA.
Butweneedtodomore.SoI’veproposedadditionalstepstogrowtheeconomyandspurhiringbybusinessesacrossAmerica.Now,oneofthekeystojobcreationistoencouragecompaniestoinvestmoreintheUnitedStates.Butforyears,ourtaxcode(税法)hasactuallygivenbillionsofdollarsintaxbreaks(减税)thatencouragecompaniestocreatejobsandprofitsinothercountries.
Iwanttoclosethesetaxloopholes.Instead,IwanttogiveeverybusinessinAmericaataxbreaksotheycanwriteoffthecostofallnewequipmenttheybuynextyear.That’sgoingtomakeiteasierforfolkstoexpandandhirenewpeople.Iwanttomaketheresearchandexperimentationtaxcreditpermanent.Becausepromotingnewideasandtechnologiesishowwe’llcreatejobsandretainouredgeastheworld’sengineofdiscoveryandinnovation.AndIwanttoprovideataxcutforcleanenergymanufacturingrighthereinAmerica.Becausethat’showwe’llleadtheworldinthisgrowingindustry.
Thesearecommonsenseideas.WhenmorethingsaremadeinAmerica,morefamiliesmakeitinAmerica;morejobsarecreatedinAmerica;morebusinessesthriveinAmerica.ButRepublicansinWashingtonhaveconsistentlyfoughttokeepthesecorporateloopholesopen.Overthelastfouryearsalone,RepublicansintheHouse(众议院)voted11timestocontinuerewardingcorporationsthatcreatejobsandprofitsoverseas–apolicythatcoststaxpayersbillionsofdollarseveryyear.
Thatdoesn’tmakealotsense.Itdoesn’tmakesenseforAmericanworkers,Americanbusinesses,orAmerica’seconomy.Alotofcompaniesthatdobusinessinternationallymakeanimportantcontributiontooureconomyhereathome.That’sagoodthing.Butthereisnoreasonwhyourtaxcodeshouldactivelyrewardthemforcreatingjobsoverseas.Instead,weshouldbeusingourtaxdollarstorewardcompaniesthatcreatejobsandbusinesseswithinourborders.
WeshouldgivetaxbreakstoAmericansmallbusinessesandmanufacturers.Weshouldrewardthepeoplewhoarehelpingusleadintheindustriesofthefuture,likecleanenergy.That’showwe’llensurethatAmericaninnovationandingenuityarewhatdrivethenextcentury.That’showwe’llputourpeoplebacktoworkandleadtheglobaleconomy.Andthat’swhatI’llbefightingforinthecomingmonths.

TuesdayisElectionDay,andhereinWashington,thetalkisallaboutwhowillwinandwhowilllose–aboutpartiesandpolitics.
Butaroundkitchentables,I’mprettysureyou’retalkingaboutotherthings:
aboutyourfamilyfinances,ormaybethestateoftheeconomyinyourhometown;aboutyourkids,andwhattheirfutureswillbring.Andyourhopeisthatoncethiselectionisover,thefolksyouchoosetorepresentyouwillputthepoliticsasideforawhile,andworktogethertosolveproblems.
That’smyhope,too.
WhatevertheoutcomeonTuesday,weneedtocometogethertohelpputpeoplewhoarestilllookingforjobsbacktowork.Andtherearesomepracticalstepswecantakerightawaytopromotegrowthandencouragebusinessestohireandexpand.Thesearestepsweallshouldbeabletoagreeon–notDemocraticorRepublicanideas,butproposalsthathavetraditionallybeensupportedbybothparties.
Weoughttoprovidecontinuedtaxreliefformiddleclassfamilieswhohavebornethebruntoftherecession.Weoughttoallowbusinessestodefertaxesontheequipmenttheybuynextyear.Andweoughttomaketheresearchandexperimentationtaxcreditbiggerandpermanent–tospurinnovationandfosternewproductsandtechnologies.
Beyondthesenear-termsteps,weshouldworktogethertotacklethebroaderchallengesfacingourcountry–sothatweremaincompetitiveandprosperousinaglobaleconomy.Thatmeansensuringthatouryoungpeoplehavetheskillsandeducationtofillthejobsofanewage.Thatmeansbuildingnewinfrastructure–fromhigh-speedtrainstohigh-speedinternet–sothatoureconomyhasroomtogrow.AndthatmeansfosteringaclimateofinnovationandentrepreneurshipthatwillallowAmericanbusinessesandAmericanworkerstoleadingrowthindustrieslikecleanenergy.
Ontheseissues–issuesthatwilldetermineoursuccessorfailureinthisnewcentury–Ibelieveit’sthefundamentalresponsibilityofallwhoholdelectiveofficetoseekoutcommonground.Itmaynotalwaysbeeasytofindagreement;attimeswe’llhavelegitimatephilosophicaldifferences.Anditmaynotalwaysbethebestpolitics.Butitistherightthingtodoforourcountry.
That’swhyIfoundtherecentcommentsbythetoptwoRepublicaninCongresssotroubling.TheRepublicanleaderoftheHouseactuallysaidthat“thisisnotthetimeforcompromise.”AndtheRepublicanleaderoftheSenatesaidhismaingoalafterthiselectionissimplytowinthenextone.
Iknowthatwe’reinthefinaldaysofacampaign.Soit’snotsurprisingthatwe’reseeingthisheatedrhetoric.That’s
