1.0General总则
1.1Scope范围
1.1.1ThisstandarddescribesSECCO’sminimumrequirementsforthematerial,fabrication,heattreatment,inspection,testingandpaintingofshopandfieldmetallicpiping.
本标准是赛科公司关于车间和现场制作金属管道在材料、制造、热处理、检验、试验和油漆方面最基本的要求。
1.1.2Thetechnicalrequirementsoutlinedhereinareequallyapplicabletopipingsub-assemblies（frequentlycalled“shopfabricatedpiping）,andtofinalerectedpipingsystems（frequentlycalled“fieldfabricated”piping）.
本技术要求同样适用于管道预组装（通常叫“车间制作的管道”）和管道系统最终安装。
（通常称“现场制作的管道”）
1.1.3ThisspecificationtogetherwithvendordatarequirementsandtheRequisitioncovertherequirementsforthefabricationofmetallicpiping.
本标准及供货商的数据要求和需要适用于金属管道的制造。
1.1.4TherequirementsspecifiedintheattacheddocumentsandthereferencedIndustryCodesandStandardsshallapply.
附件以及引用标准的要求并应同样遵守。
1.1.5Jacketedpiping,tubing,orificeruns;linedorcoatedmetalsandfabricationbymethodsotherthanthreading,welding,bendingandflangingarenotwithinthescopeofthisspecification.
本标准不包括夹套管，小管子，孔板管路；衬里、涂层；以及螺纹焊接、弯曲、法兰以外的制作要求。
1.1.6“Onshore”referstomaterialsboughtinChina,while“offshore”referstomaterialsboughtoutsideofChina.
“Onshore”是指材料在中国采购，而“Offshore”是指材料在境外采购。
1.1.7Wheneverinthisstandardthewordsupplierisused,itshallbeunderstoodasreferringtothepartyprovidingaservicetoSecco.
供货商在本标准中定义为赛科提供服务的机构。
WheneverinthisstandardthewordContractorisused,itshallbeunderstoodasreferringtothepartysupplyingallmaterialand/orlabour,etc.asdescribedinParagraph1.1.1above.
本标准中，承包商是指提供所有如上述1.1.1节所述材料和劳务等单位。
1.2DefinitionofSpecificTerms术语的定义
1.2.1“Lot（s）”-Alotshallconsistofallcomponentsofthesamesize,typeandwallthickness,manufacturedfromoneheatofmaterial[&ifweldingisperformed,usingonelotnumberofelectrodesoroneheatofweldwire&onelotnumberofflux],heattreatedineitheracontinuousorbatch-typefurnacecontrolledwithinarange+/-14C（25F）andequippedw/recordingpyrometerssothatcompleterecordsofheattreatmentareavailable.
“批”为同一规格、同一炉号（如焊接，则应用同批焊条、同炉号焊丝和同批焊剂）、同一制度热处理（连续炉或间歇炉温差±14℃（25℉）并配备有完整的温度记录）的材料。
1.2.2“FieldFabricatedPiping”shallbedefinedasallpipingassembliesandcompletelyerectedpipingsystemsfabricatedbytheSupplierand/oritsfieldpipingerectioncontractorwhohastheresponsibilityforthecompletelyerectedpipingsystem.Itincludesboth“in-position”weldsandanyfabricatingoperationscarriedoutatthejobsite.
“现场制作管道”是指所有管道的组装和整个管道系统的安装是由供货商和/或其负责整个管道系统安装的现场管道安装承包商来完成。
它包括现场焊接和所有的现场制作。
1.3Conflicts争议
1.3.1TheContractorshallreferallconflictsbetweentherequirementsofthisstandardandthepurchaseorder,inwriting,forclarificationandresolutionbeforeproceedingwithanyworkorprocurementaction（fabricationofthepipe）.TheSuppliershallresolvetheconflictandsubmittotheContractoritswrittendecision,whichshallbefinalandbindingtobothparties.
承包商应书面提出本规定和采购单之间相抵触内容。
并于工程或采购开始之前作出澄清和说明。
供货商应作出解释，向承包商提供书面的对双方都有约束力的最终结论。
1.3.2LocalChinesecodes,standardsorregulationsreferencedmaysupersedetherequirementsstatedherein.However,ifaconflictofinformationbetweenASME/PFI/MSSStandardsandthecorrespondingstatedChineseCodesandStandardsoccurs,themorestringentcodeshallgovern.
涉及的中国的法规、标准或规定可以代替本规定中的要求。
如果ASME/PFI/MSS中的规定和相应的中国标准的规定相冲突，按较严格者要求。
1.3.3Intheeventthatatechnicalconflictexistsbetweenthisstandardandtheapplicablepipingmaterialspecification（SECCO’sEngineeringStandardSD-00-TSC-PP-0001“PipingMaterials”）,thePipingMaterialsStandardshallgovern.
当本规定和管道材料标准（赛科公司的工程规定的SD-00-TSC-PP-OOO1配管材料）有矛盾，以管道材料规定为准。
1.4DivisionofWork分工
1.4.1Thelimitoftheshopandfieldfabricatedportionofpipingsystemsshallbeshownontheisometrics.
管道系统中，车间制造和现场制造的界限应在管道轴测图上标明。
1.4.2Unlessotherwisespecified,bolting,nuts,gaskets,valves,blinds,spacersorpipingspecialtiesthatdonotrequireweldingintoalineshallbeinstalledbythefieldpipingerectioncontractor.Allshoppipespoolsaretobeinstalledbythefieldpipingerectioncontractor.
除非另有规定，螺栓、螺母、垫片、盲板、隔板或管线的非焊接连接件的安装均应由管道现场安装承包商来完成。
所有预制管段的安装也应由现场安装承包商完成。
1.4.3Randompipe（i.e.rackpiping）shallbeinstalledbythefieldpipingerectioncontractor.
不规则管子（如架管）的安装由现场安装承包商完成。
1.4.4Unlessotherwisenoted,NPS2andsmallerpipesizesshallbefabricatedandinstalledbythefieldpipingerectioncontractor.
除非另有说明，≤NPS2的管道应由管道现场安装承包商制作和安装。
1.5IndustryCodesandStandards行业规范和标准
1.5.1IndustryCodesandStandardsreferencedinthisstandardshallbetheissueoreditionthatisthelatestpublishededitionasof“（ProjectContractDate）.
本标准引用的法规和标准应是最新版本。

2.0contractorsResponsibilitIES承包商的责任
2.1DocumentstobeSubmittedbytheContractor承包商应提交的技术文件
2.1.1ThedocumentationstatedonVendorDataRequirementForm006-03-RD-275willberequiredaspartoftheRequisition.TheContractorshallincludethecostfortheserequirementsinthequotationatthetimeofsubmittal.
按表格006-03-RD-275要求的供方提供的数据文件将作为报价的一部分。
承包商在提交报价单时应将包括这些技术要求的成本。
2.1.2TheVendorshallidentifyalldrawingsanddatawiththefollowinginformation:
供方应确认所有图纸和数据中下列内容：
