　　MONDAY,JANUARY20,1969

　　SenatorDirksen,Mr.ChiefJustice,Mr.VicePresident,PresidentJohnson,VicePresidentHumphrey,myfellowAmericans--andmyfellowcitizensoftheworldcommunity:

　　Iaskyoutosharewithmetodaythemajestyofthismoment.Intheorderlytransferofpower,wecelebratetheunitythatkeepsusfree.

　　Eachmomentinhistoryisafleetingtime,preciousandunique.Butsomestandoutasmomentsofbeginning,inwhichcoursesaresetthatshapedecadesorcenturies.

　　Thiscanbesuchamoment.

　　Forcesnowareconvergingthatmakepossible,forthefirsttime,thehopethatmanyofman'sdeepestaspirationscanatlastberealized.Thespiralingpaceofchangeallowsustocontemplate,withinourownlifetime,advancesthatoncewouldhavetakencenturies.

　　Inthrowingwidethehorizonsofspace,wehavediscoverednewhorizonsonearth.

　　Forthefirsttime,becausethepeopleoftheworldwantpeace,andtheleadersoftheworldareafraidofwar,thetimesareonthesideofpeace.

　　EightyearsfromnowAmericawillcelebrateits200thanniversaryasanation.Withinthelifetimeofmostpeoplenowliving,mankindwillcelebratethatgreatnewyearwhichcomesonlyonceinathousandyears--thebeginningofthethirdmillennium.

　　Whatkindofnationwewillbe,whatkindofworldwewilllivein,whetherweshapethefutureintheimageofourhopes,isourstodeterminebyouractionsandourchoices.

　　Thegreatesthonorhistorycanbestowisthetitleofpeacemaker.ThishonornowbeckonsAmerica--thechancetohelpleadtheworldatlastoutofthevalleyofturmoil,andontothathighgroundofpeacethatmanhasdreamedofsincethedawnofcivilization.

　　Ifwesucceed,generationstocomewillsayofusnowlivingthatwemasteredourmoment,thatwehelpedmaketheworldsafeformankind.

　　Thisisoursummonstogreatness.

　　IbelievetheAmericanpeoplearereadytoanswerthiscall.

　　Thesecondthirdofthiscenturyhasbeenatimeofproudachievement.Wehavemadeenormousstridesinscienceandindustryandagriculture.Wehavesharedourwealthmorebroadlythanever.Wehavelearnedatlasttomanageamoderneconomytoassureitscontinuedgrowth.

　　Wehavegivenfreedomnewreach,andwehavebeguntomakeitspromiserealforblackaswellasforwhite.

　　Weseethehopeoftomorrowintheyouthoftoday.IknowAmerica'syouth.Ibelieveinthem.Wecanbeproudthattheyarebettereducated,morecommitted,morepassionatelydrivenbyconsciencethananygenerationinourhistory.

　　Nopeoplehaseverbeensoclosetotheachievementofajustandabundantsociety,orsopossessedofthewilltoachieveit.Becauseourstrengthsaresogreat,wecanaffordtoappraiseourweaknesseswithcandorandtoapproachthemwithhope.

　　Standinginthissameplaceathirdofacenturyago,FranklinDelanoRooseveltaddressedaNationravagedbydepressionandgrippedinfear.HecouldsayinsurveyingtheNation'stroubles:

"Theyconcern,thankGod,onlymaterialthings."

　　Ourcrisistodayisthereverse.

　　Wehavefoundourselvesrichingoods,butraggedinspirit;reachingwithmagnificentprecisionforthemoon,butfallingintoraucousdiscordonearth.

　　Wearecaughtinwar,wantingpeace.Wearetornbydivision,wantingunity.Weseearoundusemptylives,wantingfulfillment.Weseetasksthatneeddoing,waitingforhandstodothem.

　　Toacrisisofthespirit,weneedananswerofthespirit.

　　Tofindthatanswer,weneedonlylookwithinourselves.

　　Whenwelistento"thebetterangelsofournature,"wefindthattheycelebratethesimplethings,thebasicthings--suchasgoodness,decency,love,kindness.

　　Greatnesscomesinsimpletrappings.

　　Thesimplethingsaretheonesmostneededtodayifwearetosurmountwhatdividesus,andcementwhatunitesus.

　　Tolowerourvoiceswouldbeasimplething.

　　Inthesedifficultyears,Americahassufferedfromafeverofwords;frominflatedrhetoricthatpromisesmorethanitcandeliver;fromangryrhetoricthatfansdiscontentsintohatreds;frombombasticrhetoricthatposturesinsteadofpersuading.

　　Wecannotlearnfromoneanotheruntilwestopshoutingatoneanother--untilwespeakquietlyenoughsothatourwordscanbeheardaswellasourvoices.

　　Foritspart,governmentwilllisten.Wewillstrivetolisteninnewways--tothevoicesofquietanguish,thevoicesthatspeakwithoutwords,thevoicesoftheheart--totheinjuredvoices,theanxiousvoices,thevoicesthathavedespairedofbeingheard.

　　Thosewhohavebeenleftout,wewilltrytobringin.

　　Thoseleftbehind,wewillhelptocatchup.

　　Forallofourpeople,wewillsetasourgoalthedecentorderthatmakesprogresspossibleandourlivessecure.

　　Aswereachtowardourhopes,ourtaskistobuildonwhathasgonebefore--notturningawayfromtheold,butturningtowardthenew.

　　Inthispastthirdofacentury,governmenthaspassedmorelaws,spentmoremoney,initiatedmoreprograms,thaninallourprevioushistory.

　　Inpursuingourgoalsoffullemployment,betterhousing,excellenceineducation;inrebuildingourcitiesandimprovingourruralareas;inprotectingourenvironmentandenhancingthequalityoflife--inalltheseandmore,wewillandmustpressurgentlyforward.

　　Weshallplannowforthedaywhenourwealthcanbetransferredfromthedestructionofwarabroadtotheurgentneedsofourpeopleathome.

　　TheAmericandreamdoesnotcometothosewhofallasleep.

　　Butweareapproachingthelimitsofwhatgovernmentalonecando.

　　Ourgreatestneednowistoreachbeyondgovernment,andtoenlistthelegionsoftheconcernedandthecommitted.

　　Whathastobedone,hastobedonebygovernmentandpeopletogetheroritwillnotbedoneatall.Thelessonofpastagonyisthatwithoutthepeoplewecandonothing;withthepeoplewecandoeverything.

　　Tomatchthemagnitudeofourtasks,weneedtheenergiesofourpeople--enlistednotonlyingrandenterprises,butmoreimportantlyinthosesmall,splendideffortsthatmakeheadlinesintheneighborhoodnewspaperinsteadofthenationaljournal.

　　Withthese,wecanbuildagreatcathedralofthespirit--eachofusraisingitonestoneatatime,ashereachesouttohisneighbor,helping,caring,doing.

　　Idonotofferalifeofuninspiringease.Idonotcallforalifeofgrimsacrifice.Iaskyoutojoininahighadventure--oneasrichashumanityitself,andasexcitingasthetimeswelivein.

　　Theessenceoffreedomisthateachofussharesintheshapingofhisowndestiny.

　　Untilhehasbeenpartofacauselargerthanhimself,nomanistrulywhole.

　　Thewaytofulfillmentisintheuseofourtalents;weachievenobilityinthespiritthatinspiresthatuse.

　　Aswemeasurewhatcanbedone,weshallpromiseonlywhatweknowwecanproduce,butaswechartourgoalsweshallbeliftedbyourdreams.

　　Nomancanbefullyfreewhilehisneighborisnot.Togoforwardatallistogoforwardtogether.

　　Thismeansblackandwhitetogether,asonenation,nottwo.Thelawshavecaughtupwithourconscience.Whatremainsistogivelifetowhatisinthelaw:

toensureatlastthatasallarebornequalindignitybeforeGod,allarebornequalindignitybeforeman.

　　Aswelearntogoforwardtogetherathome,letusalsoseektogoforwardtogetherwithallmankind.

　　Letustakeasourgoal:

wherepeaceisunknown,makeitwelcome;wherepeaceisfragile,makeitstrong;wherepeaceistemporary,makeitpermanent.

　　Afteraperiodofconfrontation,weareenteringaneraofnegotiation.

　　Letallnationsknowthatduringthisadministrationourlinesofcommunicationwillbeopen.

　　Weseekanopenworld--opentoideas,opentotheexchangeofgoodsandpeople--aworldinwhichnopeople,greatorsmall,willliveinangryisolation.

　　Wecannotexpecttomakeeveryoneourfriend,butwecantrytomakenooneourenemy.

　　Thosewhowouldbeouradversaries,weinvitetoapeacefulcompetition--notinconqueringterritoryorextendingdominion,butinenrichingthelifeofman.

　　Asweexplorethereachesofspace,letusgotothenewworldstogether--notasnewworldstobeconquered,butasanewadventuretobeshared.

　　Withthosewhoarewillingtojoin,letuscooperatetoreducetheburdenofarms,tostrengthenthestructureofpeace,toliftupthepoorandthehungry.

　　Buttoallthosewhowouldbetemptedbyweakness,letusleavenodoubtthatwewillbeasstrongasweneedtobeforaslongasweneedtobe.

　　Overthepasttwentyyears,sinceIfirstcametothisCapitalasafreshmanCongressman,Ihavevisitedmostofthenationsoftheworld.

　　Ihavecometoknowtheleadersoftheworld,andthegreatforces,thehatreds,thefearsthatdividetheworld.

　　Iknowthatpeacedoesnotcomethroughwishingforit--thatthereisnosubstitutefordaysandevenyearsofpatientandprolongeddiplomacy.

　　Ialsoknowthepeopleoftheworld.

　　Ihaveseenthehungerofahomelesschild,thepainofamanwoundedinbattle,thegriefofamotherwhohaslostherson.Iknowthesehavenoideology,norace.

　　IknowAmerica.IknowtheheartofAmericaisgood.

　　Ispeakfrommyownheart,andtheheartofmycountry,thedeepconcernwehaveforthosewhosuffer,andthosewhosorrow.

　　IhavetakenanoathtodayinthepresenceofGodandmycountrymentoupholdanddefendtheConstitutionoftheUnitedStates.TothatoathInowaddthissacredcommitment:

Ishallconsecratemyoffice,myenergies,andallthewisdomIcansummon,tothecauseofpeaceamongnations.
