nicationswerefirstadoptedbytheCouncilon30May1949pursuanttotheprovisionsofArticle37oftheConventiononInternationalCivilAviation（Chicago1944）anddesignatedasAnnex10totheConvention.Theybecameeffectiveon1March1950.TheStandardsandRecommendedPracticeswerebasedonrecommendationsoftheCommunicationsDivisionatitsThirdSessioninJanuary1949.UptoandincludingtheSeventhEdition,Annex10waspublishedinonevolumecontainingfourpartstogetherwithassociatedattachments:

PartIEquipmentandSystems,PartIIRadioFrequencies,PartIIIProcedures,andPartIVCodesandAbbreviations.ByAmendment42,PartIVwasdeletedfromtheAnnex;thecodesandabbreviationscontainedinthatpartweretransferredtoanewdocument,Doc8400.AsaresultoftheadoptionofAmendment44on31May1965,theSeventhEditionofAnnex10wasreplacedbytwovolumes:

VolumeI（FirstEdition）containingPartIEquipmentandSystems,andPartIIRadioFrequencies,andVolumeII（FirstEdition）containingCommunicationProcedures.AsaresultoftheadoptionofAmendment70on20March1995,Annex10wasrestructuredtoincludefivevolumes:

VolumeIRadioNavigationAids;VolumeIICommunicationProcedures;VolumeIIICommunicationSystems;VolumeIVSurveillanceRadarandCollisionAvoidanceSystems;andVolumeVAeronauticalRadioFrequencySpectrumUtilization.ByAmendment70,VolumesIIIandIVwerepublishedin1995andVolumeVwaspublishedin1996withAmendment71.TableAshowstheoriginofAnnex10,andtheoriginofsubsequentamendments,togetherwithasummaryoftheprincipalsubjectsinvolvedandthedatesonwhichtheAnnexandtheamendmentswereadoptedbyCouncil,whentheybecameeffectiveandwhentheybecameapplicable.ActionbyContractingStatesNotificationofdifferences.TheattentionofContractingStatesisdrawntotheobligationimposedbyArticle38oftheConventionbywhichContractingStatesarerequiredtonotifytheOrganizationofanydifferencesbetweentheirnationalregulationsandpracticesandtheInternationalStandardscontainedinthisAnnexandanyamendmentsthereto.ContractingStatesareinvitedtoextendsuchnotificationtoanydifferencesfromtheRecommendedPracticescontainedinthisAnnexandanyamendmentsthereto,whenthenotificationofsuchdifferencesisimportantforthesafetyofairnavigation.Further,ContractingStatesareinvitedtokeeptheOrganizationcurrentlyinformedofanydifferenceswhichmaysubsequentlyoccur,orofthewithdrawalofanydifferencespreviouslynotified.AspecificrequestfornotificationofdifferenceswillbesenttoContractingStatesimmediatelyaftertheadoptionofeachamendmenttothisAnnex.TheattentionofStatesisalsodrawntotheprovisionsofAnnex15relatedtothepublicationofdifferencesbetweentheirnationalregulationsandpracticesandtherelatedICAOStandardsandRecommendedPracticesthroughtheAeronauticalInformationService,inadditiontotheobligationofSta
