第一部分生产安全事故综合应急预案

1．总则

1.1编制目的

为规范煤矿安全生产事故灾难的应急响应程序，保证我矿在重大安全事故发生后，能够及时、有序、有效地实施应急救援，控制和处置事故，最大程度地减少人员伤亡和财产损失，维护人民群众的生命安全和社会稳定，特编制本应急预案。

1.2编制依据

依据《中华人民共和国安全生产法》、《中华人民共和国劳动法》、《中华人民共和国煤炭法》、《中华人民共和国矿山安全法》、《中华人民共和国突发事件应对法》、《生产安全事故报告和调查处理条例》、《山西省安全生产条例》、《煤矿安全监察条例》、《关于特大安全事故行政责任追究》、《生产安全事故应急预案管理办法》、《山西省安全生产条例》、《山西省突发事件应对条例》、《山西省安全生产应急预案管理办法》、《生产经营单位生产安全事故应急预案编制导则》、《生产经营单位生产安全事故应急预案评审指南》（试行）、《煤矿防治水规定》、《长治市生产安全事故应急预案管理办法》、《黄土坡鑫能公司重大危险源辨识评估报告》、《煤矿建设标准》、《煤矿建设管理办法》、《民用爆炸物品安全管理条例》等法律法规及有关规定制定本预案。

1.3适用范围

本预案适用于我公司各级各类生产安全事故的预防和应急处置工作。

1.4应急预案体系

本应急预案包括综合应急预案和专项应急预案，明确事前、事发、事中、事后各个过程中相关部门和有关人员的职责，如图：

1.5应急管理的原则

1.5.1以人为本，安全第一：

把保障人民群众的生命安全和身体健康、最大程度地预防和减少煤矿安全生产事故灾难造成的人员伤亡作为首要任务，切实加强应急救援人员的安全防护，充分发挥人的主观能动性，充分发挥专业救援力量的骨干作用和人民群众的基础作用。

1.5.2统一领导、协调行动：

在矿长的统一领导下，各科室、队按照职责权限具体负责我公司各级各类重大安全事故应急工作。

1.5.3自救互救，安全抢救：

事故发生初期，应按照积极组织抢救，并迅速组织遇险人员沿避灾路线撤离，防止事故扩大。

在事故抢救过程中，应采取措施，确保救护人员的安全，严防抢救过程中发生事故。

1.5.4预防为主、平战结合：

贯彻落实“安全第一、预防为主”的方针。

采用先进技术，充分发挥专家作用，实行科学民主决策。

采用先进的救援装备和技术，增强应急救援能力，坚持事故灾难应急与预防工作相结合，做好预防、预测、预警和预报工作，做好常态下的风险评估，物资准备、队伍建设、完善装备、预案演练等工作。
