Muchworkhasbeenundertakeninrecentyearsondefiningandassessingcompetenceinanacademiccontext.Incomparison,muchlessresearchhasfocusedonthedefinitionandassessmentof‘professionalcompetence’.Inthiscasestudy,theauthorsreportonastudyconductedfortheRoyalInstitutionofCharteredSurveyors(RICS)todevelopaframeworkwhichhashelpedclarifyandmadeexplicitthecriteriaandstandardsusedbyassessorswhenjudgingtheconstructof‘professionalcompetence’.
Thecasestudyprovidesinformationonthedevelopmentofamodelandassociatedmaterialswhicharenowbeingusedbyover500assessorstoevaluatecandidatesduringtheirAssessmentofProfessionalCompetence(APC)interview.
Inadditiontothedevelopmentoftheframeworkthecasealsoreviewstheprocessusedtoimplementthechange.Theauthorswillcontendthatanunderstandingofhowtoeffectchangeinthecomplexandoftenhighlypoliticalworldoftheprofessionsiscriticaltothesuccessofthistypeofproject.
1.INTRODUCTION

ThequotesaboveareindicativeofthetypesofconcernsthatareoccasionallyexpressedbyasmallnumberofindividualsandemployersafteratypicalprofessionalassessmentcentreforcandidatesdesiringtobecomemembersoftheRoyalInstitutionofCharteredSurveyors(RICS).TheirviewsreflecttheconcernsofsomethatthedegreeofconsistencyappliedtoassessingcandidatesduringthefinalinterviewstageoftheAssessmentofProfessionalCompetence(APC)isvariable.Thisisnotanissueuniquetothesurveyingprofessionandcandidatesundergoingasimilarprocessinotherprofessionsalsoexpresssimilarviews.Thispaperdealswithsomeofthestepstakentodealwiththeseconcerns.Inparticular,thepapersummarisessomerecentresearchtomakemoreexplicitthecriteriathatmayoftenbeimplicitlyassessedinaninterviewsetting.ThepaperalsosummarisestheprocessesthathavebeenintroducedbytheRICStomaketheAPCmoretransparentandenhancetheconsistencyofapproachadoptedbytheassessingpanels.
2.THESCALEOFTHEISSUE
Itisusefultoputtheissueinawidercontext.Lastyear(2001),nearly3,000candidateswereinterviewedbyover500RICSassessors.Withincreasingoptionsandroutestomembershipcandidatesmaybeassessedinsome17specialistareasencompassingareasofpracticerangingfrommanagementconsultancy,facilitiesmanagementandprojectmanagementinadditiontothemorelongstandingroutesincommercialproperty,buildingsurveying,quantitysurveyingandsoon.
Giventhescaleoftheoperation–arrangingnearly700panelsperyear,eachinvolving3volunteerswhomayonlyparticipateinoneortwointerviewsperannumitisperhapsreassuringtonotethatthenumberofformalappealsislessthan2%ofthetotalnumberofcandidatesassessed.
Anissuethathas,however,becomeofgreaterconcernthanthenumberofformalappealsrelatestohowconsistently‘borderline’candidatesmaybetreated.Veryseldomdointerviewpanelsmakeinappropriatejudgementsinrelationtocandidateswhoareclearlyverycompetent,nordotheymakeseriouserrorsinrelationtothosewhoare‘notyetfullycompetent’.Thedifficultzoneisoftenthosewhoareinthisborderlinecategory.Thosecandidateswhocanleadinterviewpanelstoagoniseforhours.Thosewherethedecisionmaybeinfluencedonewayortheotherbyrelativelysmalldifferencesofviewpoint.
Ifweassumethattypicallysome60-70%ofcandidatespassateachassessmentcentreandperhaps15-20%ofcandidatesareclearreferrals,thismightleavearesidual15-20%ofcandidateswhoarepotentialborderlines.Evenifonly1in4oftheseledtoareferraldecisionwhichcouldhavebeenswayedintheoppositedirectionbyanotherpanelitispossiblethatbetween100and130candidatesmayhavebeentreatedinconsistently.
3.DEALINGWITHTHEISSUE:
PROGRESSPRIORTOTHERESEARCHPROJECT
EnhancingtheconsistencyofAPCassessmentisnotanewissue.Itisalsonotanissuethatcanberesolvedinstantaneously.Improvingtheconsistencyofanyprofessionaljudgementrequiresanumberofissuestobeexaminedinaholisticsense.
