ItwasHalloweennightinJerusalem,andBenjaminNetanyahucamedressedasapeacemaker."We'repreparedtostartpeacetalksimmediately,"thenotoriouslyreluctantIsraeliPrimeMinisterproclaimed,withU.S.SecretaryofStateHillaryClintonstandingathisside,poker-faced."Ithinkweshould...getonitandgetwithit."

Itwasaploy,ofcourse.ThePalestiniansweretangledupinthemselves,yetagain.Theyhadelectionslooming,andtheirleader,MahmoudAbbas,hadtohangtough:

hewasdemandingatotalfreezetoIsraelisettlement-buildingontheWestBank—whichwaspreciselywhattheObamaAdministrationhadpreviouslysaiditfavored.Netanyahuwasofferingapartialfreeze,notincludingnewsettlementsinEastJerusalem,thedesiredcapitalofafuturePalestinianstate.ThiswasanonstarterforthePalestinians,butithadtheholographicglowofastepforward.Itwasan"unprecedented"offer,Netanyahutrumpeted,withthejoyofachessmasterspringingatrap.

ItwasatoughmomentforClinton,playingsecondfiddleattheBibi-does-Gandhishow.PresidentBarackObamahadsoftenedhislanguageonthesettlementsafewweeksearlier:

insteadofatotalfreeze,hehadtalkedaboutIsraeli"restraint"insettlement-building.AndnowClintonseemedtocementtheAdministration'sretreat,agreeingthatNetanyahu'sproposalwas,indeed,"unprecedented,"eventhoughtheU.S.stillfavoredatotalfreeze.Themostimportantthing,sheadded,wasforthepartiestogettothetableasquicklyaspossible.TheonuswasbackonthePalestinians—andthePalestiniansquicklyexpressedoutrageattheObamaAdministration'sretreat.TheirArabneighborssoonjoinedin,causingClintontobacktracktwodayslater,tellingreporterstheIsraeliplan"fallsfarshort"ofU.S.expectations,althoughshestillinsistedoncallingit"unprecedented,"whichwasneitherdiplomaticnorwise.

SuddenlytheObamaAdministrationseemedwobblyontheMiddleEast;clearly,ClintonhadbeentoobullishonNetanyahu'sproposal（whichhadbeennegotiatedovermonthswithMiddleEastenvoyGeorgeMitchellandwasseen,privately,bytheAmericansasrealprogress）.ButtheAdministration'smissionwastogetthepartiesintopeacetalkswithoutpreconditions.TheIsraeliswerenowinfavoroftalks.ThePalestiniansweresettingpreconditions.AndClintonhadviolatedanessentialruleofherjob:

boringisalmostalwaysbetter.

Clinton'sThreeQualitiesForthepast40years,theawkwardMiddleEastpressconferencehashelpeddefinethejobofSecretaryofState.YougotoJerusalemorRamallah;youstandthere"guardedlyoptimistic"inpublic;inprivate,youtrytomoveacomma,buttheIsraelisorPalestiniansmoveasemicolontoblockyourcomma.Theresultisalmostalwaysthesame:

gridlock.Thebreakthroughs,whentheycome,emanatefromothers.WalterCronkiteasksAnwarSadatifhe'dbewillingtogotoJerusalem...andSadat,toeveryone'ssurprise,saysyes.TheIsraelisandPalestiniansholdsecretmeetingsinOsloandreachwhatappearstobeabreakthrough—they'retalking!

—whichthenbecomesanotherdeadend.

ThejobofSecretaryofStateismorethanklessthanglamorous;insomeways,theDepartmentofState,anobleantique,isstilltryingtocometotermswiththeinventionofthetelephone.InanerawhenTwitterhaiku-messagingrules,diplomacymovesatthespeed,andrequiresthenuancedcomplexity,ofliterature.PowerhasdriftedfromStatetotheNationalSecurityCouncilandthePentagon,especiallyinwartime.OnlyafewofClinton'srecentpredecessorshavedistinguishedthemselves.HenryKissinger,aNationalSecurityAdviserwhobelatedlybecameSecretaryofState,wasRichardNixon'sschizophrenicalterego;GeorgeShultzwasastrongpolicyvoiceintheReaganAdministration;JamesBakerhadcloutbecausehewasGeorgeH.W.Bush'sbestfriendandaworld-classdealmaker.Mostoftheothershavebeenfrustratedorforgettable.AndyetthisisHillaryClintonwe'retalkingabout—thesecondmostpopularAmericanintheworld,aneternallycompellingandsupremelytalentedcharacter,thesubjectofconstantspeculation,awalkingheadline.Herverypresenceinthejobmakesitcrucialoncemore.

ItisaclichétosaythatbynamingClinton,Obamabroughthismostpopularpotentialopponentintothetent.Theconventionalwisdom,toocynicalbyhalf,isthathetherebysucceededinneuteringher,atheorybolsteredbyClinton'sreticenceduringherfirstninemonthsonthejob,withspecialenvoyslikeMitchellandRichardHolbrookedoingtheheavyliftingofdiplomacy.ButbynamingClinton,Obamaalsogavehergreatpower,whichcutsbothways:

ifshebecomesdissatisfiedwithherroleortheAdministration'spolicies,shecanbecomeatorpedoaimedattheOvalOffice.ColinPowellhadsimilarpowerandarealgripe—theIraqwar—butneverusedit.Clintonhasnosuchgripe,butastheObamaAdministrationsettlesinandpolicydifferencesbegintoemergeamongthekeyplayers,thePowellconundrumlooms:

Traditionally,theSecretaryofStateisjudgedonhisorherabilitytoformulatepolicy,negotiatedealsandmanagethestriped-pantsbureaucracy.Clintonhasnohistoryasaglobalstrategist,althoughherperformanceinthe2008campaignindicatesthatsheisabitmoreconservativethanthePresident,moretheforeignpolicyrealistthantheWilsonianidealist.Itisalsotooearlytojudgeherskillasamanagerornegotiator—althoughherperformanceinJerusalemindicatesthatsheneedsafewlessonsinMiddleE
