总则

1.1

目的

为了有效应对突发重大自然灾害紧急处置体系和运行机制规范紧急处置行为,提高紧急处置能力,迅速、有序、高效地实施紧急处置,最大程度地减少人民群众的生命和财产损失,维护社会和公司稳定。

根据《中华人民共和国防洪法》、《中华人民共和国防震减灾法》、《中华人民共和国气象法》、《国家突发公共事件总体应急预案》和其他相关法律法规,结合公司实际情况,制定本预案。

1.2

工作原则

1.2.1以人为本,安全第一

公司在处置自然灾害中,以人为本,最大程度地保护员工和人民群众的生命及财产安全。

1.2.2提高能力,预防为主

提高公司全体员工应对自然灾害发生时的处置能力,落实各项防范措施,做好人员、技术、装备的应急储备工作。

对各类自然灾害可能引发的灾情要及时进行分析、预警,做到早发现、早报告、早处理。

1.2.3统一领导,分级管理

根据自然灾害的范围、性质和危害程度,实行分级管理。

公司自然灾害应急指挥部负责全公司范围内自然灾害及灾情应急处置救援、抢险的统一领导和指挥;分公司自然灾害应急指挥部负责现场的应急处置、救援和协调与实施工作;各有关部门按照预案规定,在各自的

共14页自然灾害处置职责范围内做好事件应急处置的有关工作。

1.2.4依法规范,及时反应

建立和完善自然灾害应急预案体系,为自然灾害应急处置工作提供系统、科学的制度保障。

各单位和部门要按照相关法律法规的要求,对可能发生和已经发生的自然灾害做出快速反应,及时、有效开展监测、报告和处置工作。

编制依据

《中华人民共和国防洪法》《中华人民共和国防震减灾法》、《中华人民共和国气象法》《国家突发公共事件总体应急预案》《中华人民共和国消防法》《中华人民共和国安全生产法》《危险化学品安全管理条例》《特种设备安全监察条例》《城市燃气安全管理规定》《城镇燃气设计规范》《城镇燃气设施运行、维护和抢修安全技术规程》《××省燃气管理条例》1.4

适用范围

凡在赤峰华润燃气有限公司管理范围内发生的,适用于本预案。

本预案适用于赤峰华润燃气有限公司平庄综合站管理范围内发生水

2.1

组织指挥体系的构成

2.2

公司抗灾救援领导小组职责

对公司自然灾害应急处置和救援与抢险体系的建立、完善和有效运行进行指导、监督;指导本预案的制订和修订工作;监督本预案的有效实施和运行:

及时传达、执行和落实政府有关部门对应急处置、救援与抢险工作的安排和指令:

领导和监督各部门在发生自然灾害的灾情及险情的处置和救援与抢险工作。

2.3

各应急小组组织机构及职责

2.3.1抢险救援行动组

抢险救援行动组由运行管理部、安全技术部、总经办和发生事故的各单位安全管理人员、抢险维修人员、专业技术人员组成。

主要负责抢险救援工作。

在抢险时,要根据事故性质、特点正确穿戴好防护用品。

根据现场实际情况来确定是否公司内全员参与抢险救援。

2.3.2安全防护救护组

安全防护救护组由总经理办公室、运行管理部、安全技术部、总经办、技术部、工程部和发生事故单位相关人员组成。

主要负责提供必要的安全防护设备、设施,划出警戒线,禁止一切无关人员及车辆进入,对在事故中受伤的人员进行初步救治。

2.3.3损失评价组

损失评价组由运行管理部、安全技术部、财务部、工程部和总经办组成。

具体负责危机状况发生时,尽可能早的进行损失评估。

装备管理人员、工程部土建管理人员、财务部核算管理人员、财务部资产审核管理人员、工会工作人员。

各部门抗灾救援小组职责

负责自然灾害现场应急处置、救援的协调和实施工作,在公司抗灾救援小组到达自然灾害现场就位前,负责自然灾害应急处置的前线指挥。

各部门自然灾害应急救援、抢险队职责

负责实施本单位自然灾害的应急救援队、抢险工作队,并根据公司抗灾救援小组的指令支援其他单位的自然灾害应急救援抢险工作。

预警和预防机制

3.1

信息监测与报告

3.1.1评估预警

公司根据有关部门提供的灾情预警信息,结合预警地方的自然条件、人口和社会经济背景及公司的设施、人员、工作环境等数据库,进行分析评估,及时对可能受到自然灾害威胁的相关地方做出灾情预警。

3.1.2研判预警建议

通过对监测信息的综合分析,按照早发现、早报告、早处置的原则,向本单位抗灾救援小组及公司抗灾救援小组报告自然灾害可能引发的事故隐患,并提出预警建议。

3.2

预警预防行动

公司抗灾救援小组及公司抗灾救援小组根据监测信息,决定发布预警信息及应当采取的预防措施。

3.3

自然灾害级别及预警级别

3.3.1一般自然灾害(Ⅲ级)

发生的各类自然灾害的灾情及险情可能造成一般无人员伤害的紧急情况;已经发生的一般伤害事件:

3.3.2严重自然灾害(Ⅱ级)

发生的各类自然灾害的灾情及险情可能造成人员重大伤亡紧急情况;已经发生的重大伤亡事件;公司抗灾救援小组认定的其他严重自然灾害的灾情及险情。

3.3.3特别严重自然灾害(II级)

发生的各类自然灾害的灾情及险情可能造成特大伤亡事件发生的已经发生的特大伤亡事件;公司抗灾救援小组认定的其他特别严重自然灾害灾情及险情。

应急响应

4.1

应急救援抢险的响应程序

4.1.1公司根据当地政府部门的灾情预警和相关要求,启动不同等级的预案。

4.1.2发生自然灾害及并发事件的现场人员根据现场情况和人员的伤亡情况启动不同等级的预案,通知本单位的领导,同时进入减少自然灾害带来的损失工作和救援、抢险工作。

4.1.3发生自然灾害灾情及险情现场的各部门或部门负责人必须在自然灾害及并发事件发生的第一时间赶赴现场,实施救援抢险工作,4.1.4自然灾害灾情及险情发生后,在公司抗灾救援小组到位前,自然灾害灾情及险情应急处置的前线指挥由发生现场单位的基层单抗灾救援小组组长担任,因特殊原因组长不能履行职责时(如出差

共14页在外等情况),由副组长代其展行领导指挥职责。

4.1.5公司抗灾救援小组接到报告后,相关人员应立即赶赴事发现场,组织领导现场的救援抢险工作。

根据救援抢险的实际情况,可以抽调分公司的应急救援抢险队进行支援。

4.1.6应急救援抢险队伍到达后,应向现场的公司抗灾救援小组报到,并报告救援人员和装备情况,接受指令实施救援抢险活动。

4.2

信息共享和处理

4.2.1自然灾害及并发事件的报告

4.2.1.1报告的责任单位和责任人

发生自然灾害灾情及险情的单位为报告责任单位;报告责任单位的负责人和相关工作人员为报告责任人.4.2.1.2报告时限、程序和方式

报告责任单位在发生自然灾害灾情及险情后,应于自然灾害及并发事件发生时间半小时内向公司抗灾救援小组组长、副组长和安全技术部报告。

现场调查核实后,公司抗灾救援小组根据自然灾害灾情及险情的情况和级别,向市供气行政主管部门和市相关管理部门报告。

报告方式包括:

口头报告、电话或传真报告、网络报告、书面报告。

4.2.1.3报告内容

4.2.1.3.1首次报告发生自然灾害灾情及险情时,应报告:

简要情况经过及已经或正在采取的救援抢救措施。

对初次报告的情况进行补充和修正。

4.2.1.3.3总结报告自然灾害应急处置和救援抢险结束后,对处置情况进行总结,分析原因和影响因素,并提出今后对类似情况的处置建议。

4.2.2信息的通报与发布

自然灾害灾情及险情相关信息在公司内部的通报与发布由公司指挥部决定和实施。

4.2.3新闻报道

自然灾害灾情及险情的新闻报道工作由公司信息处理工作组按照相关程序执行。
