卫生部关于印发《医疗机构口腔诊疗器械

消毒技术操作规范》的通知

为进一步加强医疗机构口腔诊疗器械消毒工作～保障医疗质量和医疗安全～我部组织有关专家～在调查研究的基础上制定了《医疗机构口腔诊疗器械消毒技术操作规范》,以下简称《规范》,～现印发给你们～请遵照执行～并提出以下要求:

一、各级各类医疗机构必须高度重视口腔诊疗器械消毒工作～将口腔诊疗器械消毒质量纳入医疗质量和医疗安全管理。

本《规范》实施前～开展口腔科诊疗科目服务的医疗机构必须按照《规范》的要求进行自查和整改工作～建立健全并落实有关口腔诊疗器械消毒的各项规章制度～切实保证消毒质量～达到本《规范》要求～预防和控制因口腔诊疗器械消毒问题导致的医院感染和医源性感染。

二、加强《规范》的学习和培训工作。

开展口腔科诊疗科目服务的医疗机构～必须认真组织学习和全面贯彻本《规范》～有关的医院感染管理人员、从事口腔诊疗服务和口腔诊疗器械消毒工作的医务人员应当接受相应培训～正确掌握消毒灭菌技术。

三、各级卫生行政部门要加强对医疗机构口腔诊疗器械消毒工作的监督管理～不符合本《规范》要求的医疗机构～不得开展相应的口腔科诊疗科目服务。

医疗机构口腔诊疗器械消毒技术操作规范

第一章总则

第一条为规范医疗机构口腔诊疗器械的消毒工作～保障医疗质量和医疗安全～制定本规范。

第二条本规范适用于综合医院口腔科、口腔医院、口腔诊所等开展口腔科诊疗科目服务的医疗机构。

第三条开展口腔科诊疗科目服务的医疗机构～必须将口腔诊疗器械的消毒工作纳入医疗质量管理～确保消毒效果。

第四条各级地方卫生行政部门负责辖区内医疗机构口腔诊疗器械消毒工作的监督管理。

第二章基本要求

第五条开展口腔科诊疗科目服务的医疗机构应当制定并落实口腔诊疗器械消毒工作的各项规章制度～建立、健全消毒管理责任制～切实履行职责～确保消毒工作质量。

第六条从事口腔诊疗服务和口腔诊疗器械消毒工作的医务人员～应当掌握口腔诊疗器械消毒及个人防护等医院感染预防与控制方面的知识～遵循标准预防的原则～严格遵守有关的规章制度。

第七条医疗机构应当根据口腔诊疗器械的危险程度及材质特点～选择适宜的消毒或者灭菌方法～并遵循以下原则:

一、进入病人口腔内的所有诊疗器械～必须达到“一人一用一消毒或者灭菌”的要求。

二、凡接触病人伤口、血液、破损粘膜或者进入人体无菌组织的各类口腔诊疗器械～包括牙科手机、车针、根管治疗器械、拔牙器械、手术治疗器械、牙周治疗器械、敷料等～使用前必须达到灭菌。

三、接触病人完整粘膜、皮肤的口腔诊疗器械～包括口镜、探针、牙科镊子等口腔检查器械、各类用于辅助治疗的物理测量仪器、印模托盘、漱口杯等～使用前必须达到消毒。

四、凡接触病人体液、血液的修复、正畸模型等物品～送技工室操作前必须消毒。

五、牙科综合治疗台及其配套设施应每日清洁、消毒～遇污染应及时清洁、消毒。
