Others,ofcourse,takeamoreenthusiasticline.“There'sanewfocusonrenewables,”saysThomasWhite,chairmanandchiefexecutiveofEnronRenewableCorporation,whichhascompletedtheworld’slargestwindfarminMinnesota.“Myfeelingisthatweareatthepointintimewherethepersonalcomputerwasinthelate70s,addsMacMoore,directorofbusinessdevelopmentforBPSolar,oneofthelargestmanufacturersandmarketersofsolarelectricsystemsintheworld.“Overthenext10years,ifthingsgowell,theregoingtobearevolutionarychangeinthewaythatweobtainpower.”

Windpowerrepresentsanevenmorecompellingargumentforremotehomeowners.Turbineshavebecomesomuchmoreefficientoverthepastdecadethathomeownersaquarter-milefromautilitylinemayfinditcheapertoputupawindturbinethantopaytheutilitytoextenditsservice.Butformostconsumers,barriersremain.Foronething,renewableenergysystemsareexpensivetoinstallandrequiremorethanadecadebeforeconsumersseeapayback.

Evenagooddealonsolarpanelsinahigh-sunareawouldstillcostatypicalhomeowner30to40centsakilowatt-hourforelectricity,estimatesBobJohnson,industryanalystwithStrategiesUnlimited,atechnology-researchfirminMountainView,Calif.Thatsfarabovethesixto15centsthatAmericanstypicallypaytheirlocalutility,headds.Small-scalewindturbinesaremuchmorecompetitive-anywherefrom8to15centsakilowatt-hour,saysMikeBergey,presidentofBergeyWindpowerinNorman,Okla.Buttheystillrequirea$30,000to$35,000investmentupfrontanditwouldtakemosthomeowners15to20yearsbeforethey'dseeanypayback.
