英国首相卡梅伦11月10日在北京大学发表演讲时表示,英方希望进一步加强英中关系与合作,不仅要加强英中经贸关系,还要加强与中方在各方面的对话和沟通。

Strong,andsustainable(持续的)growthfortheglobaleconomy.
Vital(关键的)progressontheDohatraderoundwhichcouldadd$170billiontotheglobaleconomy.
ArealchancetogetbackontracktowardsalegallybindingdealonemissionsUnprecedentedprogressintacklingpoverty.
Chinahaslifted500millionpeopleoutofpovertyinjustthirtyyears.
Althoughthereisstillalongwaytogo–that’smorepeopleliftedoutofpovertythanatanytimeinhumanhistory.
Youcanseetheresultsrightacrossthisenormous(巨大的)country.
WhenIworkedinHongKongbrieflyin1985,Shenzhenwasbarelymorethanasmalltown,surroundedbypaddyfieldsandwaterways.
TodayitisacitylargerthanLondon.Itmakesmostoftheworld’siPodsandoneintenofitsmobilephones.
Andthereareotherbenefitstoointackling(处理)theworld’smostintractable(棘手的)problems.
Iwelcomethefact,forexample,thatmorethan900ChinesedoctorsnowworkinAfricancountriesandthatinUgandaitisaChinesepharmaceutical(制药的)firmthatisintroducinganewanti-malarial(疟疾的)drug.
SoIwanttomakethepositivecasefortheworldtoseeChina’sriseasanopportunitynotathreat.
ButChinaneedstohelpustomakethatargumenttodemonstrate(展示)thatasyoureconomygrows,sodooursharedinterests,andoursharedresponsibilities.
WeshareaninterestinChina’sintegrationintotheworldeconomy,whichisessential(重要的)forChina’sdevelopment.
IfwearetomaintainEurope’sopennesstoChina,wemustbeabletoshowthatChinaisopentoEurope.
Soweshareaninterestinaninternationalsystemgovernedbyrulesandnorms.
Weshareaninterestineffective(高效的)cooperativegovernance,includingfortheworldeconomy.
Weshareaninterestinfightingprotectionismandinaco-ordinatedrebalancing(重新平衡)betweensurplus(剩余)anddeficit(不足,赤字)countries.
Theseinterests,thoseresponsibilitiesarebotheconomicandpolitical.

Theworldeconomyhasbeguntogrowagainafterthecrisis.
Butthatgrowthisveryuneven(不均衡).
LedbyChina,Asiaandotheremerging(新兴的)marketsaregrowingquickly.
Butinmuchoftheadvancedworldgrowthisslowandfragile(虚弱的)andunemploymentstubbornly(顽固地)high.
Weshouldnotbesurprisedatthis.
Thecrisishasdamagedmanyadvancedeconomiesandweakenedtheirfinancialsectors.
Theyfacemajorstructural(结构的)andfiscal(财政的)adjustmentstorebalancetheireconomies.
Thisistrueofmyowncountry.
Weknowwhatstepsweneedtotaketorestore(恢复)thepublicfinancesandrebalanceoureconomytowardsgreatersavingandinvestmentandgreaterexports.
Andwehavebeguntotakethem.
Butfortheworldeconomytobeabletogrowstronglyagain–andtogrowwithoutcreatingthedangerouseconomicandfinancialinstabilities(不稳定)thatledtothecrisis,weneedmorethanjustadjustmentintheadvancedworld.
Thetruthisthatsomecountrieswithcurrentaccountsurpluseshavebeensavingtoomuch…
…whileotherslikeminewithdeficitshavebeensavingtoolittle.
Andtheresulthasbeenadangeroustidalwaveofmoneygoingfromonesideoftheglobetotheother.
Weneedamorebalancedpatternofglobaldemandandsupply,amorebalancedpatternofglobalsavingandinvestment.
Nowsometimeswhenyouhearpeopletalkabouteconomicimbalances(不平衡),itcanseemasthoughcountriesthataresuccessfulatexportingarebeingblamedfortheirsuccess.
That’sabsolutelynotthecase.
Weallshareaninterestandaresponsibilitytoco-operatetosecurestrongandbalancedglobalgrowth.
