项目施工废弃物管理计划
1.管理目标（Managementgoal）：
本报告针对项目提供施工废弃物的减少，再利用及再循环等方面的信息。
制定的项目目标中包括：
尽可能减少施工地产生废弃物。
在施工过程中不可避免产生的废弃物应该通过本地和地区相关废弃物管理公司、组织和机构进行再利用、重选利用或回收利用。

Thegoalsinclude:
reducetheproductionofwasteasfaraspossible,theinevitableproductsinconstructionprocessshouldbereuse,re-electionandrecycledthroughthelocalandregionalcompanies,organizationsandinstitutionsthatrelatedwithmanagementofwaste.
分包商应该根据总包商提供的“废弃物管理计划”尽力减少施工现场产生的废弃物的量，并进行材料回收。
分包商应该根据现场产生的废弃物的类型采用指定的操作程序，并提供文件证明根据废弃物管理计划对材料进行再利用、回收利用和处置。
Thesubcontractorshouldtryourbesttoreducethewasteandrecyclematerialsontheconstructionsiteaccordingtothe"thewastemanagementplan"providedbycontractor.Thesubcontractorshouldusethespecifiedoperatingproceduresaccordingtothewastetype,andprovidedocumentarytoprovethatthematerialisreused,recycledandhandledaccordingtothewastemanagementplan.
1、使固体废弃物排放标准符合国家现行《中华人民共和国环境保护法》、《中华人民共和国固体废物污染环境防治法》及其他法律法规标准要求。

3、施工废弃物管理员——施工废弃管理员的职责是保证施工现场的清洁，管理施工废弃物产生量。
他负责安排施工废弃物管理协调员的工作，使得施工产生的废弃物被存放在正确的为止，并保持施工现场清洁卫生。
同时他还负责定期组织废弃物暂存点的清理，并制作过程管理报告。

4、施工废弃物协调员——施工废弃物协调员组织他的团队来管理其负责区域内的废弃物。
他负责其区域内的施工废弃物得到妥善的分类和存放在适宜的地点。
他还负责废弃物暂存点的定期外运。

5、施工废弃物管理专员——各团队施工废弃物管理负责人，根据施工废弃物管理员的要求管理各团队，各区域施工废弃物。
并做相应的记录

3.技术和要求Technologiesandrequirements
建筑废弃物主要是指旧建筑改造过程中拆除旧建筑和建筑物在施工过程中产生的废弃物。
可回收的建筑废弃物包括废钢筋、废铁丝、各种废钢配件、金属管线废料，废竹木、木屑、刨花、预埋件、普通砖、混凝土砌块、泡沫制品（保温材料）、玻璃制品、包装箱、包装袋、包装桶、罐等。
挖掘的土壤和地面清理物不计算在内。

回收废钢筋、废铁丝、废电线和各种废钢配件等金属，经过分拣、集中、重新回炉后，可以再加工制造成各种规格的钢材。
回收废竹木材可以用制造人造木材，减少天然森林砍伐。
砖、石、混凝土等废料经粉碎后可以代砂，用于土方填补、填方料、道路级配料、预拌混凝土原料、建筑基本原料（各种粒径之砂、石等）或制成各种再生混凝土制品如高压混凝土砖、消波块、人孔盖、水泥涵、砌筑砂浆、抹灰砂浆、打混凝土垫层等，还可以用于制造砌块、市政道路铺道砖、广场砖、花格砖等建材制品。
砖、瓦经清理可以重复使用，废砖、瓦、混凝土经破碎筛分分级、清洗后，可以作为再生骨料配制。
低标号再生骨料混凝土，用于地基加固、道路工程垫层、室内地坪及地坪垫层、非承重混凝土空心砌块、混凝土空心隔墙板或蒸压粉煤灰砖等。
Themetalssuchaswastesteel,scrapironwire,scrapwireandallkindsofscrapmetalaccessories,canagainprocessintovariousspecificationssteelafterbeingsorting,concentratingandmeltingdown.
Therecyclingwastebamboowoodcanbeusedinthemanufactureofartificialwood.Thebrick,stone,andconcretewastecanreplacesandaftersmashing,whichcanbeusedforearthfill,fillmaterial,roadgradeingredients,readymixedconcreterawmaterials,constructionbasicrawmaterials（allkindsofparticlesizesand,stone,etc.）ormadeintoallkindsofrecycledconcreteproductssuchashighpressureconcretebrick,waveblock,manholecovers,cementculvert,masonrymortar,plastermortar,playconcretecushionlayer...,alsocanbeusedinthemanufactureofblock,municipalroadcausewaybrick,squarebrick,latticebrickbuildingmaterialsproducts.Brickandtilecanbereusedaftercleaning,thewastebrick,tile,concreteafterthebrokenscreenclassificationandcleaningcanbeusedasregenerationaggregatepreparation.Lowgraderegenerationaggregateconcretecanbeusedinfoundationreinforcement,roadengineeringcushion,indoorfloor,floormatlayer,thebearingconcretehollowblock,concretehollowpartitionboardorautoclavedflyashbrick,etc.
本项目施工废弃物管理员须制定施工场地废弃物管理计划，对现场堆料场进行统一规划。
对不同的进场材料及废弃物进行分类，合理堆放和储存，并挂牌标明标识。
重要设备材料利用专门的围栏和库房储存，并设专人管理。
施工过程中，严格按照材料管理办法进行限额领料。

对施工废弃物做到每日清理回收，将其分类堆放于指定地点，并指定专人负责废弃物的管理。
Dailycleaningtherecyclingconstructionwaste,pileupclassificationwasteinthedesignatedlocation,anddesignatespecialpersonstotakechargeofthewaste.
对金属、塑料、玻璃等易于回收再利用的材料，可指定废品收购站进行回收再利用，对现场可再利用的施工废弃物，可直接再应用于施工过程中。
Forthematerialsthatareeasytorecycle,suchasmetals,plastics,glass,designatethewastepurchasingstationtorecycle,andtheconstructionwastethatcanbeusedonsitecanbedirectlyusedinconstructionprocessagain.
对于现场不易处理的，但可回收再利用的施工废弃物，可运往专门的废弃物处理厂进行加工处理再利用，或赠于对施工废弃物有需要的公共慈善机构。

对于不易回收再利用的施工废弃物，运往指定地点填埋或焚烧。

指定专人以表格的形式记录施工废弃物的处理量，并定期拍摄照片以反映施工废弃物管理及回收利用情况。
对施工废弃物处理情况进行统计。

对于本项目而言可回收再利用的施工废弃物如下：

1、收集的种类有木板、沥青、金属材料、碎砖瓦、混凝土、加气混凝土砌块、塑料制品、泡沫制品、玻璃制品、包装箱、包装袋、包装桶、罐等固体废弃物。

2、混凝土基础阶段，收集散落在地上，支架上的混凝土碎渣。
铺设施工道路两旁，充实道路。
Intheconcretefoundationstage,collectconcretecrumbsthatfallonthegroundandsupporttolayroadconstructionandenrichtheroad.
以上所述仅为举例说明，根据经验，实际上除地面清理物及土壤外，其它施工废弃物95%都可以回收再利用。
因此本项目目标是施工废弃物回收再利用率需达到95%以上。

4.施工废弃物管理措施Themanagementmeasuresofconstructionwaste

总包指定施工废弃物管理员负责整个施工废弃物的回收利用工作，保证施工废弃物回收利用量满足业主及LEED认证的要求（要求回收利用95%的现场施工废弃物），施工废弃物管理员负责施工废弃物管理办法的制定与施工废弃物数据资料的整理并保证施工现场的清洁，管理施工废弃物产生量。

分包商Subcontractor
为了使分包商参于到施工废弃物管理及回用计划中，我们采取了以下措施：
要求分包商用在施工现场使用施工废弃物回收桶，为此我们须准备各种不同的垃圾回收容器，便于施工废弃物的分类收集，其次要求分包商进尽采用预制产品，精细化管理，避免施工期间的材料浪费，并产生大量的建筑废弃物。
