OnbehalfoftheStateCouncil,Inowpresenttoyoumyreportontheworkofthegovernmentforyourdeliberationandapproval.IalsosolicitcommentsandsuggestionsonthereportfromthemembersoftheNationalCommitteeoftheChinesePeople’sPoliticalConsultativeConference（CPPCC）.

I.ReviewoftheWorkin2008

Theyear2008wastrulyeventful.Ourcountry’seconomicandsocialdevelopmentwithstoodseverechallengesandteststhatwererarelyseenbefore.UndertheleadershipoftheCommunistPartyofChina（CPC）,thepeopleofallourethnicgroupsfaceddifficultiessquarely,workedwithcourageanddetermination,surmountedalldifficultiesandobstacles,andmadenewachievementsinreform,openingupandsocialistmodernization.

–Thenationaleconomycontinuedtomaintainsteadyandrapidgrowth.GDPtopped30trillionyuan,anincreaseof9%overthepreviousyear.Overallpriceriseswereheldincheck.Governmentrevenuewas6.13trillionyuan,anincreaseof19.5%.Grainoutputroseforthefifthconsecutiveyearandtotaled528.5milliontons,arecordhigh.

–Reformandopeningupwerefurtherdeepened.Newbreakthroughsweremadeinreformsinkeyareasandcruciallinks,suchasthefiscal,taxation,financialandpricingsystemsandadministration.ImportsandexportstotaledUS$2.56trillion,anincreaseof17.8%.Paid-inforeigndirectinvestmentreached$92.4billion.

–Developmentofsocialprogramswasaccelerated,andthelivingstandardsofthepeoplecontinuedtorise.Atotalof11.13millionmoreurbanresidentsenteredtheworkforce.Urbanpercapitaannualdisposableincomereached15,781yuan,anincreaseof8.4%inrealterms,andruralpercapitanetincomereached4,761yuan,upby8%inrealterms.

–Greatvictorieswerewoninthefightagainstmassivenaturaldisasters.TheBeijingOlympicsandParalympicswereheldsuccessfully,andtheShenzhouVIImannedspacemissionwasacompletesuccess.

TheseachievementssignifythatwehavetakennewandsolidstepsalongthepathofsocialismwithChinesecharacteristics.Theyhavegreatlyfortifiedthecourageandstrengthofthepeopleofallourethnicgroupstosurmountdifficultiesandwilldefinitelyencourageustobravelyforgeaheadonthenewhistoricalcourse.

Lastyear,weaccomplishedthefollowingimportantwork:

1.Makingtimelyandresoluteadjustmentstomacroeconomicpoliciesanddoingeverythingpossibletomaintainsteadyandrapideconomicdevelopment

Wemaintainedtherightdirection,focus,intensityandpaceofmacrocontrol,andadoptedaseriesofpoliciesandmeasurestopromotesteadyandrapideconomicdevelopment.Inacomplexandvolatilesituation,weactivelyrespondedtothesevereimpactoftheglobalfinancialcrisisandworkedhardtomakeourmacrocontrolmoreproactive,targetedandeffective.Inthemiddleoftheyear,whenenergyandgrainpricesontheinternationalmarketwerehigh,worldeconomicgrowthslowed,andexportsfromandeconomicgrowthinChina’scoastalregionsbegantodecline,wepromptlyshiftedthepriorityofmacrocontroltomaintainingsteadyandrapideconomicdevelopmentandcontrollingpricehikes,andadoptedrelevantfiscal,taxationandfinancialmeasures.InSeptember,theinternationaleconomicsituationstartedtodeterioratesharplyanditsnegativeimpactbecameincreasinglyfeltinChina.Weagainresolutelyshiftedthefocusofmacrocontroltopreventingeconomicgrowthfromslowingdowntooquickly.Weimplementedaproactivefiscalpolicyandamoderatelyeasymonetarypolicy.Weraisedexportrebateratesthreetimes,loweredthebenchmarkinterestratesonsavingsandloansforfinancialinstitutionsonfiveoccasions,reducedrequiredreserveratiosfourtimes,suspendedtheindividualincometaxoninterestearningsfromsavings,reducedsecuritiestransactionstamptaxrates,cuttaxesandfeesonhousingtransactions,andincreasedcreditsupporttosmallandmedium-sizedenterprises.Inaccordancewiththerequirementthatweactfast,beforceful,taketargetedmeasuresandstressimplementation,wepromptlyintroducedtenmeasurestofurtherboostdomesticdemandandpromoteeconomicgrowth,andimplementedthemwithoutdelay.Weadoptedasuccessionofpoliciesandmeasurestoencouragefinancialinstitutionstosupporteconomicdevelopment,promotesounddevelopmentofthetextileandotherlightindustriesandtherealestatemarket,expandconsumptionbyimprovingdistribution,maintainsteadygrowthinforeigntrade,andkeeptheemploymentsituationstable.Atthesametime,westeppedupeffortstoformulateplansforrestructuringandrevitalizingkeyindustries.Together,thesemeasureshaveplayedacrucialroleinalleviatingseriousproblemsaffectingeconomicperformance,enhancingconfidence,stabilizingexpectationsandmaintainingsteadyandrapideconomicdevelopment.

Wecontinuedtostrengthenourworkrelatedtoagriculture,ruralareasandfarmerswithoutanyletup.Centralgovernmentbudgetaryspendingonagriculture,ruralareasandfarmerswas595.5billionyuanforthewholeyear,ayear-on-yearincreaseof163.7billionyuanor37.9%.Thisincluded103billionyuan,twicethefigureforthepreviousyear,indirectsubsidiestograinproducers,generalsubsidiesforagriculturalproductionsupplies,andsubsidiesforsuperiorcropvarietiesandthepurchaseofagriculturalmachineryandtools.Wesignificantlyraisedminimumgrainpurchasepricesthreetimes,withthetotalincreaseexceeding20%.Weimplementedatemporarypolicyforpurchasingandstockpilingmajoragriculturalproducts.Weintensifiedtheprotectionofarablelandandtheconstructionofagriculturalwaterconservancyprojects,andincreasedoverallagriculturalproductioncapacity.Wesupportedtheproductionofhogs,oilseedsanddairyproducts.Thesepoliciesandmeasuresplayedanimportantroleinmaintainingandstimulatingtheenthusiasmoffarmers,ensuringthesupplyofmajorfarmproductsandincreasingruralincomes,andprovidedstrongsupportformaintainingoverallstabilityineconomicandsocialdevelopment.

Weunswervinglypromotedindependentinnovationandeconomicrestructuring.Welaunched16majornationalscienceandtechnologyprojects,andestablishedanumberofnewnationalengineeringcenters,keylaboratoriesandenterprisetechnologycentersinsuchfieldsasinformationtechnology,biotechnologyandenvironmentalprotection.Wesuccessfullydevelopedanumberofkeytechnologiesandmajorequipmentintheareasofregionalaircraft,automobilespoweredbynewenergysourcesandhigh-speedrailways.Thecentralgovernmentinvested116.3billionyuaninscienceandtechnology,anincreaseof16.4%.Significantstepsweretakeninreorganizationofthetelecommunicationsandcivilaviationindustries.Wecontinuedtoeliminatebackwardproductionfacilities.Lastyear,weshutdownsmallthermalpowerplantswithatotalcapacityof16.69millionkilowattsandclosed1,054smallcoalmines.Investmentininfrastructureandbasicindustrieswasincreased,andanumberofmajorprojectsinenergy,transportationandwaterconservancywerecompletedorlaunched.Steadyprogresswasmadeinimplementingthemasterstrategyforregionaldevelopment,andeconomicdevelopmentindifferentregionsbecamebettercoordinated.

Westeadfastlypromotedenergyconservation,emissionsreductionandecologicalandenvironmentalprotection.Thecentralgovernmentallocated42.3billionyuantosupportdevelopmentoftenkeyenergyconservationprojectsandenvironmentalprotectionfacilities.Thedailysewagetreatmentcapacityrosebyanadditional11.49milliontonsinurbanareas,anddesulfurizationequipmentwasinstalledincoal-firedpowerplantswithatotalcapacityof97.12millionkilowatts.EnergyconsumptionperunitofGDPfellby4.59%fromthepreviousyear;chemicaloxygendemandfellby4.42%;andsulfurdioxideemissionsfellby5.95%.Forthepastthreeyearscombined,totalenergyconsumptionperunitofGDPdroppedby10.08%;chemicaloxygendemanddroppedby6.61%;andsulfurdioxideemissionsdroppedby8.95%.Webuiltontheachievementsinreturningfarmlandtoforestsandrestoringlivestockpasturestograsslands,andcarriedoutecologicalconservationprojectssuchasprotectingvirginforestsanddevelopingtheSanjiangyuanNatureReserveinQinghaiProvince.WeimplementedtheplantopreventandcontrolwaterpollutioninmajorrivervalleysandregionsandissuedthewhitepaperChina’sPoliciesandActionsforAddressingClimateChange.

2.Balancingeconomicandsocialdevelopmentandstrengtheningallaspectsofsocialdevelopmentwiththefocusonimprovingpeople’slives

Effortswereintensifiedtoincreaseemploymentandimprovethesocialsafetynet.Weimprovedourpolicytostimulateandexpandemploymentbyencouragingbusinessstartups,andenforcedtheminimumwagesystem.Thecoverageofallsocialsecurityschemescontinuedtoexpand,with17.53millionmoreurbanworkerssubscribingtobasicold-ageinsurance,20.28millionmoresubscribingtobasicmedicalinsurance,andtheunemployment,workers’compensationandmaternityinsurancesteadilyexpandingtocovermoreworkers.Pensionsofenterpriseretireesroseby110yuanpermonthperperson.Welaunchedtrialstoreformthebasicold-ageinsurancesystemforemployeesofgovernment-affiliatedinstitutions.Weactivelyexploredwaystoestablishanewsystemofold-ageinsuranceforruralresidentsandmadesteadyprog
