1.总则（zǒngzé）

GeneralRules

1.1.为了保护水域环境，防止船舶（chuánbó）对水域及港口环境的污染，保障人体健康，减少经济损失，根据《MARPOL73/78防污公约（gōngyuē）》和《中华人民共和国海洋环境保护法》以及《中华人民共和国防止船舶污染海域管理条例》等法规，特制定本管理规则。

1.2.公司机务部负责船舶防污设备的备件供应、产品更新；监督指导协助船舶维修检查防污设备；负责船舶排污的监督和污染事故的调查处理。

2.船舶防污染的组织与职责

2.1.2.管理小组职责

船舶防污染工作由船长总负责。

船长应经常组织全体船员认真学习、贯彻国内防污法规及上级有关防污染文件,严格执行港口防污规章，具体布置、监督船舶各部门做好防污染工作。

当发生污染事故时,组织全体人员全力以赴控制和清除污染，减少经济损失，并及时向公司报告。

调查了解污染事故的现场和事故经过、原因及污染程度。

审查污染事故报告，如实地向公司机务部报告事故情况。

-Investigatescene,step,cause,degreeofpollutionaccident

-Investigatepollutionaccidentreport.Reportfaithfullytheaccidenttotechnicaldepartment.

3.船舶（chuánbó）防污染文书管理

《油类记录簿》

《垃圾（lājī）记录簿》

《船上油污应急（yìngjí）计划》

“未经处理（chǔlǐ）的生活污水排放率”由船旗国主管机关或其认可的机构批准

3.1.关于《油类记录簿》的管理

ManagementforOilRecordBook

3.1.1.船用《油类记录簿》适用船舶所有机器处所的作业记录。

3.1.2.所有船舶机器处所作业记录的《油类记录簿》由轮机长负责保管，严格按油类记录所填写的要求，由值班轮机员将每项作业如实详细地填入《油类记录簿》中要注意记载程序。

3.1.3.每记录完一页，由船长审核签字。

3.1.4.填写《油类记录簿》时，应将日期、作业代号和细目的数码记入相应的表格内，所要求的细节，应按年月日顺序记入空栏。

3.1.5.《油类记录簿》每记完一本，应在船保留三年，在三年后上缴公司机务部。

3.1.6.如需换新的《油类记录簿》时，应通过船籍港的主管机关认购（须加盖核发机关的印章），或向公司机务部申领。

3.2.关于《垃圾记录簿》的管理

3.2.1.适用于所有垃圾处理作业记录。

3.2.2.由大副负责记录和保管。

3.2.3.每记录完一页由船长审核签字。

3.3.关于（guānyú）《船上油污应急计划》的管理

3.3.1.《船上油污（yóuwū）应急计划》是所有船舶必须配备的重要文件，是《防止油污证书》法定检验的内容之一。

ShipboardOilPollutionEmergencyPlanisnecessarydocumentonboard.ItisoneofstatutoryinspectionasInternationalOilPollutionPreventionCertificates.

3.3.2.船长应按照船舶证书的管理规定，妥善保管《船上油污应急计划》。

CaptainshouldkeepShipboardOilPollutionEmergencyPlanasship’scertificatemanagementregulations.

3.3.3.船长应按照《船上油污应急计划》附录中的有关要求，各项必须填写的记录内容要认真及时填写，不得遗漏。

3.4.关于“未经处理的生活污水排放率”的管理，应遵守船旗国主管机关的规定。

4.防污染管理

4.1.甲板日常防污染管理

4.1.1.保持甲板清洁，无垃圾、油迹。

Keepdeckclean,nogarbageandoilstains.

4.1.2.检查并保持甲板动力液压管系及设备无泄漏、积油。

发现液压管系及设备泄漏时应及时处理并通知轮机部修理。

Checkdeckpowerhydraulicpressurepipesystemandequipmentforleakageandoildeposition.Ifany,shouldinformenginedepartmentforrepair.

4.1.3.加强涉及油污作业的管理。

港内需对船壳进行油漆作业时，应事先向港口主管机关申报，待批准后方可施工，同时作业中应避免油漆污染港口水域。

4.1.4.任何人员均不得将船上弃置物和垃圾随意投入港口水域。

4.1.5.港内不准随意使用消油剂，如需使用，应事先取得港口主管机关的同意。

4.1.6.压载水的排放，按有关规定（guīdìng）执行。

Ballastwateroperationshouldcomplyinaccordancewiththerelevantregulationsoftheconvention.

4.2.机舱（jīcāng）污水排放

4.2.1.停泊（tíngbó）在锚地、港池内的船舶，禁止向舷外排放污水。

航行在特殊区域以外的船舶排放污水（wūshuǐ）应遵照73/78MARPOL公约和《中华人民共和国防止船舶污染海域条例》的有关规定进行排放。

4.2.2.船舶不在特殊区域内；

4.2.2.1.船舶距最近陆地五十海里以上；

4.2.2.2.船舶正在途中航行,航速不小于7节；

4.2.2.3.排出物的含油量小于15PPM；

4.2.2.4.船上所设油水分离设备或过滤设备正在运转。

4.2.3.航行在特殊区域以内的船舶不准排放污水。

4.2.4.船舶航行排放机舱污水，应加强与驾驶台的联系，做好《油类记录簿》的记录，注意排放时间和排量的填写。

4.3.防污设备管理

4.3.1.加强船舶油水分离器、生活污水处理装置等防污设备的运行管理，做好维护、保养，确保设备处于良好使用状态。

Strengthenrunningmanagementforoilywaterseparator,sewagetreatmentequipmentandotherpollutionpreventionequipment.Dowellmaintenanceandensureequipmentingoodorder.

4.3.2.船舶防污设备有故障影响正常排放，船上又无能力排除故障时，应尽快报公司主管部门联系修理。

Failureofpollutionpreventionequipmentinfluencesnormaldischarge,meantimecrewcannotsolveproblembythemselves,shouldreporttocompanydepartmentinchargeforrepair.

4.3.3.油水分离器处在正常状态时，禁止乱设接头或软管，绕开油水分离器强行排放。

OWS（oilywaterseparator）unauthorizedconnectionorhoseforbypassdischargeisprohibited.

4.3.4.除在非常情况下，禁止（jìnzhǐ）使用通用泵及消防泵排放机舱污水。

4.3.5.确认使用（shǐyòng）专用泵浦排放压载水和供消防水，并保证所使用的管系清洁无油污。

通至压载舱的总阀用后应及时关闭。

4.4.防止（fángzhǐ）污油、污水漏入舱底。

Preventdirtyoil,bilgewaterfromleakingtothebottom.

4.4.1.燃油、滑油转驳舱（柜）时应慎重操作（cāozuò），杜绝驳运时漏入舱底。

Transferfueloilandlubeoilprudentlyagainstleakagetobottom.

4.4.2.曲轴箱、齿轮箱、油底壳等更换下来的废油，应收集入污油舱柜，不得放置舱底。

Wasteoilchangedfromcrankcase,gearbox,oilsumpshouldbecollectedtodirtyoiltank,noplacingonbilge.

4.4.3.保持机械设备的油管、阀门、道门等不滴漏油。

4.4.4.燃油、滑油分油机排渣柜中的油渣，应及时排入污油舱（柜），不得到入舱底。

4.4.5.清洗零部件使用过的污油，应集中到入污油舱（柜），不得到入舱底。

4.4.6.燃油、润滑油等集油柜出现高液位时，应及时驳空，以防溢入舱底。

4.4.7.油柜及其它设备的集油盘（槽）通至各集油柜的管路要保持畅通，有缺损部位要及时修复。

4.4.8.值班人员应经常检查各海、淡水泵的填料盘根及管系有无漏泄现象，采取相应措施，以减少舱底水量。

4.4.9.严禁将洗涤剂倒入舱底，以免造成油水分离器监控装置失灵。
