1、船舶防污染管理须知共17页船舶防污染管理(gunl)须知Instruction for ship preventing pollution1.总则(zngz) General Rules1.1.为了保护水域环境,防止船舶(chunb)对水域及港口环境的污染,保障人体健康,减少经济损失,根据MARPOL 73/78防污公约(gngyu)和中华人民共和国海洋环境保护法以及中华人民共和国防止船舶污染海域管理条例等法规,特制定本管理规则。 To protect water environment, prevent water and port environment from polluting of

2、 vessel, safeguard health, reduce economic loss, draw up this management regulation based on MARPOL 73/78 & Marine Environment Protection Law of the Peoples Republic of China and Preventing sea area from ship pollution control regulation of Peoples Republic of China1.2.公司机务部负责船舶防污设备的备件供应、产品更新;监督指导协助

3、船舶维修检查防污设备;负责船舶排污的监督和污染事故的调查处理。 Technical department takes charge of the supply and model change of preventing pollution equipment and spare parts. Supervise, direct, assist ship maintain and checking preventing pollution equipment. Be in charge of monitoring ship pollution discharge and pollution a

4、ccident investigation and disposal.2.船舶防污染的组织与职责 Organization and responsibility of vessel preventing pollution2.1.船舶防污染管理小组 Vessel preventing pollution management group2.1.1.管理小组成员:组 长:船长 副组长:轮机长 、大副 组 员:其它技术船员Member:Headman: Captain Vice-headman: chief engineer, chief officer Member: other technol

5、ogy crew2.1.2.管理小组职责船舶防污染工作由船长总负责。船长应经常组织全体船员认真学习、贯彻国内防污法规及上级有关防污染文件,严格执行港口防污规章,具体布置、监督船舶各部门做好防污染工作。当发生污染事故时,组织全体人员全力以赴控制和清除污染,减少经济损失,并及时向公司报告。调查了解污染事故的现场和事故经过、原因及污染程度。审查污染事故报告,如实地向公司机务部报告事故情况。Responsibility -Captain is in charge of vessel preventing pollution -Captain should often organize all crew

6、 to study and implement domestic preventing pollution laws and regulations, related document from higher authorities. Strictly comply with port preventing pollution regulations. Assign and monitor all departments to do well preventing pollution. -When pollution accident happens, organize all crew to

7、 control and eliminate pollution, reduce economic loss, report to company immediately. -Investigate scene, step, cause, degree of pollution accident -Investigate pollution accident report. Report faithfully the accident to technical department.3.船舶(chunb)防污染文书管理油类记录簿垃圾(l j)记录簿船上油污应急(yng j)计划“未经处理(ch

8、l)的生活污水排放率”由船旗国主管机关或其认可的机构批准Document management of vessel preventing pollution- Oil Record Book- Garbage Record Book- Shipboard Oil Pollution Emergency Plan-Untreated sewage release rate approved by flag state authorities or organization accepted by it.3.1.关于油类记录簿的管理 Management for Oil Record Book3.

9、1.1.船用油类记录簿适用船舶所有机器处所的作业记录。 Oil record book on board applies for work record for all machinery space on board.3.1.2.所有船舶机器处所作业记录的油类记录簿由轮机长负责保管,严格按油类记录所填写的要求,由值班轮机员将每项作业如实详细地填入油类记录簿中要注意记载程序。 Oil record book is kept by chief engineer. As demand, duty engineer fill in oil record book faithfully and det

10、ailed, heed the procedure.3.1.3.每记录完一页,由船长审核签字。 Captain signatures are required for each page.3.1.4.填写油类记录簿时,应将日期、作业代号和细目的数码记入相应的表格内,所要求的细节,应按年月日顺序记入空栏。 Fill date, work number, number of detailed catalogue into corresponding column. Details fill in blank column as time sequence.3.1.5.油类记录簿每记完一本,应在船保

11、留三年,在三年后上缴公司机务部。 After Oil Record Book being finished, should be kept on board for three years and then submitted to the company technical department3.1.6.如需换新的油类记录簿时,应通过船籍港的主管机关认购(须加盖核发机关的印章),或向公司机务部申领。 If need to change new Oil Record Book, should buy from flag state authorities (stamped by author

12、ities) or apply to company technical department.3.2.关于垃圾记录簿的管理 Management for Garbage Record Book3.2.1.适用于所有垃圾处理作业记录。 Apply for work record for garbage3.2.2.由大副负责记录和保管。 Chief officer is in charge of recording and keep it.3.2.3.每记录完一页由船长审核签字。 Captain signatures are required for each page.3.2.4.填写垃圾记录

13、簿时,应将日期,作业代号和细目的数码记入相应的表格内,所要求的细节应按年月日顺序记入空栏。 Fill date, work number, number of detailed catalogue into corresponding table. Details fill in blank column as time sequence.3.2.5.垃圾记录簿每记录完一本,应在船保留在三年,三年后上缴(shngjio)公司机务部。 After Garbage Record Book being finished, should be kept on board for three years

14、 and then submitted to the company technical department3.2.6.如须换新的垃圾记录簿时,应通过船籍港的主管机关认购(须加盖核发机关的印章)或向公司机务(j w)部申领。 If need to change new Garbage Record Book, should buy from flag state authorities (stamped by authorities) or apply to company technical department.3.3.关于(guny)船上油污应急计划的管理 Management for

15、 Shipboard Oil Pollution Emergency Plan3.3.1.船上油污(yu w)应急计划是所有船舶必须配备的重要文件,是防止油污证书法定检验的内容之一。 Shipboard Oil Pollution Emergency Plan is necessary document on board. It is one of statutory inspection as International Oil Pollution Prevention Certificates.3.3.2.船长应按照船舶证书的管理规定,妥善保管船上油污应急计划。 Captain shoul

16、d keep Shipboard Oil Pollution Emergency Plan as ships certificate management regulations.3.3.3.船长应按照船上油污应急计划附录中的有关要求,各项必须填写的记录内容要认真及时填写,不得遗漏。 Captain should fill in earnestly and in timely without omission as the demand of appendix of Shipboard Oil Pollution Emergency Plan.3.4.关于“未经处理的生活污水排放率”的管理,应

17、遵守船旗国主管机关的规定。 Management for Untreated sewage release rate should comply with the regulation of flag state authorities.4.防污染管理 Pollution prevention management4.1.甲板日常防污染管理 Daily pollution prevention management on deck4.1.1.保持甲板清洁,无垃圾、油迹。 Keep deck clean, no garbage and oil stains.4.1.2.检查并保持甲板动力液压管系

18、及设备无泄漏、积油。发现液压管系及设备泄漏时应及时处理并通知轮机部修理。 Check deck power hydraulic pressure pipe system and equipment for leakage and oil deposition. If any, should inform engine department for repair.4.1.3.加强涉及油污作业的管理。港内需对船壳进行油漆作业时,应事先向港口主管机关申报,待批准后方可施工,同时作业中应避免油漆污染港口水域。 Strengthen management related to oil pollution

If need to paint hull in port, should apply to port authorities in advance, work after getting approval, meantime avoid polluting port water when work.4.1.4.任何人员均不得将船上弃置物和垃圾随意投入港口水域。 Discard and garbage on board can not be at will threw into port water.4.1.5.港内不准随意使用消油剂,如需使用,应事先取得港口主管机关的同意。 In por

20、t oil remover can not be at will used. If use, should get the approval of port authorities in advance.4.1.6.压载水的排放,按有关规定(gudng)执行。 Ballast water operation should comply in accordance with the relevant regulations of the convention.4.2.机舱(jcng)污水排放 Bilge water discharge in engine room4.2.1.停泊(tngb)在锚

21、地、港池内的船舶,禁止向舷外排放污水。 Bilge water discharge forbidden when mooring at anchorage or in harbour basin.航行在特殊区域以外的船舶排放污水(w shu)应遵照73/78MARPOL公约和中华人民共和国防止船舶污染海域条例的有关规定进行排放。 According to 73/78 MARPOL international convention and Preventing sea area from ship pollution control regulation of Peoples Republic

22、of China, ship in navigation should discharge bilge water out of special area.4.2.2.船舶不在特殊区域内; Vessel is not in special areas4.2.2.1.船舶距最近陆地五十海里以上; More than 50 nautical miles from nearest lands4.2.2.2.船舶正在途中航行,航速不小于7节;Speed not less than 7 knots in navigation.4.2.2.3.排出物的含油量小于15PPM; Oil content in

23、discharge water should be no more than 15ppm in navigation4.2.2.4.船上所设油水分离设备或过滤设备正在运转。 In the operation of oily water separation equipment, filter equipment on board4.2.3.航行在特殊区域以内的船舶不准排放污水。 No discharge in special area 4.2.4.船舶航行排放机舱污水,应加强与驾驶台的联系,做好油类记录簿的记录,注意排放时间和排量的填写。 Ship in navigation discharg

24、ing bilge water in machinery space should contact with bridge and fill in oil record book paying attention to discharge time and quantity.4.3.防污设备管理 Management of pollution prevention equipment4.3.1.加强船舶油水分离器、生活污水处理装置等防污设备的运行管理,做好维护、保养,确保设备处于良好使用状态。 Strengthen running management for oily water separ

25、ator, sewage treatment equipment and other pollution prevention equipment. Do well maintenance and ensure equipment in good order.4.3.2.船舶防污设备有故障影响正常排放,船上又无能力排除故障时,应尽快报公司主管部门联系修理。 Failure of pollution prevention equipment influences normal discharge, meantime crew can not solve problem by themselves

26、, should report to company department in charge for repair.4.3.3.油水分离器处在正常状态时,禁止乱设接头或软管,绕开油水分离器强行排放。 OWS (oily water separator) unauthorized connection or hose for bypass discharge is prohibited.4.3.4.除在非常情况下,禁止(jnzh)使用通用泵及消防泵排放机舱污水。 Except in emergency, use of the general pump or fire fighting pump

27、 to discharge bilge water in engine room over board is prohibited.4.3.5.确认使用(shyng)专用泵浦排放压载水和供消防水,并保证所使用的管系清洁无油污。通至压载舱的总阀用后应及时关闭。 Ensure use specific pump to discharge ballast and supply firefighting water and ensure no oil stains in using pipe system. Close the ballast main valve to ballast tanks a

28、fter use.4.4.防止(fngzh)污油、污水漏入舱底。 Prevent dirty oil, bilge water from leaking to the bottom.4.4.1.燃油、滑油转驳舱(柜)时应慎重操作(cozu),杜绝驳运时漏入舱底。 Transfer fuel oil and lube oil prudently against leakage to bottom.4.4.2.曲轴箱、齿轮箱、油底壳等更换下来的废油,应收集入污油舱柜,不得放置舱底。 Waste oil changed from crankcase, gear box, oil sump shoul

29、d be collected to dirty oil tank, no placing on bilge.4.4.3.保持机械设备的油管、阀门、道门等不滴漏油。 Keep oil pipe, valve, door of machinery no spillage and leakage of oil4.4.4.燃油、滑油分油机排渣柜中的油渣,应及时排入污油舱(柜),不得到入舱底。 Oil sludge in FO & LO sludge tanks should be transferred to dirty oil tank in time. No draining to bottom.

30、4.4.5.清洗零部件使用过的污油,应集中到入污油舱(柜),不得到入舱底。 Dirty oil used for cleaning parts should be collected into dirty oil tank. No discharging to bilge.4.4.6.燃油、润滑油等集油柜出现高液位时,应及时驳空,以防溢入舱底。 When being high level in collecting tanks, should transfer empty of the collecting tank to avoid spilling oil to bilge.4.4.7.油

31、柜及其它设备的集油盘(槽)通至各集油柜的管路要保持畅通,有缺损部位要及时修复。 Keep the pipes to the accumulator trays of tanks and other equipment unlocked. Damaged parts should be repaired in time.4.4.8.值班人员应经常检查各海、淡水泵的填料盘根及管系有无漏泄现象,采取相应措施,以减少舱底水量。 Duty crew should often check if stuffing tray and pipe system of sea/fresh water pump for leakage. Take appropriate measure to reduce water quantity in bilge.4.4.9.严禁将洗涤剂倒入舱底,以免造成油水分离器监控装置失灵。 Detergent is prohibited to pour into bilge. It can avoid monitor device of oily separator malfunction.4.5.污油、污水舱(柜)管理 Dirty oil, bilge water tank management4.5.1.机舱人员应详细了解污油舱(柜)、污水舱(柜)的容量及测量孔、透气
