1.1PROJECTMANAGEMENT

1.1.1.GENERAL

Theprojectmanagementofanypowerplantprojectmustworkinclosecooperationwiththecustomerandawiderangeofcontractorsifthenecessarytechnologies,skillsandexpertisearetobebroughttogetherinamulti-disciplinaryenvironmenttoengineerafunctional,reliable,efficientandeconomicplant.

Onlyeffectiveandefficientprojectmanagementwithrelevantexperiencecanguaranteethataprojectwillbesuccessfullyexecuted,andprovidethenecessaryco-ordinationandmanagementtoreachthefollowinggoals:

-timelyexecution,

-qualitywork,

-customersatisfaction,

-environmentalcompliance.

Inordertomeettheaboveobjectives,theprojectmanagementteamwillbefullyresponsiblefortheproject,andempoweredtoactonallprojectrelatedmattersonbehalfofthecompany.Theprojectmanagementteamwillactasthefocusfortheproject,andallexternaldiscussionsrelatingtotheprojectwillbeconductedwiththeknowledgeandtheconsentofthecompany.Thisprovidesthecustomerwithasinglepointofcommunicationandallsub-contractorswithacentralpointfortheexchangeofinformationandcontrol.

1.1.2.PROJECTEXECUTION

Theprojectteamfollowsthein-houseprojectmanagementproceduresinexecutingtheprojectfromcontractsignaturetohandingovertothecustomer.Theprocedureoutlinesthedetailrequirementsfromplanning,design,procurement,assembly,testing,transport,supervisionoferectionandcommissioningtohandover.

Theprojectexecutionbeginswiththedefinitionoftheworkasfollows:

-definitionofscopeofsupplyandservicesforeachpackage,

-projectguidelinesdefiningtheoverallparametersfortheproject,

-technicalconceptsdefiningthemaintechnicaldataandrequirements.

Theworkisallocatedtoindividualswithinthecompanyandtosubcontractstakingintotheconsiderationof:

-theprojectspecificrequirementsand

-expertiseoftheindividualorcompany.

Planningandschedulingisoneofthemostimportantelementintheprojectmanagementtoensuretimelycompletionoftheproject.Withthecomputerbasedprojectschedulingprogram,theextendofthedetailintimeschedulereportcanbevariedaccordingtotheneedofeachindividual.

Theoveralltimescheduleistosummarisethemainactivitiesandmilestonesforthewholeproject.Thislevelisusedformanagementreportingonamonthlybasisandtoprovideanoverallviewandunderstandingoftheprogress.

Themastertimescheduleisadetailscheduleforalltheactivitiesofentireproject.Thereportprovidesthescheduleofeachsub-packageorsystemandit’slinktootheractivities.Thislevelcoversallprojectphases,fromcontractawardthroughtothecommissioningandhandover.Thisallowsafulltimeanalysistobemadeacrosstheentireprojecttoidentifythecriticalandnoncriticalpaths.

Progressreviewandevaluationismadeforentireprojectandforeachsystemorpackageinregularbasis.Theprojectreviewandevaluationiscarriedoutbothinhouseandinconjunctionwiththecustomer’srepresentativeandsub-contractorstoensureallareasoftheprojectareprogressingaccordingtotheprojectdefinedrequirementsandintimelymanner.Thisprocessreviewensuresthatanyconstrainttotheachievementoftheprogram,andanydeviationfromtheprojectintent,areidentifiedandhighlightedforactionatanearlystage.

Amonthlyprogressandstatusreportoftheentireprojectiscompiledforreview.Formalreportsshowingtheprojectstatus,andhighlightingboththeachievementforthemonthandanyproblemsthatrequireresolutionareissuedtothecustomer.

Contractadministrationispartoftheprojectmanagementfunction.Projectmanagementdesignatespecificpersonnelswhoaregiventhenecessaryauthoritytosupervisetheperformanceofeachsubcontractorengagedontheproject.

1.1.3.PROJECTTEAM

Theprojectteamisassembledaccordingtotheprojectspecificrequirementandtheworkscope.Theinhouseengineeringcapabilitycoverswideareaofexpertise.Variousdepartmentswithinthecompanyprovidessupporttotheprojectteamasrequired.Atypicalprojectteamconsistsofthefollowing:

-ElectricalEngineer（s）

-MechanicalEngineer（s）

-ControlEngineer（s）

-ProjectComptroller

-ProjectPlanner

-SiteErectionSupervisor（s）

-SiteCommissioningEngineers

1.2QUALITYASSURANCE

1.2.1.GENERAL

ItisTURBOMACH’spolicytoprovideourcustomersnotonlytherightproducts,alsothequalityproducts.Thecompanyrecognisesqualityasthestrategicdrivingforcetoassurecustomersatisfactionwithconsistenthighqualityproductsdeliveredtoourcustomers.‘Doingrightthefirsttime’isoneofthemajorfactorsforcostmanagementtomaintainandtoimprovethecompany’scompetitivenessinthemarket.

1.2.2.QUALITYSYSTEM

ThequalitymanagementsystemsatisfiestherequirementsoftheinternationalstandardISO9001.PleaserefertotheattachedISO9001certificate.QualityAssuranceManualoutlinealltheprocedurestocarryoutprojectexecution.Pleaserefertotheattachedtypicalprojectqualityplansummarisingalltheresponsibilityofcomponentstesting,assemblyintheworkshopandworkshoptesting.

1.2.3.QUALITYAWARENESS

Qualityisoneofthekeyingredientstoachieveourbusinessobjective.Forthequalitysystemtosucceed,allemployeesinthecompanymustbeawareofandparticipateintheprogram.Thelinemanagersatalllevelswillensurethatthequalitysystemproceduresareeffectivelyimplementedintheirareaofresponsibilityandeachemployeeisresponsibleforthequalityofhis/herownworkbyfollowingtheproceduressetoutinthequalityassurancemanual.

1.2.4.WORKSHOPANDSITETEST

Thepowertrainequipment,i.e.gasturbine,gearboxandgeneratoraremanufacturedandtestedinsupplier’sfactoryaccordingtotheirapplicableinternationalcodesandstandards.Eachofthesecomponentswillbeprovidedwithmanufacturingtestcertificatesaswellastypetestcertificateifnecessaryandapplicable.

Thepackageauxiliarysystemisassembledandtestedinourworkshopandsubjecttoourinternaltestproceduresandchecksbeforedeliverytosite.Oncetheplantiserectedatsite,theinhousesitetestandchecksarecarriedout.

Onemonthpriortotestingeitheratsite,ourworkshoporsupplier’smanufacturingfacility,thecustomerwillbeinformedsothathecanwitness.Twoweeksbeforethetesttherewillbeawrittenconfirmation.

1.2.5.COMPLIANCEWITHEUROPEANDIRECTIVES

TURBOMACHgasturbinegeneratorpackagesarecarryingCE95markinlinewiththefollowingEuropeandirectives:

1.3TRANSPORTANDTRANSPORTINSURANCE

TheofferedtransportandinsuranceisaccordingtoIncoterms2000asfollows:

1.4ERECTIONANDCOMMISSIONING

1.4.1.GENERAL

Withthehighdegreeofpre-assemblingandpre-testingofthegasturbine/generatorpackage,siteerectiontimeisminimal.Themodulardesignandtheintegratedelectricalequipmentalsocontributesignificantlyintheshortererectionduration.

1.4.2.SUPERVISIONOFERECTION

ATurbomachsupervisor（s）willbeavailableonsite,duringthecompleteerectionperioduptoamaximumof12（twelve）weeks,tosupervisetheerectionactivitiesexecutedbyqualifiedpersonnelfurnishedbythecustomer.

AlltheadditionaltimerequiredforsupervisionduetocausesbeyondthereasonablecontrolofTURBOMACHwillbechargedtotheclientonadailybasisasperchapter8.4.4

ThedetailsofTermsandConditionsofdispatchingsupervisorsareasbellow;

1.DefinitionofSupervisor（s）

1.1TBM’ssupervisor（s）“hereafterSupervisor”shallactinanadvisorycapacitytoClientduringtheperformanceoftheirserviceandshallberesponsibleonlyfortheadviceprovided,whichshallbegiventothepersonnel.Supervisor（s）arenotresponsiblefortheworksperformedbyClientunderitsresponsibility.ClientshallensurethattheerectionworksarecorrectlyperformedinaccordancewithTBM’sspecifications.

1.2.Supervisor（s）arenotauthorizedtodirectlysuperviseforemen,techniciansorotherskilled/unskilledpersonnelbelongingtoorengagedbyClienteitherinwholeorinpart,butareavailablesolelyasconsultant（s）toClientandClient’sEngineersconcernedwiththeworks.

1.3Supervisor（s）shallnotberesponsibleforanykindofliabilityordamageasaresultofaccidentsordamagethatmayoccurduringtheirservices,excepttotheextentthatsuchdamageorinjuryisattributabletothesoleadgrossnegligenceoftheSupervisor（s）.

1.4TBMshallappointanauthorizedrepresentativeEngineerwhoshallstayatthejobsite,canspeakEnglishandactonbehalfofTBMandallcommunicationshallbemadeononlybetweenhimandtheClient.

2.WorkingConditions

2.1NormalworkinghoursforSupervisor（s）shallbeeight（8）hoursperday,MondaytoFridayinclusive.

2.2AnyhoursworkedinexcessoftheabovementionednormalworkinghoursandanyhoursworkedonSaturday,Sundayorlocalholidayintheplantshallbeconsideredasovertime.

2.3Exceptinexceptionalcircumstances,workinghoursshallneverexceedtwelve（12）hoursadayandshallneverexceed60hoursaweekintotal.

2.4PriorwrittenconsentofTBMisrequiredinthecasethattheClientrequiresSupervisor（s）toworkmorethan
