THEPRESIDENT:

Goodmorning.Intimesofwar,Congresshasnogreaterobligationthanfundingourwarfighters.Andnextweek,theHousewillbegindebateonanemergencywarspendingbill.

Thepurposeofthislegislationshouldbetogiveourtroopsonthefrontlinestheresources,funds,andequipmenttheyneedtofightourenemies.Unfortunately,someinCongressareusingthisbillasanopportunitytomicromanageourmilitarycommanders,forceaprecipitouswithdrawal1fromIraq,andspendbillionsondomesticprojectsthathavenothingtodowiththewaronterror.

OurtroopsurgentlyneedCongresstoapproveemergencywarfunds.Overthepastseveralweeks,ourNationhasbegunpursuinganewstrategyinIraq.UndertheleadershipofGeneralDavidPetraeus,ourtroopshavelaunchedadifficultanddangerousmissiontohelpIraqissecuretheircapital.Thisplanisstillinitsearlystages,yetwe'realreadyseeingsignsofprogress.IraqiandAmericantroopshaveroundedupmorethan700peopleaffiliated2withShiaextremists.They'vealsolaunchedaggressiveoperationsagainstSunniextremists.Andthey'veuncoveredlargecachesofweaponsthatcouldhavebeenusedtokillourtroops.Thesearehopefulsigns.Astheseoperationsunfold,theywillhelptheIraqigovernmentstabilize3thecountry,rebuildtheeconomy,andadvancetheworkofpoliticalreconciliation4.YetthebillCongressisconsideringwouldundermineGeneralPetraeusandthetroopsunderhiscommandjustasthesecriticalsecurityoperationsaregettingunderway.First,thebillwouldimposearbitraryandrestrictiveconditionsontheuseofwarfundsandrequirethewithdrawalofforcesbytheendofthisyeariftheseconditionsarenotmet.Theserestrictions5wouldhandcuffourgeneralsinthefieldbydenyingthemtheflexibility6theyneedtoadjusttheiroperationstothechangingsituationontheground.Andtheserestrictionswouldsubstitutethemandates7ofCongressfortheconsideredjudgment8ofourmilitarycommanders.

Evenifeveryconditionrequiredbythisbillwasmet,allAmericanforces--exceptforverylimitedpurposes--wouldstillberequiredtowithdrawnextyear,regardlessofthesituationinIraq.Theconsequencesofimposing9suchanartificialtimetablewouldbedisastrous10.

HereiswhatSecretaryofDefense11RobertGatesrecentlytoldCongress:

Settingafixed12datetowithdrawwould"essentially13tell[theenemy]howlongtheywouldhavetowaituntilwe'regone."IfAmericanforcesweretostepbackfromBaghdadbeforeitismoresecure,thescaleandscopeofattackswouldincreaseandintensify14.Acontagion15ofviolencecouldspilloutacrosstheentirecountry,andintime,thisviolencewouldengulf16theregion.Theenemywouldemergefromthechaos17emboldened18withnewsafehavens19,newrecruits,newresources,andanevengreaterdeterminationtoharmAmerica.Suchanoutcomewouldbeanightmareforourcountry.

Second,thebillwouldcutfundingfortheIraqisecurityforcesifIraqileadersdidnotmeetrigid20conditionssetbyCongress.Thismakesnosense.MembersofCongresshaveoftensaidthattheIraqismuststepforwardandtakemoreresponsibilityfortheirownsecurity--andIagree.YetMembersofCongresscan'thaveitbothways:

Theycan'tsaythattheIraqismustdomoreandthentakeawaythefundsthatwillhelpthemdoso.IraqisayoungdemocracythatisfightingforitssurvivalinaregionthatisvitaltoAmericansecurity.Tocutoffsupportfortheirsecurityforcesatthiscriticalmomentwouldputourownsecurityatrisk.

Third,thebillwouldaddbillionsofdollarsindomesticspendingthatiscompletelyunrelatedtothewar.Forexample,theHousebillwouldprovide$74millionforpeanutstorage,$48millionfortheFarmServiceAgency,and$35millionforNASA.Theseprogramsdonotbelonginanemergencywarspendingbill.Congressmustnotallowdebateondomesticspendingtodelayfundsforourtroopsonthefrontlines.AndMembersshouldnotusefundingourtroopsasleverage21topassspecialinterestspendingfortheirdistricts.

WeareaNationatwar,andtheheaviestresponsibilitiesfalltoourtroopsinthefield.YetweinWashingtonhaveresponsibilities,aswell.GeneralPetraeuswasconfirmedbytheSenatewithoutasinglevoteinopposition22,andheandhistroopsneedtheseresourcestosucceedintheirmission.ManyinCongresssaytheysupportthetroops,andIbelievethem.Nowtheyhaveachancetoshowthatsupportindeed,aswellasinword.Congressneedstoapproveemergencyfundingforourtroops,withoutstrings23andwithoutdelay.Iftheysendmeabillthatdoesotherwise,Iwillvetoit.
