toanareaifitsresidentsarewillingtopaybacktheinvestmentovermanyyears.
Inthemeantime,somelocalsolutionsarebeingfound.InThailand,Bjorkman
said,somesmallcommunitiesaretakingchallengeslikewateraccessuponthemselves.
"Peopleorganizethemselvesingroupstoleveragewhatlittleresourcestheyhave
