ChapterIGeneralProvisions

Article1inordertostrengthenthecity'sgasstation（hereinafterreferredtoastherefuelingstation）ofthesafetymanagement,protectpeople'slivesandpropertysafety,accordingtothe"People'sRepublicofChinaproductionsafetylaw","People'sRepublicofChinafire","dangerouschemicalssafetymanagementregulations","Beijingcitysafeproductionregulations","gasstationdesignwiththeconstructionstandards"andtherelevantprovisions,combinedwiththeactualsituationofourcity,theenactmentofthisspecification.

Second,themanagementnormsapplytothecity'sadministrativeareasofoperatinggasfillingstationsafetymanagement.Thesafetymanagementofnonoperatinggasstationsshallrefertoandimplementthemanagementrules.

Thesecondchapteroperatingconditions

ThirdoperatinggasstationsintheadministrativeareaofthisMunicipalitymustobtainthe"dangerouschemicalsbusinesslicense"inaccordancewiththeprovisionsoftheadministrativemeasuresfortheoperationofdangerouschemicalsinBeijing.

Fourthgasstationconstructionprojectsmustbecarriedoutbythepublicsecurityfiredepartmentfiresafetyinspectionandacceptance.Thelightningprotectionequipmentatthefillingstationshallbetestedeverysixmonths.

Fifthrefuelingstationsmustbewiththeoutsideworldhasobviousisolationfacilitiesandclearexit,entrance,andotherunitsshallsetupthegasstationbusinessrelatedarea.

Sixthgasstationsshouldestablishandimprovetheresponsibilitysystemforproductionsafetyatalllevels,definetheresponsiblepersonnel,thecontentofresponsibilityandassessmentrequirements,andearnestlyimplement.

Seventhgasfillingstationsshallformulatesafetyrulesandregulationsandrelatedoperatingprocedures,andstrictlyenforcethem.

（a）refuelingstationshoulddevelopstaffsafetyeducation,trainingandexaminationmanagementsystem,safetyinspectionmanagementsystem,safetymanagementsystemoffacilities,equipment,safetyrewardsystem,fireandexplosionofworkplacemanagementsystemmanagementsystem,hiddenrectification,productionsafetyaccidentreportingandhandlingsystem,laborprotectionsuppliesdistributionmanagementsystem.Antistatic,lightningprotectionsystemofsafetymanagement,thedutyandtheshiftsafetymanagementsystemsafetyregulations;

（two）fillingstationsshallformulaterulesforfillingandfillinggas,operatingproceduresformeteringandoperationproceduresfordischargingoil（gas）.

Thethirdchapterisaboutthesafetymanagementofemployees

Themainpersonresponsiblefortheeighthgasstations（legalrepresentativeorlegalperson）isresponsibleforthesafetyworkofthisstation,andimplementsthesafetyrulesandregulationsofthisstation.

Ninthrefuelingstationsandthemainpersoninchargeofsafetymanagementpersonnelmusthavethestationintherefuelingactivitiesofthecorrespondingsafetyknowledgeandmanagementability,andbytheBeijingMunicipalAdministrationofproductionsafetysupervisionandexaminationcertificates.

Tenthfillingstationsmustbeequippedwithfull-timeorpart-timesecuritymanagementpersonnel,responsibleforinspectionandsupervisionoftheimplementationofsafetymanagementmeasures.

Eleventhgasfillingstationemployeesmustundergoprofessionalskillstrainingandenterprisesafetytraining,andtheassessmentshallbecarriedoutaftertheoperation.

Thefourthchapteristhemanagementofbuildinginstation

Twelfthstationsinfillingstationsshouldmeetthefollowingrequirements:

（1）thedoorsandwindowsofthedormitoryshallnotbedirectedtowardtheoiltankareainthestationandtherefueling（gas）machine;

（two）itisstrictlyforbiddentostayovernightwithoutthestaffofthisunit;

（three）smokingandopenflameelectricstovearenotallowedinthedormitory;

（four）inthestationdormitory,apersoninchargeofthedormitoryshouldbeappointedtosupervise,inspectandmanageinaccordancewiththesafetymanagementregulationsofthedormitory.

Thirteenthgasfillingstationbusinessroom,restandotherplaces,prohibittheuseofliquefiedpetroleumgas,naturalgasandotheropenflameheatingandlife.

Thefourteenthstationboilershallmeetthefollowingrequirements:

（1）thereshallbeafirebarrierofnotlessthan3Hintheboilerroom,separatedfromotherrooms.

（two）theboilerroomdoorsandwindowsshouldnotbestraighttowardtheoilingmachine,fillingmachine,unloading,unloadingmooringpointofgasandtheventilationtube,dischargetube.

（three）theboilerchoosesthesmallboilerwiththeratedheatsupplynotgreaterthan140KW,theboilerchimneyshouldbehigherthantheroof2Mandabove,andtheeffectivemeasuresshouldbetakentopreventtheMarsfromescaping.

Thefifthchapterisaboutthesafetymanagementofequipmentandfacilitiesinstation

Fifteenthrefuelingstationsandaheightofnotlessthan4.5m,andedgeandplanedistancerefuelingorfuelingmachineofnotlessthan2m.

Sixteenthrefuelingorfillingmachineandstationdistancenotlessthan5m.

Thedistancebetweenseventeenthundergroundoiltanksandimportantpublicbuildingsshallnotbelessthan50m;thedistancebetweenLPGtanksandimportantpublicbuildingsshallnotbelessthan100m.

Thedistancebetweentheeighteenthtanksandtheopenflameorthesparkdischargeshallmeetthefollowingrequirements:

firstclassstationis30m,thetwostationis25m,andthethreestationis18m.

ThedistancebetweenanLPGtankandanopenflameorasparkdischargesiteshallcomplywiththefollowingrequirements:

firstclassstationis45m,stationtwois38m,andthethreestationis33m.

ThedistancebetweenanundergroundLPGtankandanopenflameorasparkdischargesiteshallcomplywiththefollowingrequirements:

firstclassstationis30m,thetwostationis25m,andthethreestationis18m.

Iftheoilandgasdualrecoverysystem,accordingtothe"automobilerefuelingstationdesignandconstructionspecifications",therelevantprovisionsoftheappropriatereduction.

ShouldadopttheTN-Ssystemofpowersupplyanddistributionsystemfor380/220Vnineteenthgasstations,powersupplysystemofthecablemetalsheathorcablemetalprotectiontubeendsareconnectedtoground,powersupplyanddistributionsystemshouldbeinstalledwithpressureequipmentovervoltageleveladaptation（surgeprotectivedevice）.

Twentiethoverheadcommunicationlinesandpowerlinesshallnotcrossthegasfillingstation.

Thetwenty-firstsetinthetentunderthelightsshouldbeusedinprotectivetypelamp.

Twenty-secondgasstationscanbeequippedwithsmallinternalcombustionpowergenerationgroup,theexhaustpipeofinternalcombustionengineshouldbeequippedwithflamearrester.

Twenty-thirdairconditionersandoutdoorunitsshallbeinstalledinnonexplosiveareas.

Twenty-fourthgasstations,refuelingstationbuildingshouldsetthecombustiblegasdetectionandalarmsystem.

Thesixthchapteristhemanagementoffirefacilities

Twenty-fifthrefuelingstationstoestablishcompulsoryfireteam,onceamonthtocarryoutfireprotectionknowledge,everyquarterbyafiredrill,toachievethe"three,three",thatisafirepronearea,knowtheaccidentemergencyplan,firealarm,knowledgeandmethods:

theuseoffirefightingequipment,willsavetheinitialfire.

Theallocationoffireextinguishingequipmentintwenty-sixthgasfuelingstationsshallmeetthefollowingrequirements:

（1）atleast18kgportabledryfireextinguishersor24kgportabledryfireextinguishersshallbeinstalledforevery2GasDispensers;lessthan2unitsand2unitsshallbeusedforthefillingmachine;

（two）every2tankersshallhavenolessthan1portableportablefireextinguishersand16Lfoamextinguishers;lessthan2unitsand2units:

（three）theundergroundtankshouldbeequippedwith135kgfireextinguishers.

Whenthedistancebetweenthetwodielectrictanksexceeds15m,theyshallbesetseparately;

（four）pump,compressoroperation（shed）shouldbeaskedbytheconstructionareaof50squaremeterseachsetof8kgportabledrypowderfireextinguishers1,thetotalnumbershouldnotbelessthan2;

（five）oneortwogasstationsshouldbeequippedwithfireblanket5,sand2m3,threegasstationsshouldbeequippedwithfireblanket2,sand2m3,refuelingstation,accordingtothesamelevelofgasstationconfigurationfireblanketandsand;

（six）LPGstations,fillingstationsandLPGstationsshouldbeequippedwithfirewatersupplysystem;

（seven）promotetheuseofnewefficientfireextinguishingequipment.

Twenty-seventhfireequipmentshouldbesetupspecialmanagement,regularinspection,fixedpoint,regularreplacement,toensuregoodandeffective.

Theseventhchapterissitesafetymanagement

Twenty-eighthrefuelingstationsshouldbeinastrikingpositiontosetsafetywarninglanguage,warningsigns.

Warningwordsinclude:

（1）fireworksarestrictlyforbiddeninthestation;

（two）thestationisstrictlyforbiddentorepairvehicles,percussion,ironandothereasilysparkingoperations

（three）motorvehiclesmustextinguishwhenrefueling;

（four）nouseofmobilephonesonthegas（gas）scene.

Twenty-ninthgasstationsshouldhavefull-time（orpart-time）safetymanagementpersonnelforsecuritycheck,andfillintheinspectionrecord.Safetyinspectionmainlyincludes:

theimplementationofsafetyresponsibilitysystem,thesafetyofoperationsiteandtheoperationofequipmentandfacilities
