高速公路工程测量管理办法

第一章

总则

一、为了加强工程测量管理，加快施工进度，使工程测量规范化，制度化，防止测量事故发生，更好地为工程建设服务，根据有关规定特制定本办法。

保证工程质量，

二、工程测量工作是工程建设的重要环节，是技术管理工作的重要组成部分。

它既是工程建设施工阶段的重要技术基础工作，又为施工和运营安全提供必要的资料和技术依据，搞好工程测量提高测量成果水平，是防止测量事故发生，确保工程质量，加快施工进度，提高经济效益的重要手段。

三、工程测量的技术依据必须是所承担工程项目现行的规范、规则、规定及设计文件的有关要求。

没有现成的规范、规则和规定可依时，可参照相近行业标准，制定临时办法，报上一级审批，供实施。

四、工程测量工作是一项艰苦、细致的集体活动。

每一个从事工程测量的工作人员，都要具备良好的身体素质，有吃苦耐劳、严肃认真、实事求是、团结协作的工作作风。

第二章施工单位测量人员管理

一、测量人员需持证上岗。

二、测量工程师不得少于2人，且必须具有大专以上文化，且有四年以上的工作经验;测量员必须具有中技以上学历，且有两年以上的工作经验。

三、测量工程师与主要测量人员要保持相对稳定，不得随意调换岗位。

特殊情况非调换不可的，由项目经理部总工程师组织有关人员进行工作交接。

各项测量交接资料要清楚，交接手续要齐全，交接双方签字认可，并形成纪要作为资料存档。

四、测量人员名单、上岗证、工作简历须上报总监办存档。

第三章施工单位测量仪器管理

一、仪器配置

仪器设备的配置:

项目部应结合工程的具体情况，尽可配备先进的测量设备，提高工程测量工作自动化程度，减少测量人员的劳动强度，提高工作效率，保证测量成果。

二、仪器检定

1、新购仪器、工具,在使用前应到国家法定计量技术检定机构检定。

新购置的仪器、转拨给其他项目的仪器，应结合仪器认真阅读说明书，从初级到高级，先基本操作后高级操作，反复学习、总结、力求做到“得心应手”最大限度地发挥仪器的作用，不熟悉仪器操作的人员不得盲目用机。

2、各种测量仪器使用前后必须进行常规检验校正，使用过程做好维护，使用后及时进行养护。

3、各种光电类、激光类仪器必须定期送到具有资质的部门进行鉴定。

鉴定时间不宜超过规定时间，

以确保测量的准确和精度。

4、严禁使用未经检验和鉴定、校正不到出厂精度、超过鉴定周期，以及零配件缺损和示值难辩的仪器。

三、仪器使用与保管

1、在强烈阳光、雨天或潮湿环境下作业，务必在伞的遮掩下作。

2、对仪器要小心轻放，避免强烈的冲击震动，安置仪器前应检查三脚架的牢固性，整个作业过程中工作人员不得离开仪器，防止意外发生。

3、转站时，即使很近也应取下仪器装箱。

测量工作结束后，先关机卸下电池后装箱，长途运输要提供合适的减震措施，防止仪器受到突然震动。

4、测量仪器要设置专库存放，环境要求干燥、通风、防震、防雾、防尘、防锈。

仪器应保持干燥，遇雨后将其擦干，放在通风处、晾干后再装箱。

各种仪器均不可受压、受冻、受潮或受高温，仪器箱不要靠近火炉或暖气管。

5、仪器长途运输时，应切实做好防震、防潮工作。

装车时务必使仪器正放，不可倒置。
