 ManagingTheZambeziRiver

TheKaribaDamontheZambeziRiverisoneofthelargerdamsinAfrica.Itsconstructionwascontroversial,anda2015reportbytheInstituteofRiskManagementofSouthAfricaincludedawarningthatthedamisindireneedofmaintenance.AnumberofoptionsareavailabletotheZambeziRiverAuthority（ZRA）thatmightaddressthesituation.ThreeoptionsinparticularareofinteresttoZRA:

Therearetwomainrequirementsforthisproblem:

Requirement1ZRAmanagementrequiresabriefassessmentofthethreeoptionslisted,withsufficientdetailtoprovideanoverviewofpotentialcostsandbenefitsassociatedwitheachoption.Thisrequirementshouldnotexceedtwopagesinlength,andmustbeprovidedinadditiontoyourmainreport.

Requirement2ProvideadetailedanalysisofOption（3）-removingtheKaribaDamandreplacingitwithaseriesoftentotwentysmallerdamsalongtheZambeziriver.ThisnewsystemofdamsshouldhavethesameoverallwatermanagementcapabilitiesastheexistingKaribaDamwhileprovidingthesameorgreaterlevelsofprotectionandwatermanagementoptionsforLakeKaribathatareinplacewiththeexistingdam.YouranalysismustsupportarecommendationastothenumberandplacementofthenewdamsalongtheZambeziRiver.

InyourreportforRequirement2,youshouldincludeastrategyformodulatingthewaterflowthroughyournewmultipledamsystemthatprovidesareasonablebalancebetweensafetyandcosts.Inadditiontoaddressingknownorpredictednormalwatercycles,yourstrategyshouldprovideguidancetotheZRAmanagersthatexplainsandjustifiestheactionsthatshouldbetakentoproperlyhandleemergencywaterflowsituations.floodingand/orprolongedlowwaterconditions）.Yourstrategyshouldprovidespecificguidanceforextremewaterflowsrangingfrommaximumexpecteddischargestominimumexpecteddischarges.Finally,yourrecommendedstrategyshouldincludeinformationaddressinganyrestrictionsregardingthelocationsandlengthsoftimethatdifferentareasoftheZambeziRivershouldbeexposedtothemostdetrimentaleffectsoftheextremeconditions.
