Britain’sabsenceincolonialAmericaduetopressingissuesinEnglandleftthecoloniesaloneforthemostparttogovernthemselves.DuringthistimetheyflourishedanddevelopedaBritishorigin,yetwithadistinctlyAmericanflavor.Itwasbecauseofthisabsencethatthecoloniesbecamemoreselfsufficientandeventuallyitledthemtoafeelingofindividualitythattheyfearedlosing,thusbringingforththeDeclarationofIndependenceafteraseriesofevents.

LegislationbytheBritishParliamentfortaxingandimposingshipmentrestrictionsonsugarandmolassesimportedintotheprofitablecoloniesfromtheWestIndies.Itwasmeanttocreateprofitabletradeasaprotectivetariff,butitwasnevermeanttoraiserevenue.

Actspecifyingcertainenumeratedgoods—principallytobacco,rice,andindigo—thatthecolonistscouldexportonlytoanotherEnglishcolonyortoEngland.ThesewereattemptstopreventmanufacturingintheBritishcoloniesthatmightthreatentheeconomyofEngland.

ActpassedbyBritishParliamentthataffectedthecoloniesbyadjustingthecurrency.ThepointofthisattackwastoraiserevenueforGreatBritain.ItwasaclearexampleofhowSalutaryNeglectwascomingtoanendwiththeFrenchandIndianWar.

ThisParliamentaryactrenewedthe1651actandspecifiedcertaininnumerablearticleswhichcouldbeexportedonlytotheEnglishortoanotherEnglishcolonyin1660.Amongthesegoodsweretobacco,rice,andindigo.Americanshipbuildingthusprosperedandtherewasastableprotectedmarketforproducers.
