INTRODUCTION

FAOestablishesandpublishesspecifications*fortechnicalmaterialandrelated

formulationsofplantprotectionproductswiththeobjectivethatthesespecifications

maybeusedtoprovideaninternationalpointofreferenceagainstwhichproducts

canbejudgedeitherforregulatorypurposesorincommercialdealings.

Since1999thedevelopmentofFAOspecificationsfollowstheNewProcedure,

describedinthe5editionofthe“ManualonthedevelopmentanduseofFAO

specificationsforplantprotectionproducts”（FAOPlantProductionandProtection

PageNo.149）.ThisNewProcedurefollowsaformalandtransparentevaluation

process.Itdescribestheminimumdatapackage,theprocedureandevaluation

appliedbyFAOandtheExpertsofthe“FAOPanelofExpertsonPesticide

Specifications,RegistrationRequirements,ApplicationStandardsandPriorInformed

Consent.”

FAOSpecificationsnowonlyapplytoproductsforwhichthetechnicalmaterialshave

beenevaluated.Consequentlyfromtheyear2000onwardsthepublicationofFAO

specificationsundertheNewProcedurehaschanged.Everyspecificationconsists

nowoftwopartsnamelythespecificationsandtheevaluationreport（s）:

PartOne:

TheSpecificationofthetechnicalmaterialandtherelatedformulationsof

theplantprotectionproductinaccordancewithchapter4,5and6ofthe5editionofthe“ManualonthedevelopmentanduseofFAOspecificationsforplantprotectionproducts”.

PartTwo:

TheEvaluationReport（s）oftheplantprotectionproductreflectingtheevaluationofthedatapackagecarriedoutbyFAOandthePanelofExperts.Thedataaretobeprovidedbythemanufacturer（s）accordingtotherequirementsofAppendixA,annex1or2ofthe“ManualonthedevelopmentanduseofFAOspecificationsforplantprotectionproducts”andsupportedbyotherinformationsources.TheEvaluationReportincludesthename（s）ofthemanufacturer（s）whosetechnicalmaterialhasbeenevaluated.Evaluationreportsonspecificationsdevelopedsubsequentlytotheoriginalsetofspecificationsareaddedinachronologicalordertothisreport.

FAOSpecificationsundertheNewProceduredonotnecessarilyapplytonominally

similarproductsofothermanufacturer（s）,nortothosewheretheactiveingredientis

producedbyothermethodsofsynthesis.FAOhasthepossibilitytoextendthescopeofthespecificationstosimilarproducts,butonlywhenthePanelofExpertshasbeensatisfiedthattheadditionalproductsareequivalenttothosewhichformedthebasisofthereferencespecification.
