第五届北京人权论坛开幕聚焦“科技、环境与人权”

由中国人权研究会和中国人权发展基金会联合主办的第五届北京人权论坛12日在北京开幕。

本届论坛的主题为“科技、环境与人权”。

全国政协副主席、中国人权发展基金会理事长黄孟复，中国人权研究会会长罗豪才，国务院新闻办公室主任王晨等出席论坛开幕式并致辞。

开幕式上，黄孟复介绍了中国人权发展进步的情况。

他指出，人权作为一个承载着人类美好理想与追求的庄严理念，在当今中国已成为鲜活生动、惠及全体人民的实践成果。

中共十八大提出了到2020年在中国全面建成小康社会的宏伟目标，小康社会全面建成之时，中国人权事业必将呈现更加美好的图景。

中国将继续从基本国情出发，坚持全面统筹、开放合作，不断推动人权事业发展。

黄孟复表示，加强各国非政府组织间的人权交流活动，进一步促进相互理解与合作，是推动国际人权事业健康发展的重要途径。

他就此提出四点建议：

一是共同致力于维护世界和平与发展，二是积极倡导和谐包容的价值理念，三是开展建设性的对话与合作，四是进一步增强创新进取意识。

罗豪才在致辞中指出，当今世界，科技、环境与人权是全球普遍关注的重大课题。

环境是人类赖以生存的重要基础，科技进步是推动人权事业发展的强大动力，实现科技、环境、人权的全面发展与良性互动，是提升人类生活质量、促进人类幸福和谐的根本保障。

本次论坛围绕“科技、环境与人权”的主题进行深入研讨，对于增进了解、寻求共识、扩大合作，推动国际人权事业的深入持久发展具有积极的意义。

罗豪才表示，维护和发展人权，实现生态环境与经济社会的可持续发展，是人类社会共同面临的重大挑战。

他主张倡导包容的理念，在尊重文明多样性的基础上，取长补短、相互借鉴；

倡导互利的原则，打破和消除科技壁垒，让科技成果惠及全人类；

倡导多样化的模式，不同国家应根据本国国情和发展阶段的差异选择经济社会发展道路；

倡导平等的机制，发达国家应承担更多的责任与义务。

王晨在致辞中说，刚刚闭幕的中共十八大把坚持人民主体地位提到了更加突出的地位，强调必须发挥人民的主人翁作用，坚持发展为了人民、发展依靠人民、发展成果由人民共享。

十八大报告所倡导的富强、民主、文明、和谐，自由、平等、公正、法治，以及爱国、敬业、诚信、友善等社会主义核心价值理念，进一步丰富了中国特色社会主义人权理论。

中国将继续沿着自己选择的正确道路前行，为全体人民生活得更加幸福、更有尊严，为建设一个更加公正美好的社会而不懈奋斗。

据台湾媒体报道，台湾地区领导人马英九昨天在台“总统府”接见第一届“光华学者论坛”的与会大陆学者，他表示，台湾在过去几十年当中，民主改革已有相当成果，可以在过程中与大陆交换意见。

他希望藉由台湾的成功经验，证明西方的民主也能在华人社会生根。

据报道，这是马英九首次公开会见大陆知名法律界人士，他并强调台湾的民主成果，可透过这个过程跟大陆朋友交换意见，毕竟都是华人，共享有中华文化，甚至于历史跟血缘。

据悉，这次的“光华学者论坛”以“司法改革的前瞻与未来”为主题，邀请大陆知名法学教授与会，马英九相当肯定这样的交流。

对于两岸未来发展，马英九也再次表示将进一步扩大与深化两岸互动，互设办事机构。
