1ScopeandApplication

适用范围

1.1ThisdocumentdefinesthepracticeinYCGLforthecontrolandadministrationoftraining,examination,qualificationandcertificationofpersonnelperformingnondestructiveexaminationfortheboilerandpressurevesselcomponentsconformingtotheASMEBoiler&

PressureVesselCodeSectionI,VIIIDiv.1andASMEB31.1。

本文件详述了YCGL公司按照ASME规范第Ⅰ卷、第Ⅷ卷第1分册和ASMEB31.1要求制造锅炉、压力容器的无损检测人员培训、考试、资格鉴定和认证的实施细则。

1.2ThisWrittenPracticehasbeendevelopedbaseduponSNT-TC-1A,（2006Edition）,andsatisfiestherequirementsoftheASMEBoiler&

PressureVesselCodeSectionI,VIII,Div.1.SectionVandASMEB31.3.

本实施细则根据“SNT-TC-1A”（2006版）编制，且符合ASME规范第Ⅰ卷、第Ⅷ卷第1分册、第V卷和ASMEB31.1的有关要求。

1.3QualificationandcertificationofnondestructiveexaminationpersonnelinaccordancewiththisWrittenPracticeshallbeapplicabletoeachofthefollowingmethods:

按照本细则，无损检测人员资格的评定和认证适用于以下四种方法：

a）RadiographicExamination（RT）

射线照相检测（RT）

b）MagneticParticleExamination（MT）

磁粉检测（MT）

c）LiquidPenetrantExamination（PT）

液体渗透检测（PT）

d）UltrasonicExamination

超声检测（UT）

2ResponsibilityandLevelsofQualification

职责和评定等级

2.1TheNDELevelⅢshallberesponsibletoreviewandapproveandapprovethiswrittenpracticeanddevelopanadequateNDEtrainingprogram.

NDEⅢ级人员负责审核和批准本实施细则。

2.2Thelevelsofqualificationaredividedintothreelevels（LevelI,II,andIII）foreachNDEmethodasspecifiedinpara.1.3.

对1.3条所规定的每种检测方法评定级别分为三级（Ⅰ级、Ⅱ级、Ⅲ级）。

2.3TheresponsibilitiesofthreelevelsofNDEPersonnelareasfollows.

三个等级NDE人员的职责如下：

2.3.1NDELevelI

NDEⅠ级

AnNDELevelIpersonnelshallbequalifiedtoproperlyperformspecificcalibrations,specificexaminationsandspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowritteninstructionsandtorecordexaminationresults.TheNDElevelIshallreceivethenecessaryinstructionorsupervisionfromacertifiedNDELevelIIorLevelIIIPersonnel.

应对NDEⅠ级人员按照局面作业指导书适当地进行专门检验，专门的NDE，和作出验收或拒收决定的专门评定和记录结果进行鉴定。

NDEⅠ级人员应接受持证NDEⅡ级或Ⅲ级人员的必要的指导或监督。

2.3.2NDELevelII

NDEⅡ级

AnNDELevelⅡpersonnelshallbequalifiedtosetupandcalibrateequipmentandtointerpretandevaluateexaminationresultswithrespecttoapplicablecodes,standards,andspecifications.TheNDELevelIIshallbethoroughlyfamiliarwiththescopeandlimitationsoftheNDEmethodsforwhichheisqualifiedandshallberesponsibleforon-the-jobtrainingandguidanceoftraineesandNDELevelI.TheNDELevelIIshallbeabletoorganizeandreporttheresultsofexaminations.

应对NDEⅡ级人员调整和校验设备和根据有关法规，标准和技术规范解释和评定结果进行鉴定。

NDEⅡ级人员应熟悉其鉴定的方法的适用范围和局限性，并应履行指派给他的对受训人和NDEⅠ级人员在工件上进行培训的职责。

NDEⅡ级人员应能整理和报告NDE测试的结果。

2.3.3NDELevelIII

NDEⅢ级

AnNDELevelIIIpersonnelshallbecapableofdeveloping,qualifying,andapprovingprocedures,establishingandapprovingexaminationtechniques,interpretingcodes,standards,specificationsandprocedures;

anddesignatingtheparticularexaminationmethods,techniques,andprocedurestobeused.TheNDELevelIIIshallberesponsiblefortheNDEoperationsforwhichqualifiedandassigned,andshallbecapableofinterpretingandevaluatingexaminationresultsintermsoftheexistingcodes,standardsandspecifications.TheNDELevelIIIshallhavesufficientpracticalbackgroundinapplicablematerials,fabricationandproducttechnologytoestablishtechniquesandtoassistinestablishingacceptancecriteriawhennoneareotherwiseavailable.TheNDELevelIIIshallhavegeneralfamiliaritywithotherappropriateNDEmethods.TheNDELevelIIIshallberesponsibleforthetraining,examinationandinstructionofNDELevelIandIIpersonnelforcertification.

NDEⅢ级人员应有能力编制，鉴定，和批准规程，制订和批准检验工艺，解释法规，标准，技术规范和规程；

并指定所采用的特殊的NDE方法，工艺和规程。

NDEⅢ级人员应对其所鉴定和分派的NDE操作负责，并有能力根据现行法规，标准和技术规范解释和评定结果，NDEⅢ级人员应有足够的有关材料，制造和产品工艺的实际知识，当没有验收标准时，以便采用探伤方法和制订验收标准。

NDEⅢ级人员还应熟悉其他NDE方法或其他检测手段NDEⅢ级人员应能对NDEⅠ级和Ⅱ级人员，对其所持证的方法进行培训，考试和认证。

2.4Whileintheprocessofbeinginitiallytrained,qualifiedandcertified,anindividualshallbeconsideredasatrainee.Atraineeshallworkwithacertifiedpersonnelandshallnotindependentlyconductanyexamination,interpretorevaluateresultsofexamination,orreportexaminationresults.

应试者在初始培训、资格评定和认证过程中，只能被看作是见习生。

见习生应与持证人员一起工作，不得单独操作、解释、评定或报告无损检测结果。

3QualificationRequirementsforNDEPersonnelNDE

人员的资格评定要求

3.1Personnelconsideredforcertificationinnondestructiveexaminationshallhavesufficienteducation,trainingandexperiencetoensureunderstandingoftheprinciplesandproceduresofthoseareasofexaminationinwhichtheyarebeingconsideredforcertification.

申请取证的人员应有一定的学历，培训和经验，以保证取证人员能够理解所要取证方法在其检测范围内涉及的技术原理与工艺。

3.2Documentedtrainingand/orexperiencegainedinpositionsandactivitiescomparabletothoseofLevelI,IIorIIIpriortoestablishmentofthisWrittenPracticemaybeconsideredassatisfyingthecriteriaofpara.4.1,5.1and5.2.TheserecordsshallbecertifiedbytheQAEngineer.

在本实施细则制订以前，Ⅰ级、Ⅱ级和Ⅲ级的培训文件和/或在职和活动的经历作为可比材料，可以认为是满足了4.1、5.1和5.2节的要求。

但这些书面证明记录应得到质保工程师的确认。

4QualificationofLevelⅢPersonnel

NDEⅢ级应试人员的首次资格评定

4.1EducationalBackgroundandExperience

学历和经历

TobeconsideredforcertificationasaLevelIIIthecandidateshallsatisfyoneofthefollowingeducationandexperiencecriteria.

NDEⅢ级应试者要取证，应满足下列条件之一：

4.1.1Graduationfromaminimumfour（4）yearcollegeoruniversitywithadegreeinengineeringorscience,plusone

（1）additionalyearofexperiencebeyondtheLevelIIrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelII（suchasChineseLevelII）intheapplicableNDEmethod（s）,or

至少四年理工科学院或大学毕业，加上一年超过NDEⅡ级要求；

相当于在有关NDE方法的NDEⅡ级的经历，或：

4.1.2Completionwithpassinggradeofatleasttwo

（2）yearsofengineeringorsciencestudyatauniversity,college,ortechnicalschool,plustwo

（2）additionalyearsofexperiencebeyondtheLevelIIrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelII（suchasChineseLevelII）intheapplicableNDEmethod（s）,or

至少两年工程技术大学，大专或技校学习毕业，加上二年超过NDEⅡ级要求，相当于在有关NDE方法的NDEⅡ级的经历，或：

4.1.3Four（4）yearsofexperiencebeyondtheLevelIIrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelIIintheapplicableNDEmethod（s）.

具有四年超过NDEⅡ级要求的经历，相当于在有关NDE方法的NDEⅡ级的经历。

4.1.4TheaboveLevelⅢrequirementsmaybepartiallyreplacedbyexperienceasacertifiedNDELevelⅡorbyassignmentsatleastcomparabletoNDELevelⅡinothermethodslistedinSection1.3.ForLevelⅢcertification,therequiredexperienceshallconsistofthesumofthetimerequiredforLevelIandLevelⅡplustheadditionaltimerequiredin4.1.1thr.4.1.3asapplicable.TherequiredformaltrainingshallconsistoftheLevelIandLevelⅡtrainingplusanyadditionalformaltrainingasdefinedinthisWrittenPractice.

以上Ⅲ级认证的工作经历要求可部分地被所要认证的Ⅰ级或至少相当于1.3中列出的其它检测方法Ⅱ级的经历所取代。

对Ⅲ级人员来说，要求具备的经验应满足4.1.1和4.1.3条，他所接受的培训应满足本文规定的Ⅰ、Ⅱ级人员具备的培训经历。

4.2Examination

考试

AnNDELevelIIIintheapplicablemethod（s）shallberesponsibleforadministrationandgradingofexaminationsforotherLevelIIIpersonnel.AllquestionsforNDELevelIIIexaminationshallbeapprovedbytheNDELevelIIIintheapplicablemethod（s）orhisdelegate.Writtenexaminationsshallbeclosedbookexceptthatnecessarydata,suchasgraphs,tables,specifications,procedures,codes,etc.,maybeprovidedwithorintheexamination.

一名NDEⅢ级人员在其应用的方法范围内应负责对其他Ⅲ级人员进行管理和评分。

Ⅲ级人员的考试试题应经过一名NDEⅢ级人员（在应用的方法范围内或其代表的NDE方法）的批准。

笔试应采用闭卷考试，除了考试中可能提供必须的资料，如图，表，技术规范，规程，法规等。

4.2.1BasicExamination（Requiredonlyoncewhenmorethanonemethodofexaminationistaken）.Theminimumnumberofquestionswhichshallbegivenisasfollows:

基础考试（当多于一种方法考试时，要求仅一次）。

试题最低量如下：

a）Fifteen（15）questionsrelatingtounderstandingtheSNT-TC-1Adocument.

与理解SNT-TC-1A文件有关的试题15道。

b）Twenty（20）questionsrelativetoapplicablematerials,fabrication,andproducttechnology.

与材料制造和产品工艺有关的试题20道。

c）Twenty（20）questionsthataresimilartopublishedLevelIIquestionsforotherappropriateNDEmethods.

类似于已公布的其它探伤方法的Ⅱ级试题20道。

4.2.2MethodExamination（foreachmethod）.

方法考试（对每种方法）

a）Thirty（30）questionsrelatingtofundamentalsandprinciples,thataresimilartopublishedASNTLevelIIIquestionsforeachmethod,and

对每种方法，类似出版的ASNTNDEⅢ级试题，与方法的基础和原理有关的试题30道。

b）Fifteen（15）questionsrelatingtoapplicationandestablishmentoftechniquesandproceduresthataresimilartothepublishedASNTLevelIIIquestionsforeachmethod,and

与技术和规程制订和应用有关的，类似出版的ASNT每种方法的NDEⅢ级试题15道。

c）Twenty（20）questionsrelatingtocapabilityforinterpretingcodes,standards,andspecificationsrelatingtothemethod.

与解释该方法有关的法规，标准和技术规范的能力的试题20道。

4.2.3SpecificExamination（foreachmethod）专门考试（对每种方法）

Twenty（20）questionsrelatingtospecifications,equipments,techniques,andproceduresapplicabletotheproduct（s）andmethodsemployed,andtotheadministrationofthisWrittenPractice.

有关本公司产品和所采用的方法的技术规范，设备，技术和规程，以及有关本公司的书面实施细则管理的试题20道。

4.3Grading

评分

4.3.1TheNDELevelIIIintheapplicablemethod（s）oraqualifiedrepresentativeshallgradetheexaminationsforLevelIIIpersonnel.

NDEⅢ级人员在其应用的方法范围内对其他Ⅲ级人员的考试进行评分。

4.3.2Thecompositegradeshallbedeterminedbysimpleaveragingoftheresultsofthebasic,method,andspecificexamination.

组合分数由基础考试，方法考试，及专门考试的简单平均结果决定。

4.3.3Examinationsadministeredforqualificationshallresultinapassingcompositegradeofatleast80percent,withnoindividualexaminationhavingapassinggradelessthan70percent.

资格考试应达到通过的组合分数至少80分，单门考试
