I.ReviewofNationalEconomicandSocialDevelopment

DuringtheEleventhFive-YearPlanPeriod

TheEleventhFive-YearPlanperiodwasatrulyextraordinarytimeinthe

courseofthecountry'sdevelopment.Inthefaceofcomplexdomesticand

internationalsituationsandaseriesofmajorrisksandchallenges,the

CommunistPartyofChina（CPC）unitedwithandledthepeopleofallthe

country'sethnicgroupsincomprehensivelyadvancingreform,openingupand

modernization,bringingaboutahistoricchangeinChinaoverthepastfive

years.

-Thecountry'sproductiveforcesandoverallnationalstrengthimproved

significantly.Weeffectivelywardedofftheimpactoftheglobalfinancialcrisis,

maintainedsteadyandrapideconomicdevelopmentandfulfilledthemajor

objectivesandtasksoftheEleventhFive-YearPlan,andtheeconomyscaled

newheights.GDPgrewatanaverageannualrateof11.2%toreach39.8trillion

yuan.Governmentrevenueincreasedfrom3.16trillionyuanto8.31trillion

yuan.Majorbreakthroughswereattainedincutting-edgescienceand

technologysuchasthemannedspacemission,thelunarexplorationprogram

andsupercomputers.Greatprogresswasmadeinthemodernizationofnational

defenseandthearmy.

-Progressinallsocialprogramsacceleratedandpeople'slivesimproved

significantly.Comprehensiveprogresswasmadeineducation,scienceand

technology,culture,publichealthandsportsprograms.Thenumberofnew

urbanjobsincreasedby57.71million,and45millionagriculturalworkers

foundurbanemployment.Thepercapitadisposableincomeofurbanresidents

rosebyanannualaverageof9.7%andthepercapitanetincomeofrural

residentsby8.9%inrealterms.Thesocialsecuritysystemcoveringbothurban

andruralareaswasprogressivelyrefined.

-Majorprogresswasmadeinreformandopeningup.Newbreakthroughs

wereachievedincrucialareasandkeylinksofreform,andthesocialistmarket

economyfurtherimproved.Lastyear,totalforeigntradevolumereachedUS$

2.97trillionandtheopennessoftheeconomyincreasedrapidly.

-China'sinternationalprestigeandinfluencegrewsignificantly.Weplayed

animportantandconstructiveroleininternationalaffairs;effectively

safeguardedournationalsovereignty,securityanddevelopmentinterests;and

mademajorprogressinourall-arounddiplomacy.Wesuccessfullyhostedthe

BeijingOlympicsandShanghaiWorldExpo,thusfulfillingdreamstheChinese

nationhadcherishedforacentury.

Thesebrilliantachievementsclearlyshowtheadvantagesofsocialismwith

Chinesecharacteristicsandthegreatpowerofreformandopeningup.They

greatlyincreasedtheconfidenceandprideofourpeopleofallethnicgroups,

strengthenedthecohesivenessoftheChinesenation,andinspiredustoforge

aheadonourhistoriccourse.

Thefollowingareourmainaccomplishmentsoverthepastfiveyears:

1.Strengtheningandimprovingmacro-control,andspurringsteadyand

rapideconomicdevelopment

Wepaidcloseattentiontotheorientation,focusandstrengthof

macro-controlandkeptafirmgraspontheinitiativeinoureconomicwork.In

theearlystagesoftheEleventhFive-YearPlanperiod,weadoptedcorrect

policiesandmeasurestoaddressoverheatedinvestmentgrowth,theexcessive

tradesurplus,excessliquidity,andstructuralandimportedinflation;effectively

preventedemergingproblemsfromevolvingintotrends;andprevented

problemsinanyoneareafrombecominggeneralproblems.Inthelasttwoyears,

werespondedcoollytotheimpactoftheglobalfinancialcrisisacrisisofa

severityseldomseeninthelastcentury,madedecisionsscientificallyand

resolutelyfollowedaproactivefiscalpolicyandmoderatelyeasymonetary

policy.Westeadfastlyimplementedamulti-pointplan,greatlyincreased

governmentspendingandmadestructuraltaxreductions,carriedouttheplan

forrestructuringandreinvigoratingkeyindustriesonalargescale,vigorously

promotedinnovationandincreasedsupportforworkinscienceandtechnology,

andsubstantiallyincreasedsocialsecuritybenefits.Westeadfastlyfolloweda

strategyofexpandingdomesticdemand;adoptedpoliciesandmeasuresto

encourageconsumerspending;andincreasedurbanandruralincomes,

particularlyforlow-incomepeople.Asaresult,consumerspendinggrew

steadilyanditsstructureconstantlyimproved.Wecarriedoutatwo-year

investmentplantoincreasespendingby4trillionyuan,including1.18trillion

yuanfromthecentralgovernment.Ofthisamount,43.7%wasinvestedin

low-incomehousingprojects,projectstoimprovethewellbeingofrural

residents,andsocialprograms;15.3%ininnovation,restructuring,energy

conservation,emissionsreductionsandecologicalimprovement;23.6%in

majorinfrastructureprojects;and14.8%inpost-Wenchuanearthquakerecovery

andreconstruction.Governmentspendingguidedanddrovenongovernmental

investment,greatlyincreaseddomesticdemandandeffectivelycompensatedfor

weakexternaldemand.Thishelpedtoreversetheslowdownineconomic

growthinarelativelyshorttimeandmaketheChineseeconomythefirstinthe

worldtopickupagain.Inthisway,wenotonlygotoverthehardtimesand

ensuredandimprovedthewellbeingofthepeople,butalsolaidafirm

foundationforlong-termdevelopment.

2.Strivingtodoourworkrelatedtoagriculture,ruralareas,andfarmers

well,andconsolidatingandstrengtheningtheagriculturalfoundation

Centralgovernmentspendingonagriculture,ruralareasandfannerstotaled

nearly3trillionyuanandgrewatanaverageannualrateofmorethan23%.

Agriculturaltaxandvariousgovernmentchargesweretotallyabolished,thereby

endingthehistoryoffarmerspayingtaxesonthecropstheygrowandeasing

theirannualburdenbymorethan133.5billionyuan.Wesetupasubsidy

systemforgraingrowersandabenefitsubsidysystemformajorgrowingareas,

andpaidout122.6billionyuaninproductionsubsidiestograingrowerslast

year.Minimumpurchasepricesandtemporarypurchaseandstoragepolicies

wereputinplaceforkeygrainvarieties,andtheminimumpurchasepricesfor

wheatandricewereraisedbybetween25%and40%.Werigorously

safeguardedarableland.Weworkedhardtomakeadvancesinagricultural

scienceandtechnology.Newrecordhighsweresetforgrainproduction,which

reached545billionkglastyear,theseventhconsecutiveyearlyincrease.The

percapitanetincomeoffarmerscontinuedtogrowrapidlyandreached5,919

yuan.Wemadesteadyprogresswithcomprehensivereformsinthecountryside

andfullyimplementedthereformoftenureincollectiveforestsandthesystem

formanagingstate-ownedfarms.Weacceleratedagriculturalandrural

infrastructuredevelopment.Wefinishedreinforcing7,356largeand

medium-sizedreservoirsandkeysmallreservoirsandensuredthesafetyof

drinkingwaterfor215millionruralresidents.Farmers'livesconstantly

improvedandruraldevelopmententeredanewera.

3.Stronglypromotingeconomicrestructuringandimprovingthequality

andperformanceofeconomicgrowth

First,weacceleratedindustrialrestructuringandinnovation.Wevigorously

carriedouttechnologicalupgradinginenterprisesandenterprisemergersand

reorganizations,whichnoticeablyraisedtheoveralllevelandcompetitiveness

ofChineseindustries,particularlyequipmentmanufacturing.Strategicemerging

industriesgrewrapidly.Weacceleratedthedevelopmentofthenational

innovationsystem;carriedoutknowledgeinnovationprojectsandtechnology

innovationprojects;andmadebreakthroughsinurgentlyneededcutting-edge

technologies,coretechnologiesandkeyequipmenttechnologies.Alarge

numberofresearchresultshavebeenappliedinindustrialproduction.The

serviceindustrydevelopedquicklyandtheproportionitcontributestoGDProse

by2.5percentagepoints.Wegreatlyacceleratedinfrastructuredevelopment.We

expandedtherailwaysystemby16,000kmoverthepastfiveyearsandtheroad

systemby639,000km,including33,000kmofexpressways.Webuilt,

improvedorexpanded33airportsandbuiltorreinforced17,000kmofdykes.

Second,wemadegenuineprogressinenergyconservation,emissions

reduction,ecologicalimprovementandenvironmentalprotection.We

formulatedpolicies,measuresandnationalobjectivesforcontrolling

greenhousegasemissionsby2020anddrewupacomprehensiveworkplanfor

conservingenergyandreducingemissions.Wevigorouslydevelopedclean

energy.Newpowergeneratingunitswithacapacityof445millionkWwereput

online,includinghydropowerplantswith96.01millionkWcapacityand

nuclearpmverplantswith3.84millionkWcapacity.Wedecommissionedsmall

thermalpowerplantswithacapacityof72.1millionkWandeliminateda

numberofoutdatedcoal,steel,cementandcokeproductionfacilities.Wemade

progressonkeyecologicalforestryprojects,andafforestedatotalof25.29

millionhectares.Weappliedacombinationofapproachestocontrolsoilerosion

on230,000km2ofland,andstrengthenedeffortstocontrolwaterandair

pollutioninkeywatersheds,preventand
