Alongwiththewholeworldelectroniccommerceswiftandviolentdevelopment,theelectroniccommercescaleexpandsdaybyday,ifUSin2000theelectroniccommerceamountsto488.7billionUSdollars,Japanese31.9billionUSdollars,German20.6billionUSdollars.Thereupon,thevariouscountriesunceasinglyopenssendsouttheformtobediverse,thecharacteristiceachdifferentelectroniccommercesolution.But,becausevariouscountriesandsomeinternationalorganizationtoelectroniccommerceunderstandingexistencedifference,thustheformulationandimplementationdevelopmentelectroniccommercepolicyalsohastheobviousdifferencebetweenthecountryandthecountryelectroniccommerceliveagentlackstheeffectivecoordinatedmechanismtodevelopslowly,simultaneouslyacountryinteriorelectroniccommerceactivityalsobecauseoflackstheeffectivepolicysafeguardtoreceivetherestriction.Therefore,theresearchdiscussionelectroniccommercepresentsituationandtheformulationimplementationappropriateelectroniccommercepolicyquestionextremelyisurgent.Butinourcountry,thecomputerandthenetworktechnologypopularizationandthedevelopment,theelectroniccommercerapidlyrises,themultitudinousinformationtechnologyenterprise,theventurecapitalcompany,theproductioncirculationenterprisedevelopstheelectroniccommerceinabundance.

ButtheinformationtechnologyalreadybecametheChineseenterprisecorrelationelectroniccommercetoentertheworldinthenewcenturythetrueopportunity.Marketmoreopen,theenterprisewillinducttheelectroniccommercetheproportiontocontinuetoincrease,Chinawillbecometheelectroniccommercetobequickestintheglobaldevelopment,oneofpotentialbiggestareas.

Atpresent,morecomprehensiveandauthoritative,andcanbegenerallyacceptedtheviewthatpeoplearedividedintotwolevelsofe-commerceconceptthatabroade-commerceandE-commerce.Generale-commercereferstothedigitalprocessingallthewaywiththebusinessactivities,theystressedthatthenetworkcomputingenvironmentinthecommercialapplication.E-commercereferstothenetworkthroughinformationproductsandservicestocarryouttradingactivities.Thecontentoftheirtransactionscanbetangibleproductsandservices,mayalsobesomeintangibleproducts.E-commerceistheelectronicmeanstotheoriginalbusinessasthemainstayoftraditionalshoppingchannelforthetransferofsalestotheInternetup,breakingthecountriesandregions,bothtangibleandintangiblebarrierstoglobalizationofproductionenterprises,networking,angible,personality-oriented.

Withtherapiddevelopmentofinformationnetworktechnology,electroniccommerceininternationaltrade,anincreasinglyimportantroleinthefield.AccordingtotheWorldTradeOrganization-relatedstatistics,asoftheendof2002,theuseofinformationnetworkstocarryoutinternationaltradeinworldtradehasaccountedfor10%-15%oftotale-commercehasgraduallybecomethemainformofinternationaltrade.E-commercewithonlinemarketing,onlineconsultation,onlineordering,onlinepayment,electronicaccounts,servicedelivery,withtheconsultation,thetransactionmanagementfunctiononallaspectsofthefieldofinternationaltradehasbroughtaprofoundimpact.

SMEsandlargeinternationalcompaniestocompeteintheinternationalmarketpossible.E-commercecompaniesinthecreationofanewmodeofinformationtransmissionaswellasthecreationofanewcorporateorganization-electronicvirtualenterprise.Virtualenterpriseuseofmodernmeansofcommunicationandinformationnetworkfocusedonagroupofindependentsmallandmediumcompaniesthepurchaseorsaleofrights,theuseoflaborfromaroundtheworldfortheirproduction,thussavingalotoflaborcosts,sothatSMEswithinternationallarge-scaleenterprisesintheinternationalmarketpossibletocompete.Thevirtualenterprisehasanumberoftraditionalcompaniesdonothavetheadvantages.
