lessthan40%ofthetotalarableland,Agriculture’sabilitytowithstanddroughtlow.toanincreasinglackofwater-reducingconditionstomaintainstabledevelopmentofagriculture,protectionofwaterresourcesrequiresastrongsametime,industrializationandurbanizationaccelerating,madeofwatersecurityahigherdemand,urbanandruralwaterresourcesmoredifficultgiventhetaskofwatermanagementfromtheanalysisofwatersupplyanddemandforecasts,by2015,thecity’swaterdemandoftheindustry766millionm3,accordingtothecurrentwatersupplycapacity,andwater1.75billionm3;
2020,thecity’swaterdemandoftheindustry885millionm3,calculatedinaccordancewiththepresentwatersupplycapacity,water294millionm3.Therefore,wemustputstrictmanagementofwaterresourcesasasolutiontowatersupplyanddemandfundamentalway,enhancewateroptimumallocationofresourcestoco-ordinatetheconstructionofwaterconservancyprojects,andstrengthentheprotectionofwaterresourcesconservation,sustainableuseofwaterresourcesforurbanandregionalsustainabledevelopment.

Atpresent,Chinaisinthetraditionaltomodernirrigationwaterandsustainablewaterchangesinthekeystage.Tomeettheeconomicandsocialrestructuringanddevelopmentofwaterresourcesandthenewsituation,wemustconsidertheeconomicandsocialco-ordinationandwaterconservation,waterenvironment,water,ecologicalprotection,theimplementationofsustainabledevelopment,watermanagementstrategy,focusedonthefollowingthreeareastoachievefundamentalchange.
