Article1inordertostrengthentheeffectiveprotectionoftheTangLuoyangruinsandthereasonableuse,accordingtothe"

People'

sRepublicofChinaculturalrelicsprotectionlaw"

andotherlawsandregulations,combinedwiththepreservationofthestatusquoofSuiandTangDynastiessiteofLuoyangcityandtheactualcity,theenactmentofthisordinance.

ArticlesecondtheSuiandTangDynasties,"

Luoyangcityruins"

referstotheSui,Tangandotherdynastiesinthecityadministrativeareasoftheruins.

Thirdunitsandindividualsengagedintheplanning,construction,archaeologicalexcavation,tourismdevelopment,production,lifeorotheractivitiesoftheruinsoftheSuiandTangDynastiesinthecityofLuoyangshallcomplywiththeseregulations.

TheFourthMunicipalPeople'

sgovernmentisresponsiblefortheprotectionoftheruinsofLuoyangcityduringtheSuiandTangdynasties.

TheadministrativedepartmentofculturalrelicsofthecityistheadministrativedepartmentinchargeoftheprotectionoftheruinsofLuoyangcityduringtheSuiandTangdynasties.Otherrelevantdepartmentsshall,inaccordancewiththerelevantlawsandregulations,jointlyperformtheprotectionoftheruinsofLuoyangcityinSuiandTangDynastieswithintheirrespectivefunctionsandresponsibilities.

ThedistrictandCountyPeople'

sgovernmentsatthesiteofthesiteshallberesponsiblefortheculturalrelicsprotectionoftheSuiandTangDynastiesandtheLuoyangcityruinsintheiradministrativeareas.

FifthLuoyangcityinSuiandTangDynastiesrelicsprotectionwork,theimplementationofthenationalprotectionandsocialprotectionoftheprincipleofcombining,implementtheprotectionandrescuefirst,rationalutilization,strengtheningmanagementapproach,toensuretheauthenticityandintegrityoftheTangLuoyangruinsandhistoricalandnaturalenvironment.

SixthimportantsitesintheSuiandTangDynastiesLuoyangcityinclude:

（a）Miyagisite:

threelanenorth-southlinetotheEast,SouthRoad,KaixuanStreetYutongEast-Westline,WesttotheglassfactoryRoadNorthandsouthline,northtoSouthroad.

（two）theoutercitywalls（includinggates）site:

DongyuannorthgateofthetempletothesouthofthevillageofTangChengJiaoCunline,7312meterslong;

fromthecornerofNanyuanvillagetothenorth,WesttotheancientcityofNorthline,7290meterslong;

theancientcitynorthtoXiYuanMiaoGouCunlongline,6776metersnorth;

thegatesVillageMiaoGouCuntoTangDynastytempleline,6138meterslong.

（three）hanjiacang（includingcitygates）site:

EastStreetequalnorth-southline,SouthtotheZhongzhoucanal,WestRingRoadnorthextensionline,northtothenorthbound200metersEast-Westlinespring.

（four）nearthepalaceandJiuzhoupoolsiteconstructionsite:

EastSouthtotheDingdingRoad,WestRoad,GuanghuaRoad,northtoSouthroad.

（five）thenewlakesite:

EastSouthtoreach,nineroad,WestPhoenixStreet,northtothreestreet,east-westlinecivilizationStreetcomplex.

（six）LuonanLiFangareasite:

EastLeeRoadNorthandsouthline,Southtothecityroad,ChengJiaoCunEast-Westline,WesttotheWangchengAvenueline,northtotheLuoheriver.

（seven）huiluostorehousescityruins:

EastAvenueMuslimEast100metersnorth-southline,southofStateRoad310South500metersEast-Westline,WesttotheMuslimAvenueWest1000metersnorth-southline,northtoStateRoad310North800metersEast-Westline.

（eight）Shangyanggongsite:

EastglassfactorySouthRoad,SouthtotheLuoheRiver,Westtothestadiumroad,northtotheZhongzhouCanalline.

（nine）HebiPalacesite:

locatedinthenortheastofloessridgevillage100metersdragonpool,anareaofabout30squaremeters.

（ten）theSongDynastyofficeruins:

MarketStreetEast,SouthtoWestStreet,WestStreetFanVillage,northtothesouthsideofZhongzhouroad.

Accordingtoarchaeologicalfindingsorresearchfindings,importantsitesandtheirscopeshallbepromptlysupplementedaccordingtolaw.

SeventhLuoyangcityruinsduringtheSuiandTangDynastiesincludethefollowingareasofprotection:

（a）Miyagi,imperialreserve:

NorthtoNorthRoad500meterseast（original）;

RailwayClub,NorthStreet,SouthStreettotheeastwestline;

ChunduGroup,GuanghuaRoad,WallStreet,theater71roadline;

SouthtotheMunicipalPeople'

sCongress（original）officebuildingtothenorthshorelineEastluohe.ThescopeofprotectionincludingMiyagi,50metersoutsidetheImperialCitywall.

（two）thescopeofprotection:

NorthLuonanRiverwesttothenorthwest;

NieWanCunruinsoftheancientvillageoframmedearth,thewestline;

southofancientLuoqu,ChengJiaoCunnorthwestline;

northwestcorner,EastVillagebytheVillageWestVillage,WestVillageWestLinesubfloor.

（three）thescopeofprotectionoftheoutercitywalls:

LuoheRivertothenorthoftheoutercitywallsoutsidetherangeof50meters,theLuoheRiversouthoftheoutercitywalls100metersoutsidethescopeofprotection.

（four）thescopeofprotection:

fromXindiandragonpondditchnorthofthevillage,aNorthLineEasttoSigouLiuXingCunLiuXingCunsoutheast;

fromthesoutheastsouththroughYuJiaYing,theEmpressDowagerZhuang,SouthtoeastofLuohe,fromtheSouthWestlineofLongtanTemple;

LuoheNorthdikelineforthesouth,thefourlinestheintersectionofprotectedareasformaquadrilateral.

（five）thescopeofprotection:

thetempleofSouthwestRingExpressway,WestTempleDonggouvillage,ZhangVillageEast,northsouthZhangvillage,ChenVillagesouth.

（six）thescopeofprotection:

xujiayingXinDianZhenXuJiaYingCunnortheast,LuoyangnorthernEK-ChorMotorcycleCo.,West,South450metersnorthluoyi.

（seven）fivefemale.Thescopeofprotection:

factorynorthandsouthoftheLonghairailway,EastJianhe,XigongDistrictWestoftheasphaltfactory.

（eight）thescopeofprotection:

theLeightonWebworksGouGoucenterYingjiaSuiandTangruinsasthestartingpoint,aroundtheextensionof300squaremetersofprotectedareas.

（nine）avillage,QuJiaTunVillage,isbetweenthescopeofprotection:

QuJiaTunJianheinLuohe.

Thescopeofprotectionisredrawnfromitsnewregulations.

EighthSuiandTangDynastiesLuoyangcitysiteconstructioncontrolzone,includingthefollowingareas:

（a）SuiTangdongcapitalcontrolarea:

locatedinthenortheastofthecityofSuiandTangDynastieseastarea,NorthVillage,TangYueTempleEastline;

TangTempledoor,towervillage,LiLouwestline;

SouthLuoheRiver;

totheWest（formerly）RailwayBranchClub,NorthStreet,SouthStreetline.

（two）theoutercitywalls:

LuoheRiversouthofthecontrolareaoftheoutercitywallsoutsideofthe100to200meters.

（three）Xiyuancontrolarea:

eastboundary:

71Southroad.North:

nineroadtoNanshannullahline.Southernboundary:

71SouthRoadtoYiyangCounty,villagelockvillagebetweentheLuorivernorthandLuoheriver.West:

WangXianghe,GuoPingHeline,northtoXiMaGouVillageinLuoyangCity,thesoutherntipofYiyangCountyforvillagevillagelock.

Theconstructionofthecontrolzonewasredrawnfromitsnewregulations.

TheninthMunicipalPeople'

sGovernmentshallbetheprotectionandmanagementofLuoyangcityinSuiandTangDynastiesruinsintonationaleconomicandsocialdevelopmentplanning,preparationofTangLuoyangruinsprotectionplanningandtheplanningandtheoverallplanningofurbanandrurallanduseinthecity.

TenthcityadministrativedepartmentofculturalrelicsshallbeofLuoyangcityinSuiandTangDynastiesimportantsites,siteprotectionzoneandtheconstructioncontrolzonesetupprotectionsignsandmarkersofprotectionfacilitiesandpublicity.

Nounitorindividualmaymoveordamagetheprotectivefacilitieswithoutauthorization.

ArticleeleventhprohibitsthefollowingactsontheimportantsitesofLuoyangCity,SuiandTangdynasties:

（1）photographingtheareasorculturalrelicswithforbiddenshootingmarks;

（two）intheculturalrelicbuildingsandstructuresonsmearingandcharacterization,climbing,post;

（three）dumping,stackinggarbageandsewagedischargeanddrainage;

（four）repairthetomb,tombstone;

（five）unauthorizedbuilding,kilns,wells,pondsdigging,digging,diggingditches,soilreclamation,etc.;

（six）storinginflammable,explosive,corrosiveandotherhazardoussites;

（seven）unauthorizedcollectionofculturalrelics;

（eight）otheractsthatendangerthesafetyoftheruins.

TwelfthwithinthescopeoftheprotectionoftheruinsofLuoyangcityintheSuiandTangDynasties,unauthorizedconstruction,orblasting,drillingandexcavationmaynotbecarriedoutwithoutauthorization.Ifitisnecessarytocarryouttheprojectconstruction,itshallbeinconformitywiththeprotectionplanoftheLuoyangcityruinsofSuiandTangDynasties,andincaseofsiteselection,theopinionsofthemunicipaladministrativedepartmentforculturalrelicsshallbesoughtinadvanceandtheapprovalproceduresshallbecarriedoutinaccordancewiththelaw.
