其功能定位是：
改革发展、体制创新的综合试验区，城乡统筹、科学发展的示范区，经济社会发展的核心增长极；
以产业聚集为基础，以高新技术产业、先进制造业和现代服务业为支撑，充分发挥开封文化资源优势，融居住办公、科研教育、旅游休闲、商贸物流、现代农业为一体，城市功能完善的生态型、现代化、复合型新区。
