很快乐有时机出席这次世界经济论坛非洲峰会。

感谢施瓦布先生的热情邀请，也感谢乔纳森总统的周到安排。

本届峰会以“促进包容性增长，创造就业时机〞为主题，现实针对性很强。

我谨代表中国政府对峰会的召开表示热烈祝贺！

ItgivesmegreatpleasuretoattendtheWorldEconomicForumonAfrica.IwishtoexpressthankstoMr.Schwabforhiskindinvitation,andtoPresidentJonathanforthemeticulousarrangements.Thethemeofthisyear’sforum,“ForgingInclusiveGrowth,CreatingJobs〞,couldnothavebeenmorerelevant.OnbehalfoftheChinesegovernment,Iwouldliketowarmlycongratulateyouontheconveningoftheforum.

非洲是世界文明的重要发源地。

近百年来，这片古老而神奇的土地发生了巨大变化。

非洲人民掌握了自己的命运，实现了民族解放和国家独立。

进入新世纪以来，非洲经济迸发出巨大活力，连续十几年年均增长超过5%，经受住了国际金融危机的严峻考验。

非洲社会总体保持稳定，经济进入增长快车道，正在成为崛起的大陆。

Africaisanimportantcradleofworldcivilization.Overthepastcentury,greatchangeshavetakenplaceonthisancientandfascinatingland.ThepeopleofAfricahavetakentheirdestinyintheirownhandsandachievednationalliberationandindependence.Andsincethebeginningofthenewcentury,Africahasdemonstratedstrongeconomicvitality,realizinganaverageannualgrowthofover5%for10-plusyearsinarow,despitetheseverechallengesbroughtbytheglobalfinancialcrisis.Africahasmaintainedoverallsocialstabilityandfasteconomicgrowth,andemergedasacontinentontherise.

三天前，我在非盟总部演讲时说，非洲堪称世界“三个一极〞。

首先，非洲有54个国家，注重以“一个声音说话〞，已成为世界政治舞台上的重要一极。

第二，非洲经济总量超过2万亿美元，2013年全球增长最快的10个国家，有7个在非洲，已成为全球经济增长的重要一极。

第三，非洲有1500多个民族，文明的多样性在这里充分表达，是人类文明的多彩一极。

在世界政治经济格局中，多几个“极〞，总比少几个“极〞要好。

非洲的崛起和形成新的一极，将使世界更民主、更稳定、更具活力，也更丰富多彩，更有利于全球和平、开展与进步。

Threedaysago,whenIspokeattheAUheadquarters,IsaidAfricawasa“pole〞oftheworldinthreeways.First,Africa,hometo54countries,iscommittedto“speakingwithonevoice〞.Africahasthusbecomeamajorpoleintheworldpoliticalarena.Second,Africahasaneconomicaggregateofover2trillionUSdollars.Oftheworld’stenfastestgrowingeconomiesin2013,sevenareinAfrica.Africais,therefore,alsoamajorpoleinglobaleconomicgrowth.Third,therearemorethan1,500ethnicgroupsinAfrica.SuchculturaldiversityonfulldisplayheremakesAfricaacolorfulpoleinhumancivilization.Intheinternationalpoliticalandeconomiclandscape,itisalwaysbettertohavemore“poles〞thanfewer“poles〞.TheriseofAfricaasanewpolewillonlymaketheworldmoredemocratic,stable,dynamicandcolorful,andbetterfacilitatepeace,developmentandprogressintheworld.

女士们，先生们！

LadiesandGentlemen,

包容性增长已成为世界普遍认同的开展理念。

一国之内实现就业、公平和平衡开展是包容性增长，国家和地区之间平衡开展也是包容性增长。

中国和非洲加起来有23亿多人口，我们加强互利合作，有助于提升双方人民的福祉，促进世界经济平衡开展，这本身就是世界上最大的包容性增长。

Inclusivegrowthisadevelopmentconceptwidelyembracedintheworld.Itreferstoemployment,fairnessandbalanceddevelopmentinonecountry.Italsoreferstobalanceddevelopmentamongcountriesandregions.TopromotemutuallybeneficialcooperationbetweenChinaandAfrica,withacombinedpopulationofover2.3billion,contributestothewell-beingofthetwopeoplesandmorebalancedgrowthoftheworldeconomy.Thisinitselfisthemostsignificantinclusivegrowthintheworld.

非洲是开展中国家最集中的大陆，尽管不少非洲国家经济相继起飞，但仍面临根底设施薄弱、就业缺乏、贫困人口较多等严峻挑战。

中国是世界上人口最多、面积最大的开展中国家，虽然经济总量居世界前列，但在联合国人类开展指数的排名仍在100位左右。

中国同非洲面临许多相似的问题，双方的开展互为对方的机遇。

本世纪以来，中国经济的强劲增长，带动了非洲大量商品出口，对非洲增长形成支撑；非洲经济的巨大潜能，吸引着中国企业赴非投资兴业，也扩大了中国经济开展的空间。

非洲有根底设施和产业开展的现实需求，在这些方面，中国有较强的投资建设能力和充裕产能。

双方经济具有很强的互补性，彼此取长补短，互利合作，必将为中非各自开展注入更强劲的动力。

Africaisthecontinentwiththelargestnumberofdevelopingcountries.Despitetheeconomictake-offinmanyAfricancountries,dauntingchallengesremain,suchasweakinfrastructure,underemploymentandpoverty.Chinaisthebiggestdevelopingcountryintermsofpopulationandsize.ItistruethatChinaisoneoftheleadingeconomiesintheworld,butitsrankingintheUnitedNationsHumanDevelopmentIndexisstillaroundthe100thplace.ChinaandAfricafacemanysimilarproblems,andtheyhavemuchtogainfromeachother’sdevelopment.Sincethebeginningofthiscentury,China’srobusteconomicgrowthhasbroughtalongmassiveexportsofAfricangoodsandprovidedsupportforAfrica’sgrowth.TheenormouspotentialinAfrica’seconomyhasattractedChineseinvestmenthereandprovidedgreaterroomforChina’sowneconomicdevelopment.Africaneedsinfrastructureandindustrialdevelopment,whereasChinahasfairlystrongcapabilitiesinfinancingandconstructionandspareproductioncap
