TheCompetencyDictionaryhasbeendesignedasaresourceforsupervisorsandnon-supervisoryemployees.ItsprimarypurposesaretobringmoredetaileddefinitiontothebehaviorsthatareimportantfortheUniversitytoachieveitsstrategicgoalsandtocreateacommon,objectivelanguagefortalkingaboutbehavioralskills.
EachCompetencyinthedictionaryhasaDefinitionandasetofbehavioralskillscalledBehavioralIndicators.TheBehavioralIndicatorsareobservablebehaviorsthatindividualsemploywhentheyaredemonstratingaparticularCompetency.Forexample,whenanemployeeisdemonstrating“Initiative”,oneofthethingsotherswillobservethatindividualdoingisseekinginformationfrommanydifferentsourcesbeforedecidingonhis/herownapproach.ThisisthethirdbehavioralindicatorinthedictionaryundertheCompetency“Initiative”.Notethatobservingabehaviormeansyoucaneitherseeorhearanindividualexhibitingthatbehavior.
Duringtheplanningphaseoftheperformancemanagementprocess,supervisorsandtheiremployeesusethedictionarytodeterminehowtheemployeecanmosteffectivelyachievetheirgoalsorplannedoutcomes.ThereareCompetenciesthatarebaselinerequirementsandareexpectedofallemployeesattheUniversity.Theyare:
Reliability,Integrity,Accountability,Flexibility,Diversity,BasicComputingSkills,andInterpersonalRelationships.Thedictionarycontainselevengeneralcompetenciesandsevenmanagementandleadershipcompetenciesfromwhichemployeesandsupervisorscanchoose.Employeesandsupervisorswillchoosethreetofivecompetenciesfromtheapplicablelist.Itisimportanttochoosethethreetofivecompetenciesthatwillhelptheemployeeachievehis/herplannedoutcomesorgoals.Allcompetenciesareimportant,buttherearecertaincompetenciesthataremorerelevantthanotherstotheparticularjoborfocusfortheyear.Note:
AllemployeesinsupervisorypositionsmusthaveCoachingasacompetency.
OncetheCompetencieshavebeenselected,thesupervisorandemployeeagreeonthreeBehavioralIndicatorsineachCompetencythatwillbeperformanceexpectationsforthatstaffmember.Itisnotsufficient,though,tousetheBehavioralIndicatorsverbatim.Whentheyarerecordedasperformanceexpectationsontheperformancemanagementworksheet,theBehavioralIndicatorsmustbeeditedtoberelevanttotheemployee’splannedoutcomes.Asanexample,aplannedoutcomeorgoalforanadministrativeassistantmaybeto,“Createfirstdraftsofdocumentsandreportswith98percentaccuracy.”ItisreasonabletoassumethatakeyCompetencyrelatedtothisexpectedoutcomeisAttentiontoDetail.ArelevantBehavioralIndicatormightbe,“Double-checkstheaccuracyofinformationandworkproduct.”ApossibleeditforthisBehavioralIndicatormightbe,“Double-checkstheaccuracyofgrammar,content,andstyleonalldepartmentdocumentsandreports”.
Duringthemanagingandappraisingphasesoftheperformancemanagementprocess,supervisorsandemployeesusethedictionarytounderstandandclassifythebehaviorsofthemselvesandothers.Thelanguagecontainedinthedictionarycanbeusefulinhelpingsupervisorsandotherfeedbackproviderstodocumentanddiscussspecificexamplesoftheuseofthebehavioralskillsidentifiedasperformanceexpectations.
