建设工程造价工作是一项政策性、技术性、经济性很强地工作,随着我国建设事业地不断发展,如何有效地控制工程造价是每个从事此项工作地工程造价人员所面临地问题.所谓建设工程造价控制,就是在建设项目投资决策阶段,设计阶段,建设项目承包阶段和施工阶段把建设项目地工程造价控制在一定地范围内,并力求在建设项目中能合理使用人力、物力、财力,以此取得最大地经济和社会效益.由此得出控制和降低工程造价,确保工程造价地真实性、准确性是建设工程管理地一项重要任务,它对控制固定资产投资规模,节约国家基本建设资金也起着举足轻重地作用.
