——在第八届中欧工商峰会上的演讲

尊敬的范龙佩主席，巴罗佐主席，

女士们，先生们：

PresidentHermanVanRompuy,

PresidentJoseManuelBarroso,

LadiesandGentlemen,

很高兴与中欧工商界的新老朋友在布鲁塞尔相聚。

这是我第八次出席中欧工商峰会，我十分珍惜与中欧企业家进行坦诚交流的机会。

ItgivesmegreatpleasuretomeetinBrusselsfriendsoldandnewfromtheChineseandEuropeanbusinesscommunities.ThisistheeighthtimeformetoattendtheChina-EUBusinessSummitandIvaluethisopportunitytohavecandidexchangeswithChineseandEuropeanentrepreneurs.

中欧关系是世界上最重要的伙伴关系之一，也是中国对外关系的战略重点。

我本人为推动中欧关系的发展倾注了很深的感情。

屈指算来，我担任中国政府总理以来，连续10次参加中欧领导人会晤，先后11次踏上美丽的欧洲大地，访问过18个欧盟成员国，与许多欧洲领导人结下了深厚的工作情谊。

记得2003年10月，我首次参加中欧领导人会晤，就同欧方领导人共同决定建立中欧全面战略伙伴关系；在欧盟经历最大一次东扩之际，我用就职后的首次欧洲之行表达中国对欧洲一体化的坚定支持；在国际金融危机肆虐的危急关头，我展开访问欧洲多国的“信心之旅”，与欧洲领导人深入探讨应对危机、深化合作之策；在欧债问题加深蔓延的时刻，我与欧方领导人深入交换意见，及时传递出中欧同舟共济、守望相助的真诚意愿。

这些场景至今历历在目，难以忘怀。

China-EUrelationshipisoneofthemostimportantpartnershipsintheworldandastrategicpriorityinChina'sforeignrelations.Iholdthedevelopmentofthisrelationshipclosetomyheart.AsChinesePremier,IhaveattendedtheChina-EUSummitfor10consecutivetimes,setfootonthebeautifullandofEurope11timesandvisited18EUmemberstates.IhaveforgeddeepworkingrelationswithmanyEuropeanleaders.IrememberwhenIfirstattendedtheChina-EUSummitinOctober2003,EUleadersandIjointlymadethedecisiontoestablishthecomprehensivestrategicpartnership.AftertheEUhaditsbiggesteastwardenlargement,IusedmyfirstEuropeantripasChinesePremiertoshowChina'sstrongsupportforEuropeanintegration.Atthecriticaljunctureoftheraginginternationalfinancialcrisis,Itooka"journeyofconfidence"toseveralEuropeancountriestodiscusswithEuropeanleaderswaystotacklethecrisisanddeepencooperation.WhentheEuropeandebtissuedeepenedandspread,Ihadin-depthexchangeofviewswithEuropeanleadersandconveyedChina'ssincerewishformutualhelpandmutualsupportinthetryingtimes.Thosescenesarestillvividinmymemoryandtheyarehardtoforget.

我们高兴地看到，在中欧各界人士的精心呵护下，中欧全面战略伙伴关系日臻成熟，内涵不断丰富，各个领域的合作都结出了累累硕果。

经贸合作是中欧关系中最活跃、最有成效的部分。

2003年，中欧贸易额突破1000亿美元，2011年已达到5672亿美元，年均增长20.8%。

欧盟连续8年是中国最大贸易伙伴，中国是欧盟第二大贸易伙伴。

欧盟企业对中国的投资快速发展，累计投资达800多亿美元。

中国企业对欧投资也方兴未艾，从2003年的1亿多美元增加到2011年的43亿美元。

欧盟还是中国最大技术引进来源地，累计签订技术引进合同1500亿美元。

双方人员往来日益频繁。

2011年赴欧旅游和学习的中国公民接近200万人次，是2003年的5倍。

Wearegladtoseethatwiththecommitmentofpeoplefromallsectorsofthetwosides,theChina-EUcomprehensivestrategicpartnershipiscoveringmoreareasandgaininggreatermaturity.Wehavecarriedoutfruitfulcooperationinawiderangeoffields.BusinesscooperationhasbeenthemostvibrantandproductivepartofChina-EUrelations.OurtradetoppedUS$100billionin2003andwentontoreachUS$567.2billionin2011,representinganaverageannualgrowthof20.8%.TheEUhasbeenChina'slargesttradingpartnerforeightconsecutiveyearsandChinahasbecometheEU'ssecondlargesttradingpartner.InvestmentbyEUbusinessesinChinahasgrownrapidlyandexceededUS$80billionintotal.ChinesebusinessinvestmentintheEUisalsoburgeoning.ItsurgedfrommorethanUS$100millionin2003toUS$4.3billionin2011.TheEUisthebiggesttechnologyproviderforChina.ThetwosideshavesignedcontractsfortechnologyimportworthUS$150billion.Personnelexchangeshaveexpanded.In2011,nearlytwomillionChinesetouristsandstudentswenttoEurope,fivetimesthefigurein2003.

“事非经过不知难”。

我很清楚，这些成果是来之不易的。

回首近10年中欧关系的发展历程，我有几点体会愿与大家分享。

AsaChinesesayinggoes,"Onecannottrulyappreciatethedifficultyunlesshehasexperienceditinperson."Iknowfullwellthatalltheaforementionedachievementshavenotcomeeasily.ReviewingthecourseofChina-EUtiesinthepastdecade,IhavethefollowingobservationsthatIwouldliketosharewithyou.

第一，中欧关系的核心在于战略性。

这种战略性主要体现在中欧合作具有长期性、稳定性和全局性，它不受意识形态和社会制度差异的影响，不计较一时一事上的利弊得失，不因暂时的困难和挫折而丧失合作的信心。

这10年，中欧关系有过大踏步的前进，也出现过短暂的波折，之所以能够经受住国际风云变幻的考验，沿着正确的轨道前进，最重要的就是我们始终坚持中欧关系战略方向不动摇。

First,theessenceofChina-EUrelationshipliesinitsstrategicnature.China-EUrelationshipisstrategicbecauseourcooperationislong-term,stableandcomprehensive.Itisnotaffectedbyourdifferencesinideologyandsocialsystem.Itisnotaboutimmediategainsorlossesoveranyparticularmatteratanyparticulartime.Andtemporarydifficultiesandsetbackshavenevermadeusloseconfidenceinourcooperation.Overthepastdecade,China-EUrelationshavemadegreatstrides,althoughtheyhavealsoencounteredbrieftwistsandturns.Ourrelationshavestoodthetestofchanginginternationalcircumstancesandmovedforwardalongtherighttrack.Thisispossiblebecausewehavekepttothestrategicdirectionofourrelations.

第二，中欧关系发展能够给双方带来实实在在的利益。

这10年，中国是欧盟增长最快的主要出口市场；在中国投资兴业的数万家欧盟企业获得了丰厚的回报；中国对欧洲产品的进口快速增长和对欧洲的投资蓬勃发展，为欧盟国家创造了大量就业岗位；物美价廉的中国产品，不仅丰富了欧洲的市场，也为欧洲家庭节省了不少开支。

欧洲企业则给中国带来了先进的技术、设备、管理经验和大量深受消费者喜爱的名牌产品。

中欧关系越发展，双方人民得到的实惠就越多。

Second,thegrowthofChina-EUrelationscanbringrealbenefitstobothsides.Overthepast10years,ChinahasbeentheEU'sfastest-growingexportmarket.ThetensofthousandsofEUcompaniesdoingbusinessinChinahavehadhandsomereturns.Thefast-growingChineseimportfromEuropeandChina'srisinginvestmentinEuropehavecreatedalargenumberofjobsinEUcountries.ThequalityyetinexpensiveChineseproductshaveaddedvarietiestotheEuropeanmarketsandsavedmuchspendingforEuropeanhouseholds.Europeancompanies,ontheirpart,havebroughttoChinaadvancedtechnologies,equipment,managerialexpertiseandanarrayofbrandproductspopularamongChineseconsumers.ThefurtherChina-EUrelationsgrow,themorebenefitspeopleofbothsideswillreceive.

第三，中欧关系已经超越了双边范畴，具有越来越重要的全球影响。

中欧都奉行多边主义，积极推动国际关系民主化，维护世界和平与稳定。

双方都奉行自由、开放的经贸政策，反对贸易保护主义，促进经济全球化；双方都主张维护文明多样性，积极推动不同文明对话与交流；作为21世纪国际格局中的两支重要力量，中欧都是国际体系的积极参与者和建设者，在应对能源安全、粮食安全、气候变化等全球性挑战上发挥着重要作用。

Third,China-EUrelationshavegonebeyondthebilateralscopeandacquiredimportantinternationalinfluence.BothChinaandtheEUarecommittedtomultilateralism,greaterdemocracyininternationalrelationsandworldpeaceandstability.Webothfollowfreeandopeneconomicandtradepolicies,rejecttradeprotectionismandworktoadvanceeconomicglobalization.Webothadvocateprotectionofdiversecivilizationsandinter-civilizationdialogueandexchanges.Astwoimportantforcesintheinternationallandscapeofthe21stcentury,webothtakeanactivepartinbuildingtheinternationalsystemandplayanimportantroleincounteringsuchglobalchallengesasenergysecurity,foodsecurityandclimatechange.

第四，中欧可以通过对话磋商妥善处理各种分歧。

中欧社会制度不同，文化背景不同，发展阶段也不同，所遇到的问题和困难不一样，在一些问题上存在不同看法是正常的。

彼此尊重、坦诚沟通、增进理解，显得至关重要。

2003年以来，双方先后建立起高级别战略对话、经贸高层对话和高级别人文交流对话三大机制，各领域对话与磋商机制也从19个增加到60多个。

无论遇到什么问题，只要坚持平等对话和协商，都可以扩大共识，减少分歧，实现共赢。

Fourth,ChinaandtheEUcanproperlyhandledifferencesthroughdialogueandconsultation.ChinaandtheEUdifferinsocialsystem,culturalbackgroundanddevelopmentstage.Wefacedifferentproblemsanddifficulties.Itisonlynaturalthatweholddifferentviewsonsomeissues.Thismakesitallthemoreimportantforustohavecandidcommunicationbasedonmutualrespectandenhancemutualunderstanding.Since2003,wehaveputinplacethreemechanisms,namelythehigh-levelstrategicdialogue,thehigh-leveleconomicandtradedialogueandthehigh-levelpeople-to-peopledialogue.Ourdialogueandconsultationmechanismsinvariousfieldshaveincreasedfrom19toover60.Whateverproblemsmaycomeourway,aslongaswesticktoequaldialogueandconsultation,wewillbeabletoexpandconsensus,reducedifferencesandachievewin-winresults.

第五，面向未来的中欧关系有着光明前景。

中欧双方没有历史遗留问题，没有根本的利害冲突，在重大国际问题上拥有广泛的共同利益，这是中欧关系坚实的政治基础。

中欧经济互补性远大于竞争性，国际金融危机不仅没有改变这种互补性，而且加深了中欧经济的依存度。

这种基于优势互补和共同利益上的合作是最稳定、最持久的。

Fifth,afuture-orientedChina-EUrelationshiphasbrightprospects.BetweenChinaandtheEU,thereareneitherunresolvedissuesleftfromhistorynorconflictoffundamentalinterests.Wesharebroadcommoninterestsonmajorinternationalissues.ThisconstitutesasolidpoliticalfoundationforChina-EUrelations.Oureconomiesarefarmoremutuallycomplementarythancompetitive.Theinternationalfinancialcrisishasnotchangedthiscomplementarity.Ithasonlydeepenedoureconomicinter-dependence.Ourcooperation,whichisbasedonmutualcomplementarityandcommoninterests,ismoststableandsustainable.

目前，中欧关系处于承前启后、继往开来的关键时期，机遇和挑战都是巨大的。

双方应当立足当前，着眼长远，与时俱进，制订中欧务实合作的中长期规划，明确未来合作的蓝图，挖掘合作的潜力，推动中欧关系更加全面、深入、平衡发展。

China-EUrelationsnowstandatacrucialjunctureofbuildingonpastachievementsandopeningupnewprospectsforthefuture,andfacehugeopportunitiesandchallenges.Weneedtotakealong-termviewwhilemeetingtheimmediateneedsandadvanceourrelationshipinkeepingwiththetrendofthetimes.Weshouldworkoutamediumandlong-termplanforourpracticalcooperation,mapoutacooperationblueprintforthefuture,tapthecooperationpotentialandpromoteall-round,in-depthandbalancedgrowthofChina-EUrelations.

——要扩大双边贸易规模。

坚持贸易自由化、便利化，反对贸易保护主义，早日废除不合时宜的出口管制政策，克制使用贸易救济措施，力争2015年建交40周年之际，中欧成为彼此最大的贸易伙伴。

-Weneedtoscaleuptrade.Wemustupholdtradeliberalizationandfacilitation,opposetradeprotectionism,abolishthoseoutdatedexportcontrolpoliciesatanearlydateandexerciserestraintinresortingtotraderemedymeasures.Weshouldstriveforthegoalofbecomingeachother'sbiggesttradingpartnerby2015whenwemarkthe40thanniversaryoftheestablishmentofdiplomaticrelations.

——要大力促进双向投资。

中方愿意尽快启动中欧投资协定谈判，妥
