Sustainabledevelopmentisalong-termcommitmentinwhichallofusshouldtakepart.Aspartofsustainabledevelopment,ourfightagainstglobalwarmingshouldbewithoutrespite.Ouractivitieshavealimitedimpactonenvironment:

in2007,thetotalfootprintoftheICTsectorwasabout2%oftheestimatedtotalemissionsfromhumanactivityandtelecomsareonlyapartofICTwhichrepresentsnomorethan25%ofthese2%.

Nevertheless,mostmobilenetworkoperatorsaimatreducingtheirgreenhouseemissions,byseveralmeanssuchaslimitingtheirnetworks'energyconsumption.

InnewgenerationRadioAccessNetworkssuchasLTE,EnergySavingsManagementfunctiontakesplaceespeciallywhenmobilenetworkoperatorswante.g.toreduceTxpower,switchoff/oncell,etc.basedonmeasurementsmadeinthenetworkhavingshownthatthereisnoneedtomaintainactivethefullsetofNEcapabilities.

ByinitiatingthisWorkItemaboutEnergySavingsManagement,wehopetocontributetotheprotectionofourenvironmentandtheenvironmentoffuturegenerations.

Theobjectiveofthistechnicalworkistostudyautomatedenergysavingsmanagementfeatures.UsageofexistingIRPsisexpectedasmuchaspossible,e.g.ConfigurationManagementIRP,etc.However,thistechnicalworkmayidentifytheneedfordefininganewIRP.

Thefollowingoperationsmaybeconsideredinthisstudyitem(butnotnecessarilylimitedto):

▪Retrievalofenergyconsumptionmeasurements

▪Retrievaloftrafficloadmeasurements

▪AdjustNetworkResourcescapabilities

ItisnecessarytoensurethatESdoesnotleadtoservicedegradationorinefficienciesinthenetwork.Inparticular:

-theactivationstatusofradiostations(on/off)introducesanewscaleofdynamicityfortheUEandnetwork;

-masseffectsinsignallingpotentiallyendangerthenetworkstabilityandneedtobehandledproperly.

Itisunclearwhetherandhowcurrentlydefinedproceduresareabletocopewith,andeventuallycanbeoptimizedfor,ESconditions;thusasystematicstudyisneeded.

Thestudyaims,withinthedefinedCT1workareas,at:

-analysingUEidlemodeproceduresandUE-CoreNetworksignallingresultingfromfrequentswitchon/offofradioequipmentinall3GPPaccesses,includinghomecelldeploymentandI-WLAN;

-performingacorrespondinganalysisforconnectedmodeUEs;

-analysingsimilarimpactsfromactivationstatusofnon-3GPPaccessnetworks;
