Recently,aheateddebatehasbeenlaunchedonwhethergovernmentsshouldspendmoremoneyontechnologyornot.Ithasarousedgreatconcernamongpeople.Asisknowntoall,however,differentstakeholdershavedifferentviews,andthereisnoconsensusamongthem.Somepeoplethinkthatgovernmentsshouldspendasmuchmoneyaspossibleondevelopingorbuyingcomputertechnology.Otherpeopledisagreeandthinkthatthismoneyshouldbespentonmorebasicneeds.Althoughbothofthemarereasonable,Iaminclinedtoagreewiththeformer.Themainreasonstosupportmyopinionarelistedasfollows.
Firstofall,inmodernsociety,thecompetitionthatweareconfrontedwithismorethanfierce.Besides,intheinformationage,thetechnologydevelopsandupdatessorapidly.Onlybyincreasinginvestmentsintechnology,anddevelopingtechnology,canacountryoracompanykeepupwiththetide,andwinadvantagesaswellastriumphs.Iftheyjustfocusonbasicneeds,andnotwillingtoimprovetheirtechnology,theycannotsurvive.Atlast,theyaredoomedtobedesertedbythesociety.Thisisthesameasthesocalled"survivetothefittest"byDarwin.

Lastbutnotleast,oncethereisanimprovementintechnology,betteruseofinfrastructurewillbemade.Besides,moreperfectfacilitieswillbeconstructed.Asaresult,thestandardandthequalityofourbasicneedswillbeimproved.Atthesametime,thesocietywillbemoreadvanced.Thereisnodoubtthatourdailylifewillbecomemoreandmorecolorfulandmeaningful.Forhumansinprimitivetimes,asweallknow,theirbasicneedswerefood,clothesandsoon.Whatpeoplewantedatthattimewasgettingridofhungerandcold.Withtheimprovementoftechnologyandthedevelopmentofsociety,whatpeoplepursuearenotonlymaterialneedsbutalsomentalenjoyments.

Tostartwith,thereisnodenyingthatspendingmoneyoncomputerapplicationisawiseinvestment,sincethedevelopmentofmoderntechnologyhighlyfacilitatesindividualsnowadays.Moreimportantly,theimprovementincomputertechnologyisbeneficialtomeetfundamentalhumanneeds.Forinstance,theNation'sTechnicalInnovationProjectinChinahasbeenconductedforseveralyears,whichhasachievedremarkablesuccessinnotonlytechnologicalprogressbutalsocultivatingtalents.Needlesstosay,themoneyinvestedisworthwhile.TakeChina'sSouthNorthWaterTransferProjectforexample.ItisuniversallyacknowledgedthatinnovativetechniquesplayedasignificantroleinaddressingthenorthernpeopleofChina'sgrowingdemandforwaterduetocomputertechnologicaladvancesuchasthecomputeranaloguesimulationaswellastheoptimaldispatchsoftwaresystem.
Nevertheless,itdoesnotnecessarilymeanthegovernmentisobligatedtouseallmoneytoobtaintechnologystuff.Infact,undercertaincircumstances,governorsshallprioritizepeople'slivelihood,especiallyinpoorregions.Inotherwords,apparentlytheessentialexistentdemandsforpeoplesuchasfood,water,shelterandclothingremainthemainconcernsfacingthosepoorareas.Morespecifically,about20percentoftheworld'spopulationiscurrentlyfightingagainstpovertyandwhat'sworse,thereareroughly805millionpeoplesufferfromhungeraccordingtoUnitedNationsstatistics.Inthatcase,iflocalauthoritiesconsumealltherevenuetotechnologicalprogress,thenthepeopletherewillbehardertosurviveandbecomeinsecure.
Moreover,satisfactionoftheelementarydemandscontributestoenhancesocialawarenessandenthusiasmfortechnologyresearchanddevelopment.Likewise,howcanweexpectsomeonetobeagreatinventorwhenheorsheisstrugglingforthemostbasicservicesandcannotreceiveprimaryeducationorhealthcare?

Whilepeopletodayareenjoyingtheunprecedentedbenefitsbroughtbytheadvancementoftechnology,mosthaveignoredthethreatsthatcomealong.Somepeopleholdtheviewthatgovernmentsshouldinvestmoreoncomputertechnology,butIbelieveitsdevelopmentcanharmthemorebasichumanrightsincludinghealth,propertyrightandsocialinteraction.
Firstly,theadvancementofcomputertechnologythreatenspeople'sphysicalhealth.Ontheonehand,sittinginfrontofacomputerforalongtimeinasedatestatusreducestimeforphysicalexercisesoutdoors,leadingtoobesityandmuscle,heartandlungproblems,etc.Ontheotherhand,theproductionofacomputerconsumeslargeamountsofnaturalresources,includingwater,fuels,andchemicalmaterials.Arablelandsthatshouldhavebeenusedforfarmingareexploitedinordertoobtainmetals,ofwhichtheradiationcanincreasecancerrate.Computerwastesburiedinlandcanalsopollutewater,plantsandanimalsthateventuallycomeintoourbodies.Therefore,computertechnologyjeopardizespeople'shealthbychangingtheirlifestyleandpollutingtheenvironment.
Secondly,thedevelopmentofcomputertechnologyposesathreattopeople'spropertysecurity.TheInternethasbecomeaninstrumentfortransnationalcommercialfrauds,moneylaundry,hackings,virusinvasionsandinformationstealing.Peoplesometimessufferfromhugelossesoftheirsavingsfromactivitiessuchasriskye-financebusinesses,especiallyinternetbanktransactionsandonlineinvestment,whereinadequatesupervisionandriskmanagementcanleadtosecurityhazards.Therefore,thedevelopmentofcomputertechnologycanbeharmfultopeople'spropertyrightasmoreadvancedformsofcrimescomealong.
Third,computertechnologyalsoimpedesreal-lifesocialcommunication.Aspeoplegainalargercircleof“friends”ontheinternet,theyinteractlessintherealworld.WhileChinesepeopleusedtovisitrelativesandfriendsfromdoortodoorinthebeginningofanewyear,theynowsendthesamepieceofmessagetoalargegroupofpeoplewithoutmucheffortorsincerity.Asconvenienceisenhanced,emotionaltiesareweakened.Moretimespentontheinternetalsomeanslesstimewithfriendsandfamilies,andtheobsessionwiththeInternetcanalsocausementalproblemsandevencrimes.Therefore,thedevelopmentofcomputertechn
