Theyarebasedontheexperienceacquiredduringtheirinvolvementwiththedesign,construction,operationandmaintenanceofprocessingunitsandfacilities,andtheyaresupplementedwiththeexperienceofGroupOperatingcompanies.Whereappropriatetheyarebasedon,orreferenceismadeto,international,regional,nationalandindustrystandards.

TheobjectiveistosettherecommendedstandardforgooddesignandengineeringpracticeappliedbyGroupcompaniesoperatinganoilrefinery,gashandlinginstallation,chemicalplant,oilandgasproductionfacility,oranyothersuchfacility,andtherebytoachievemaximumtechnicalandeconomicbenefitfromstandardization.

Theinformationsetforthinthesepublicationsisprovidedtousersfortheirconsiderationanddecisiontoimplement.ThisisofparticularimportancewhereDEPsmaynotcovereveryrequirementordiversityofconditionateachlocality.ThesystemofDEPsisexpectedtobesufficientlyflexibletoallowindividualoperatingcompaniestoadapttheinformationsetforthinDEPstotheirownenvironmentandrequirements.

WhenContractorsorManufacturers/SuppliersuseDEPstheyshallbesolelyresponsibleforthequalityofworkandtheattainmentoftherequireddesignandengineeringstandards.Inparticular,forthoserequirementsnotspecificallycovered,thePrincipalwillexpectthemtofollowthosedesignandengineeringpracticeswhichwillachievethesamelevelofintegrityasreflectedintheDEPs.Ifindoubt,theContractororManufacturer/Suppliershall,withoutdetractingfromhisownresponsibility,consultthePrincipaloritstechnicaladvisor.

TherighttouseDEPsisgrantedbyShellGSI,SIEPorSIC,inmostcasesunderServiceAgreementsprimarilywithcompaniesoftheRoyalDutch/ShellGroupandothercompaniesreceivingtechnicaladviceandservicesfromShell GSI,SIEP,SICoranotherGroupServiceCompany.Consequently,threecategoriesofusersofDEPscanbedistinguished:

1)OperatingcompanieshavingaServiceAgreementwithShellGSI,SIEP,SICorotherServiceCompany.TheuseofDEPsbytheseoperatingcompaniesissubjectinallrespectstothetermsandconditionsoftherelevantServiceAgreement.

2)OtherpartieswhoareauthorizedtouseDEPssubjecttoappropriatecontractualarrangements(whetheraspartofaServiceAgreementorotherwise).

3)Contractors/subcontractorsandManufacturers/Suppliersunderacontractwithusersreferredtounder1)or2)whichrequiresthattendersforprojects,materialssuppliedor-generally-workperformedonbehalfofthesaiduserscomplywiththerelevantstandards.

Subjecttoanyparticulartermsandconditionsasmaybesetforthinspecificagreementswithusers,ShellGSI,SIEPandSICdisclaimanyliabilityofwhatsoevernatureforanydamage(includinginjuryordeath)sufferedbyanycompanyorpersonwhomsoeverasaresultoforinconnectionwiththeuse,applicationorimplementationofanyDEP,combinationofDEPsoranypartthereof,evenifitiswhollyorpartlycausedbynegligenceonthepartofShellGSI,SIEPorotherServiceCompany.ThebenefitofthisdisclaimershallinureinallrespectstoShellGSI,SIEP,SICand/oranycompanyaffiliatedtothesecompaniesthatmayissueDEPsorrequiretheuseofDEPs.

Withoutprejudicetoanyspecifictermsinrespectofconfidentialityunderrelevantcontractualarrangements,DEPsshallnot,withoutthepriorwrittenconsentofShellGSIandSIEP,bedisclosedbyuserstoanycompanyorpersonwhomsoeverandtheDEPsshallbeusedexclusivelyforthepurposeforwhichtheyhavebeenprovidedtotheuser.Theyshallbereturnedafteruse,includinganycopieswhichshallonlybemadebyuserswiththeexpresspriorwrittenconsentofShellGSI,SIEPorSIC.ThecopyrightofDEPsvestsinShellGSIandSIEP.UsersshallarrangeforDEPstobeheldinsafecustodyandShellGSI,SIEPorSICmayatanytimerequireinformationsatisfactorytotheminordertoascertainhowusersimplementthisrequirement.

1.INTRODUCTION

1.1SCOPE

ThisDEPgivestheminimumrequirementsfordesignandmanufacturingofdirect-coupledelectricalvariablespeeddrivesystems(VSDSs).

ThisDEPmayalsobeappliedtogenerationunitswithgeneratorsoperatingatvariablespeedsandfeedingintoanelectricalsystemwithaconstantfrequency.

AVSDScomprisestheelectricmotor,theconverterwithitscontrolandprotectionequipment,and,wherespecifiedintherequisition,alsothesupplytransformer,harmonicfilters,andexternalheat-exchanger.

Forpurchasing,thisDEPshallbeusedinconjunctionwiththerequisition.

IndividualcomponentsformingpartoftheVSDSshallcomplywithDEP 33.65.40.31CSPC,DEP 33.66.05.31CSPC,andIEC146,withallmodificationsasspecifiedinthisDEP.RequirementsdeviatingfromoradditionaltothoseofthisDEPwillbegivenforeachindividualcaseintherequisitionororder.

ItshouldbenotedthatthisDEPhasbeenwrittentobeappliedtoallVSDSirrespectiveofdutyorsizetop
