第一条　总则

Article1GeneralTerms

学院（甲方）和大学（乙方）根据《中华人民共和国中外合作办学条例》及中国的有关法规，经过友好、平等协商，在平等互惠、共同发展的基础上，双方同意开展合作办学项目，为此签订本合作协议。

Actingontheprincipleofsincerecooperationandcommondevelopment，

University（PartyA）andUniversityof（PartyB）haveagreedtoenterintothefollowingAgreementforthepurposeofcarryingoutajointeducationprograminnursingonthebasisofequalityandmutualbenefit.

2.2合作双方性质ThenatureoftheParties

甲方是经中国教育部批准的一所具有颁发国家承认本科学历资格的全日制本科院校，乙方是英国依法成立的一所高等学府，可颁发本科学历证书。

PartyAisafull-timeuniversityapprovedbytheChineseMinistryofEducationwiththequalificationofissuingnationallyrecognizedBachelor’sdegreecertificate.PartyBisalegallyregisteredhighereducationalinstitutioninUKwiththequalificationofissuingBachelor’sdegreecertificate.

第三条　合作办学项目

Article3JointEducationProgram

名称：

国际护理专业合作办学项目协议书（3+1），以下简称“项目”。

Name:

AgreementonSino-UKJointEducationPrograminInternationalNursing（3+1），hereinafterreferredtoas“theProgram”.

第四条合作办学项目的实施

Article4TheImplementoftheJointEducationProgram

4.1办学宗旨TheAimoftheProgram

遵守中华人民共和国宪法、法律、法规和有关政策，发挥中、英合作双方的优势，为构建我院现代化且适应国际竞争、探索护理教育特点的多元化办学体制做出有益尝试，努力为地区医疗卫生事业及社会和经济发展培养高素质、专业型、双语型、具有国际理念的护理人才。

BothPartiesshallabidebytheConstitution，Laws，RegulationsandRulesofPeople’sRepublicofChinawhileseekingcooperationineducation，bringingbothparties’advantagesintofullplayinbuildingmodernizationofnursingeducation.TheProgramisdesignedtotrainstudentswithinternationalcompetitiveness，toexplorethediversifiednursingeducationandschoolsystem，andtocultivatehighlyqualified，professional，bilingual，internationalnursingtalentsforthegrowthofChina’snursingindustryandthedevelopmentofthesocietyandeconomy.

4.2课程设置CurriculumPlan

根据培养高素质、专业型、双语型、具有国际理念的护理人才。

中外双方根据培养目标，共同制订培养计划和教学大纲。

Theteachingplanisdesignedbybothpartiesonthebasisofproducinghighly-qualified，professional，bilingual，andinternationalnursingtalents.

4.3学生来源、学制和规模TheResourceandScaleofStudentsandtheLengthofSchooling

招收普通高中毕业生，由甲方通过高招计划内录取，本合作办学项目计划每年招收50人，学制为4年，前三年在甲方学校学习，第四年在乙方学校学习，毕业后颁发甲方、乙方双方本科学历。

TheProgram’stargetedstudentsarehighschoolgraduatorswhohavepassedthenationaluniversityentranceexaminationandwhoaretobeadmittedbyPartyAwithinthenationalplannedenrollmentquote.ThetotalperiodoftheProgramisfor4years.The4-yearProgramrecruits50studentsperyear，duringwhichstudentsstudywithPartyAinthefirstthreeyearsandwithPartyBinthefourthyear.BachelordegreesfrombothPartyAandPartyBshallbeissuedafterstudents’successfulcompletionoftheProgram.

4.4学生的培养目标TheStudentCultivatingAim

1.具有国际理念的护理人才。

Bearinginternationalnursingphilosophy.

2.熟练掌握中英两种语言的高端护理人才。

MasteringbothChineseandEnglishskills.

3.有较宽的专业知识面，包括对相关的学科有基本的了解。

Broadeningprofessionalscopeofknowledgeandhavingabasicunderstandingofrelateddisciplines.

4.在社交、礼仪等方面具备应有的素养，有较强的独立解决问题的能力。

Havingnecessaryaccomplishmentinsocialcontactandetiquetteandsoundabilityinsolvingproblemsindependently.

5.服务我国未来医疗卫生发展的护理事业。

ServingthedevelopmentofthenursingindustryofChina.

4.5学生的毕业去向GraduatesEmployment

对毕业学生甲方将根据“择优推荐”的原则，向中外企事业单位和其他用人单位推荐录用。

有条件自费出国继续深造学历者，学院将提供相应的咨询服务。

ExcellentstudentscanberecommendedbyPartyAtoworkinstate-ownedorforeignorjointlyownedentities，organizationsorcompanies.Thosewhoarefinanciallycapableofandplantofurthertheirstudiesabroad，PartyAwillprovidethemwithrelevantconsultantservices.

4.6合作项目的师资TeachingResourcesoftheProgram

甲方选派优秀教师担任本项目主要教学工作。

乙方负责选派或招聘合格的、经验丰富的教师前来承担有其负责的教学部分。

PartyAshallselectqualifiedteacherstoundertakethemajorpartoftheteachingwork.PartyBshallsendorrecruitqualifiedandhighlyexperiencedteacherstoundertakeitspartoftheteachingwork.

第五条合作双方的责任和义务

Article5Responsibilitiesandobligationsofthetwoparties

5.1甲方责任ResponsibilitiesofPartyA

1）负责办理为设立中英国际护理合作办学项目，向中国有关主管部门申请、批准、登记注册等事宜。

ResponsibleforsuchaffairsasapplicationtorelevantChinesegovernmentauthorityforapprovalandregistration，etc.ofthesaidSino-UKjointeducationprogramininternationalnursinginChina.

2）负责按期提供项目所需的上课教室、办公室、专用教室及设备等。

Responsibleforprovidingclassrooms，offices，specialclassrooms，teachingequipmentandallothernecessaryfacilities.

3）负责项目正常教学活动的开展和学生管理，做好中方教职工的选派、培训和工作安排，做好外方教师的教学协助和质量监督。

Responsibleforcarryingoutteachingactivitiesandstudentsmanagement，selectingqualifiedteachingstaffandprovidingassistancefortheteachingstaffsentbyPartyBaswellasconductingqualitysupervision.

4）负责合作项目做好招生和毕业生推荐工作，保证每年的招生不低于50名。

Responsibleforrecruitmentandrecommendationforemployment，ensuringthatannualenrollmentsarenolessthan50students.

5）负责派遣专业教师或相关教师赴乙方进修、学习，保证学校的师资能满足该项目授课的要求。

ResponsibleforsendingacademicteachersorotherrelevantteacherstoPartyBforthemtoreceiverelevanttrainingsandensuringthatitsteachingresourcesmeettherequirementsofthejointeducationprogram.

6）凡有关本项目的招生广告或其他宣传材料，刊登前需传真或用电子邮件发给乙方以提供意见。

AlladvertisementsandpromotionalmaterialsaboutthisProgramshallbeapprovedbyPartyBbyfaxoremailbeforebeingused.

7）负责为其赴乙方进修的教师或学习的学生办理所需的出境手续，并协助乙方所派教学或管理人员办理所需的入境签证手续。

AssistingmanagerialandteachingstaffsentbyPartyBwithvisaapplicationsforthepurposeofdeliveringteachingwithPartyAaswellasassistingitsteachersorstudentswiththeirvisaapplicationsforthepurposeofattendingtrainingsorfurtherstudieswithPartyB.

8）办理合作项目委托的其他事宜。

Responsibleforanyotheraffairsrelatedtothejointeducationprogram.

5.2乙方责任ResponsibilitiesofPartyB

1）选派合格教师、教材、教学参考用书、资料等，协助中方做好教学与管理，定期检查评估教学，保证教学质量。

确保其所安排教师承担该合作办学项目的主课科目的三分之一。

具体教学大纲、授课及教学管理由双方共同制定，并附在本协议中。

Sendingqualifiedteacherstodelivertherequiredteaching，providingteachingmaterials，assistingPartyAinteachingandmanagementaswellasinspectingandevaluatingteachingregularlytoguaranteetheteachingquality.Ensuringthatitsteachingcovers1/3ofthecorecoursesfortheProgram.ThedetailsoftheteachingarrangementandsyllabusshallbedecidedbytwopartiesandattachedwiththisAgreement.

2）协调对来华工作的外籍教师的管理，并做好有关的教学工作。

ProvidingsupervisionandsupporttoitsteachersintheircomingtoPartyAtohandletherequiredteachingandrelevantactivities.

3）每年为甲方提供2次教师培训。

ProvidingtrainingsforteachingstaffofPartyAtwiceayear.

4）乙方向甲方提供网络在线教学指导。

ProvidingonlineteachingguidanceforPartyA.

5）协助有条件赴乙方学校深造的学生申请所需签证及入学登记。

AssistingthosestudentswhoarepreparingforfurtherstudieswithPartyBintheirentryandvisaapplications.

6）办理合作办学项目所需的其他事宜。

Responsibleforanyothernecessaryaffairsrelatedtojointeducationprogram.

第六条联合管理委员会

Article6JointManagementCommittee

6.1双方同意成立管理委员会，该委员会由七名委员组成，4名出自甲方，3名出自乙方，主任由甲方任命。

ThetwoPartiesagreetosetupaJointManagementCommitteewhichconsistsofsevenmembers，ofwhomfourcomefromPartyAandthreefromPartyB，withitsDirectortobeappointedbyPartyA.

6.2管理委员会是合作项目的最高权力机构，决定项目的一切重大事宜。

对于下列重大事宜，须经管理委员会一致通过，方可生效。

TheJointCommitteeisthehighestauthorityofthecooperationProgram，determiningallmajorissuesfortheProgram.UnanimousagreementmustbereachedbytheCommitteeforthefollowingmajorissuesbeforeanyofsuchdecisionbeingputintoforce:

1）合作项目章程的修改；

Anyamendmenttotheagreementofthecooperationprogram;

2）合作项目的终止、解散；

Terminationanddissolutionofthecooperationprogram;

3）合作项目的办学方针。

Theeducationpolicyofthecooperationprogram.

下列事宜须经管理委员会五分之三以上委员通过，方可生效。

Thefollowingissuesshallbesubjecttoconsentofmorethanthree-fifthofmembersoftheCommitteebeforebeingputintoeffect.

1）此项目负责人的任命及其他的重大聘任；

TheappointmentoftheProgramleaderandrecruitmentforothermajorpositions;

2）项目负责人提出的报告和建议；

Reportsandrecommendationsfromtheprogramleader;

3）制定和修改合作项目的重大规章制度；

Formulationandrevisionofthemajorrulesandregulationsgoverningthecooperationprogram;

4）决定合作项目的发展规划；

DevelopmentplansforthecooperationProgram;

5）其他须经管理委员会通过的事宜。

AnyotherissueswhichshouldbeadoptedbytheCommittee.

6.3管理委员会每年召开两次会议，由主任召集并主持，如主任因故不能出席会议，可授权副主任主持会议。

会议记录应归档保存。

TheDirectorshallconvenetheJointManagementCommitteemeetingstwiceeachyear.IftheDirectorcannotattendthemeeting，itsDeputyDirectorshallbeauthorizedtochairthemeetingsandkeeparecordoftheminutesofmeetings.

6.4合作项目可设相应的部门，负责各方面工作。

CooperationprogrammaysetupappropriatedepartmentstobeinchargeofanyspecificaspectoftheProgram.

第七条招生数量

Article7NumberofEnrollment

第一年招生数量在50人左右（人数少于50人，由双方协商开班的必要性），从第二年起招生数量在100人左右。

Thereshouldbearound50studentsinthefirstyearoftheProgram（Ifthenumberislessthan50，thetwopartiesshalldecidethepossibilityofrunningtheProgram）.Fromthesecondyearon，thereshouldbearound100students.

第八条财务、审计

Article8Finance&Audit

8.1本项目在甲方财务部门设立专门财务账目，由甲方部门统一管理和收支，并向联合管理委员会汇报。

AspecialaccountshallbesetupfortheProgramandshallbemanagedbyParty.PartyAshallreporttotheJointManagementCommittee.

8.2合作项目的经费使用Theusingofincomeforthecooperationprogram

合作项目向学生收取的学费必须用于本项目的教育、教学或用于本项目的发展，不得挪作它用。

TuitionfeescollectedfromparticipatingstudentsmustbeusedforrunningtheProgram，teachingactivitiesa
