4、of issuing nationally recognized Bachelors degree certificate. Party B is a legally registered higher educational institution in UK with the qualification of issuing Bachelors degree certificate.第三条合作办学项目Article 3 Joint Education Program名称：国际护理专业合作办学项目协议书（3+1），以下简称“项目”。Name: Agreement on Sino-UK Joi

5、nt Education Program in International Nursing (3+1），hereinafter referred to as “the Program”.第四条 合作办学项目的实施 Article 4 The Implement of the Joint Education Program4.1办学宗旨 The Aim of the Program遵守中华人民共和国宪法、法律、法规和有关政策，发挥中、英合作双方的优势，为构建我院现代化且适应国际竞争、探索护理教育特点的多元化办学体制做出有益尝试，努力为地区医疗卫生事业及社会和经济发展培养高素质、专业型、双语型、具

6、有国际理念的护理人才。Both Parties shall abide by the Constitution， Laws， Regulations and Rules of Peoples Republic of China while seeking cooperation in education， bringing both parties advantages into full play in building modernization of nursing education. The Program is designed to train students with int

7、ernational competitiveness， to explore the diversified nursing education and school system， and to cultivate highly qualified， professional， bilingual， international nursing talents for the growth of Chinas nursing industry and the development of the society and economy.4.2课程设置Curriculum Plan根据培养高素质

8、、专业型、双语型、具有国际理念的护理人才。中外双方根据培养目标，共同制订培养计划和教学大纲。The teaching plan is designed by both parties on the basis of producing highly-qualified， professional， bilingual， and international nursing talents. 4.3学生来源、学制和规模 The Resource and Scale of Students and the Length of Schooling 招收普通高中毕业生，由甲方通过高招计划内录取，本合作办

9、学项目计划每年招收50人，学制为4年，前三年在甲方学校学习，第四年在乙方学校学习，毕业后颁发甲方、乙方双方本科学历。The Programs targeted students are high school graduators who have passed the national university entrance examination and who are to be admitted by Party A within the national planned enrollment quote. The total period of the Program is for

10、4 years. The 4-year Program recruits 50 students per year， during which students study with Party A in the first three years and with Party B in the fourth year. Bachelor degrees from both Party A and Party B shall be issued after students successful completion of the Program.4.4学生的培养目标 The Student

11、Cultivating Aim1. 具有国际理念的护理人才。Bearing international nursing philosophy.2. 熟练掌握中英两种语言的高端护理人才。Mastering both Chinese and English skills.3. 有较宽的专业知识面，包括对相关的学科有基本的了解。Broadening professional scope of knowledge and having a basic understanding of related disciplines.4. 在社交、礼仪等方面具备应有的素养，有较强的独立解决问题的能力。Havin

12、g necessary accomplishment in social contact and etiquette and sound ability in solving problems independently. 5. 服务我国未来医疗卫生发展的护理事业。Serving the development of the nursing industry of China.4.5学生的毕业去向 Graduates Employment 对毕业学生甲方将根据“择优推荐”的原则，向中外企事业单位和其他用人单位推荐录用。有条件自费出国继续深造学历者，学院将提供相应的咨询服务。 Excellent

13、 students can be recommended by Party A to work in state-owned or foreign or jointly owned entities， organizations or companies. Those who are financially capable of and plan to further their studies abroad， Party A will provide them with relevant consultant services.4.6合作项目的师资 Teaching Resources of

14、 the Program甲方选派优秀教师担任本项目主要教学工作。乙方负责选派或招聘合格的、经验丰富的教师前来承担有其负责的教学部分。Party A shall select qualified teachers to undertake the major part of the teaching work. Party B shall send or recruit qualified and highly experienced teachers to undertake its part of the teaching work. 第五条 合作双方的责任和义务 Article 5 Res

15、ponsibilities and obligations of the two parties5.1甲方责任 Responsibilities of Party A1）负责办理为设立中英国际护理合作办学项目，向中国有关主管部门申请、批准、登记注册等事宜。Responsible for such affairs as application to relevant Chinese government authority for approval and registration， etc. of the said Sino-UK joint education program in inte

16、rnational nursing in China. 2）负责按期提供项目所需的上课教室、办公室、专用教室及设备等。Responsible for providing classrooms， offices， special classrooms， teaching equipment and all other necessary facilities. 3）负责项目正常教学活动的开展和学生管理，做好中方教职工的选派、培训和工作安排，做好外方教师的教学协助和质量监督。Responsible for carrying out teaching activities and students

17、management， selecting qualified teaching staff and providing assistance for the teaching staff sent by Party B as well as conducting quality supervision. 4）负责合作项目做好招生和毕业生推荐工作，保证每年的招生不低于50名。Responsible for recruitment and recommendation for employment， ensuring that annual enrollments are no less tha

18、n 50 students. 5）负责派遣专业教师或相关教师赴乙方进修、学习，保证学校的师资能满足该项目授课的要求。Responsible for sending academic teachers or other relevant teachers to Party B for them to receive relevant trainings and ensuring that its teaching resources meet the requirements of the joint education program. 6）凡有关本项目的招生广告或其他宣传材料，刊登前需传真或

19、用电子邮件发给乙方以提供意见。All advertisements and promotional materials about this Program shall be approved by Party B by fax or email before being used.7）负责为其赴乙方进修的教师或学习的学生办理所需的出境手续，并协助乙方所派教学或管理人员办理所需的入境签证手续。Assisting managerial and teaching staff sent by Party B with visa applications for the purpose of deli

20、vering teaching with Party A as well as assisting its teachers or students with their visa applications for the purpose of attending trainings or further studies with Party B.8）办理合作项目委托的其他事宜。Responsible for any other affairs related to the joint education program.5.2乙方责任 Responsibilities of Party B1

21、）选派合格教师、教材、教学参考用书、资料等，协助中方做好教学与管理，定期检查评估教学，保证教学质量。确保其所安排教师承担该合作办学项目的主课科目的三分之一。具体教学大纲、授课及教学管理由双方共同制定，并附在本协议中。Sending qualified teachers to deliver the required teaching， providing teaching materials， assisting Party A in teaching and management as well as inspecting and evaluating teaching regularly

22、to guarantee the teaching quality. Ensuring that its teaching covers 1/3 of the core courses for the Program. The details of the teaching arrangement and syllabus shall be decided by two parties and attached with this Agreement. 2）协调对来华工作的外籍教师的管理，并做好有关的教学工作。Providing supervision and support to its t

23、eachers in their coming to Party A to handle the required teaching and relevant activities. 3）每年为甲方提供2次教师培训。Providing trainings for teaching staff of Party A twice a year.4）乙方向甲方提供网络在线教学指导。Providing online teaching guidance for Party A.5）协助有条件赴乙方学校深造的学生申请所需签证及入学登记。Assisting those students who are pr

24、eparing for further studies with Party B in their entry and visa applications.6）办理合作办学项目所需的其他事宜。Responsible for any other necessary affairs related to joint education program.第六条 联合管理委员会Article 6 Joint Management Committee6.1双方同意成立管理委员会，该委员会由七名委员组成，4名出自甲方，3名出自乙方，主任由甲方任命。The two Parties agree to set

25、up a Joint Management Committee which consists of seven members， of whom four come from Party A and three from Party B， with its Director to be appointed by Party A.6.2管理委员会是合作项目的最高权力机构，决定项目的一切重大事宜。对于下列重大事宜，须经管理委员会一致通过，方可生效。The Joint Committee is the highest authority of the cooperation Program， det

26、ermining all major issues for the Program. Unanimous agreement must be reached by the Committee for the following major issues before any of such decision being put into force:1）合作项目章程的修改；Any amendment to the agreement of the cooperation program;2）合作项目的终止、解散；Termination and dissolution of the cooper

27、ation program;3）合作项目的办学方针。The education policy of the cooperation program.下列事宜须经管理委员会五分之三以上委员通过，方可生效。The following issues shall be subject to consent of more than three-fifth of members of the Committee before being put into effect.1）此项目负责人的任命及其他的重大聘任；The appointment of the Program leader and recrui

28、tment for other major positions;2）项目负责人提出的报告和建议；Reports and recommendations from the program leader;3）制定和修改合作项目的重大规章制度；Formulation and revision of the major rules and regulations governing the cooperation program;4）决定合作项目的发展规划；Development plans for the cooperation Program;5）其他须经管理委员会通过的事宜。Any other

29、issues which should be adopted by the Committee.6.3管理委员会每年召开两次会议，由主任召集并主持，如主任因故不能出席会议，可授权副主任主持会议。会议记录应归档保存。The Director shall convene the Joint Management Committee meetings twice each year. If the Director cannot attend the meeting， its Deputy Director shall be authorized to chair the meetings and

30、keep a record of the minutes of meetings.6.4合作项目可设相应的部门，负责各方面工作。Cooperation program may set up appropriate departments to be in charge of any specific aspect of the Program.第七条 招生数量Article 7 Number of Enrollment 第一年招生数量在50人左右（人数少于50人，由双方协商开班的必要性），从第二年起招生数量在 100人左右。There should be around 50 students

31、in the first year of the Program (If the number is less than 50， the two parties shall decide the possibility of running the Program）. From the second year on， there should be around 100 students.第八条 财务、审计Article 8 Finance & Audit8.1本项目在甲方财务部门设立专门财务账目，由甲方部门统一管理和收支，并向联合管理委员会汇报。A special account shall

Party A shall report to the Joint Management Committee.8.2合作项目的经费使用The using of income for the cooperation program合作项目向学生收取的学费必须用于本项目的教育、教学或用于本项目的发展，不得挪作它用。Tuition fees collected from participating students must be used for running the Program， teaching activities a
