EMERGENCYGRANTS

（ProcedureBrief）

TemporaryassistancegrantedbytheMichiganVeteransTrustFund（MVTF）foremergenciesorhardshipsisavailabletoeligiblewartimeveterans,andtheirfamilies,residinginthestate.UndertheauthorityofPublicAct9of1946（asamended）,theMVTFcannotprovideassistanceforlong-termproblemsorchronicfinancialdifficulties.ThoseeligiblefortheMVTFtemporarygrantprogrammustapplythroughtheMVTFcountycommitteeservingtheircountyofresidence.Allapplicationsareinvestigated,deliberated,anddecidedinconfidence.Anyapplicantmayrequestapersonalhearingbeforethecountycommitteeatthemeetingwhenhis/herapplicationisconsidered.IfthecountycommitteedeniesanapplicationeveryapplicanthastherighttoappealthatdecisiontotheMVTFBoardofTrustees（withtheopportunitytoappearbeforetheboardtopresentinformationandanswerquestions.）TheMVTFdoesnotprovideloansunderthetemporaryassistanceprogram.

GeneralDefinitionofNeed

Whenaneligibleapplicantisunabletotemporarilyprovidethebasicnecessitiesoflifewithoutcausingahardship,asituationforapossibleMVTFgrantexists.Theassistancemustbeessentialandnotforthereliefofaninconvenience,orthepurchaseofawant/desire.Thekeyfactorindeterminingwhetherornotagrantisjustifiedistheabilityoftheapplicanttomanagetheobligationforwhichaidisrequestedafteragrantismade.IfthereisnoreasonableexpectationthattheMVTFgrantwouldenabletheapplicanttoresumehis/herresponsibility,thenaidisnotappropriate.If,byexperiencewiththeMVTForthroughothermeans,anapplicant’sfinancialsituationcreatesrepetitive“emergencies”orappearschronicinnature,thecountycommitteeand/ortheboardmustreferthatpersontootherresourcesdesignedtoaddressthoseneeds.Inaddition,theapplicantshouldhaveattemptedtoresolvetheemergencyorhardshipthrougheveryreasonablemeansavailablepriortoapplyingtotheMVTFforassistance.Theapplicantshouldhavetriedtoresolvetheunforeseen,shorttermfinancialsituation,butisunabletodosowithoutMVTFaid.

BasicEligibility

TobeeligibleforagrantfromtheMVTFaveteranorlegaldependentmustbealegalresidentoftheStateofMichiganatthetimeoftheapplication.Theveteranmusthavebeendischargedunderhonorableconditions,withatleast180daysofactivewartimeservice（90daysforWWIveteran）,orhavebeenseparatedastheresultofaphysicalormentaldisabilityincurredinthelineofduty（oraggravatedbyactiveduty）.Serviceduringthefollowingperiods（oranArmedForcesExpeditionaryMedal,plus180daysofhonorableactiveduty,forservicebetweenperiodsinplacessuchasGrenada,Lebanon,Berlin,PersianGulf,MayaguezOperation,orDesertStorm）isrequired:

Ifaveteranhaslessthan180daysofactivedutyduringtheseeras,dutyinmorethanoneperiodmaybecombined.Evidenceofseparationordischargewithlessthan180daysofwartimeserviceduetoaphysicalormentaldisabilityisrequiredtodetermineeligibility.

*Dischargepapers,separationreport,orDD-214（showingthedatesofactivedutyandthecharacteroftherelease）

*Proofofresidence（driver’slicense,voterregistration,stateI.D.）

*Marriagecertificate;birthcertificatesforminorchildren（legaldependents）

*Deathcertificateofadeceasedspouseorparent

*BillsoraccountstatementsregardingtheitemsforwhichyouareseekingaMVTFgrant

*Documentationofanydisabilityrating

*Proofofemploymentorotherincome

*Evidenceofeffortsatotherappropriateagencies

WhetherornotagrantismadebytheMVTF,anyonewhofeelsthattheyareeligiblemayapplyforassistancethroughthecounty/districtcommitteesoperatinginMichigan’s83counties.

REQUESTFORMILITARYRECORDS

OvertheyearstheMichiganVeteransTrustFund（MVTF）hasacquiredadministrativecontrolofactivedutyrecordsformanyofMichigan’scitizens.TheserecordsareprimarilyformDD-214（oritspredecessor,ReportofSeparation）andarebrokendownintoseveralcategories:

WorldWarII（Bonus）

Korea（Bonus）

Vietnam（Bonus）

PostVietnam（since1980）

Althoughtheserecordsaremaintainedtoassistveteransandtheirfamilies,thegeneralguidelinesforprivacyandconfidentialityapply.ThereforeALLrequestsmustcomplywiththefollowing:

∙Asmuchinformationaspossiblemustbeobtainedtoidentifytheappropriatefileandconfirmtheidentityoftheveteran

∙Whethertherequestisphoned,faxed,orwritten,areleasefromtheveteranmustbeobtained

∙Iftheveteranisdeceased,incapacitated,orbeingrepresentedbyanother,appropriatedocumentationmustaccompanytherequest（deathcertificate,guardianshippapers,orpowerofattorney）.

Therecordslistedabovearestoredinthreeseparatelocations.Withoutadequateinformationalllocationswouldhavetobesearched.Inaddition（forthesamereasonsastheNationalPersonnelRecordCenter）,thesignatureoftheveteran,nextofkin,orrepresentativeismandatory.Theuseoftheformthatfollowsisveryimportant–itmakesprocessingtherequestmoreefficient,anditprovidesprotectionfortheprivacyoftheindividual.Thestandardprocedureistoprovidetwocertifiedcopiesatnocharge.
