TheSixthPlenarySessionofthe18thCentralCommitteeoftheCommunistPartyofChinawasheldinBeijingfrom24to27October2016.

Attheplenarysession,therewere197membersoftheCentralCommitteeand151membersoftheCentralCommittee.MembersoftheCentralCommissionforDisciplineInspectionandtherelevantpartiesresponsiblecomradesattendedthemeeting.Someoftheparty'stopeightcomradesandexpertsandscholarsalsoattendedthemeeting.

TheplenarysessionwaschairedbytheCentralPoliticalBureau.GeneralSecretaryoftheCentralCommitteeXiJinpingmadeanimportantspeech.

TheplenarysessionlistenedtoanddiscussedXiJinping'sworkreportentrustedbythePoliticalBureauoftheCPCCentralCommittee,consideredandadoptedtheGuidelinesonInner-PartyPoliticalLifeintheNewSituationandtheRegulationsonInner-PartySupervisionoftheCPC,ResolutionsoftheNineteenthNationalCongress".XiJinpingonthe"guidelines（discussiondraft）"and"Ordinance（discussionpaper）"totheplenarysession.

TheplenarysessionfullyaffirmedtheworkoftheCentralPoliticalBureausincetheFifthPlenarySessionofthe18thCPCCentralCommittee.Itwasagreedthatinthefaceofcomplicatedinternationalanddomesticsituations,thePoliticalBureauoftheCentralCommitteeheldhighthegreatbannerofsocialismwithChinesecharacteristics,adheredtotheguidingideologyofMarxism-Leninism,MaoZedongThought,DengXiaopingTheory,"ThreeRepresents"The18thNationalCongressoftheCPCandtheThirdPlenarySessionofthe18thCPCCentralCommitteeandtheFifthPlenarySessionofthe18thCPCCentralCommittee,andthoroughlycarriedoutthenewthinkingandnewstrategyofGeneralSecretaryXiJinping'simportantspeeches,ThewholePartyandthepeopleofallethnicgroupsinthecountrymakeconcertedeffortsandworkhardtopromotetheoveralllayoutofthe"FiveinOne"andcoordinatethefouroverallstrategiclayout.Structuralreforms,majorchangesinnationaldefenseandarmyreform,andsignificantnewprogressintheworkofthepartyandthestate.

Theplenarysessionspokehighlyoftheachievementofrulingthepartyinanall-roundwayandbelievedthatsincethe18thNationalCongressoftheCPC,CPCCentralCommitteewithComradeXiJinpingasthecorehastakentheleadinsettinganexampleandfirmlypushedforwardtheparty'soverallandstrictgovernance,,Centralizeandstraightenoutthepartystyle,severelypunishcorruption,purifythepoliticalecologyoftheparty,theparty'spoliticallifeshownewatmosphere,wonthepartyandthepeople,tocreateanewsituationofthepartyandthestateprovidesanimportantguarantee.

Theplenarysessionsummedupthehistoricalexperienceofourparty'sinner-partypoliticallife,analyzedthesituationandtasksfacedbythepartyinacomprehensiveandstrictmanner,andheldthatthekeytothePartyistomanagethepartyandthepartystrictly.ThePartyMustManageItselffromtheParty'sPoliticalLife.Inordertobettercarryoutthegreatstrugglewithmanynewhistoricalfeatures,pushforwardthenewgreatprojectofpartybuilding,advancethegreatcauseofsocialismwithChinesecharacteristics,undergothe"fourtests"andovercomethe"fourdangers"CriteriaforPoliticalLifeinthePartyundertheNewSituation.

Theplenarymeetingstressedthatstrengtheningandstandardizinginner-partypoliticallifeunderthenewsituationmustbeguidedbythepartyconstitutionandadheredtothepolitical,ideological,organizationalandmasslinesoftheparty,Self-improvement,self-improvement,self-improvement,andstrivetoimprovetheparty'sleadershipandgovernancelevel,andenhancetheabilitytoresistcorruptionandresistrisks,effortstomaintaintheauthorityofthepartyCentralCommitteetoensurethattheparty'sSolidarityandunity,maintaintheparty'sadvancednatureandpurity,andstrivetoformademocraticpoliticalsituationinwhichallthePartymembersareconcentrated,democratic,disciplinedandfree,withunityofwillandpersonalcomfort.

Theplenarysessionstressedthatstrengtheningandstandardizingtheinner-partypoliticallifeunderthenewsituationwillfocusonleadingbodiesatvariouslevelsandleadingcadres.Thekeyisthecompositionofseniorcadres,especiallytheCentralCommittee,thePoliticalBureauoftheCPCCentralCommitteeandthePolitburoStandingCommittee.Theseniorcadres,especiallythemembersofthecentralleadership,mustleadbyexample,abidebythepartyrulesandregulations,abidebytheparty'spoliticaldisciplineandpoliticalrules,persistinnotforgettingtheirhearts,continuetoadvance,.

TheplenarysessionputforwardthatthecommunistidealofloftyidealsandthecommonidealsofsocialismwithChinesecharacteristicsarethespiritualandpoliticalsouloftheChineseCommunistsandtheideologicalbasisformaintainingtheunityandunityoftheparty.Wemustfirmlybelieveinidealsandbeliefsastheprimarytaskofcarryingoutinner-partypoliticallife.AllcomradesinthePartymusttakeMarxistbelief,faithinsocialismandcommunismastheirlifelongpursuit,andbefirmintheirself-confidence,theoreticalself-confidence,institutionalself-confidenceandculturalself-confidencetowardssocialismwithChinesecharacteristics.Leadingcadres,especiallyseniorcadres,shouldtakepracticalactiontomakethepartymembersandthemassesfeelthepowerofidealsandconvictions.ThepartymustunswervinglyupholdtheguidingideologyofMarxism,thepartyorganizationsatalllevelsmustunswervinglygraspthetheoryofarmed,themajorityofpartymembers,cadres,especiallyseniorcadresmustconsciouslydoagoodjoblearningandenhancepartyspirit.

Plenarysessionputforwardthattheparty'sbasiclineintheprimarystageofsocialismisthelifebloodoftheparty、thestateandallthepeople,alsoisthefundamentalguaranteeofinner-partypoliticallifeofthenormalconduct.Wemustfullyimplementtheparty'sbasicline,takingeconomicconstructionasthecenterandsticktothefourcardinalprinciples,adheretothetwobasispointsofthereformandopeningupintheChinesecharacteristicsocialismgreatpractice,atanytimecan'thavetheslightestdeviationandshaken.Thewholepartymustfocusonthedevelopmentoftheparty'stoppriorityingoverningandrejuvenatingthecountry.Adheretothefourcardinalprinciples,itisadheringtotheparty'sleadership,adheretothesocialistroadwithChinesecharacteristics,thesystemoftheoriesofsocialismwithChinesecharacteristics,thesystemofsocialismwithChinesecharacteristics,thesocialistculturewithChinesecharacteristics.Wemusthavethecouragetobringforththeoreticalinnovationandpracticeinnovation,systeminnovation,cultureinnovationandotheraspects,unswervinglyimplementtheopeninguptothebasicstatepolicy.Wehavetosticktotheparty'sideologicallinethroughoutthewholeprocessofimplementtheparty'sbasicline,testingtruthinpracticeandthedevelopmentofthetruth,andconstantlypromotethesinicizationofmarxism.Investigationtoidentifycadres,especiallyseniorcadresmustfirsttoseeifunswervinglyimplementtheparty'sbasicline.Ourpartymembersandcadres,especiallyseniorcadrescannothaveambiguousattitudeinfrontofthebigthings,can'tshakebasicpoliticalposition,cannotbewrong.

Plenarysessionputforwardthatwemustresolutelysafeguardtheauthorityofthecentral,ensuretheorder,whichisthefateofthepartyandnationandthefundamentalinterestsoftheChinesepeopleofallethnicgroups,andtheimportantpurposeofstrengtheningandstandardizingtheparty'spoliticallife.Toadheretotheleadershipoftheparty,thefirstistostaycentralizedandunifiedleadershipoftheCPCcentralcommittee.Foracountryandapoliticalparty,theleadershipcoreisveryimportant.Thepartymustconscientiouslyinideologicalpoliticalactiononthecentralkeephighlyconsistent.Partyorganizationsatalllevelsandallpartymembers,especiallyseniorcadresarealigningwiththepartycentralcommittee,aligningwiththeparty'stheoryandroutepolicies,keepingupwiththeCPCcentralcommitteedecisiondeployment,dothefirmresponseofthepartycentralcommitteeadvocates,sticktoit,don'tdotheresolutethatthecentralpartycommitteeoftheCPCcentralcommitteeban.

Plenarysessionproposedthatdisciplinethewillofthepartyunity,unifiedaction,instepforwardimportantguarantee,whichistheimportantcontentofparty'spoliticallife.Wemustobservepartydiscipline,thedisciplineinfirstplace,useirondisciplinetoruntheparty.Wemustadheretobeequalbeforediscipline,noprivilege,withoutexception,toenforcedisciplineinthepartynotallowedtoexistfromthedisciplineofaparticularorganizationandthespecialpartymembers.Partyorganizationsatalllevelsandallpartymembersmustbeloyalandaboveboard,tobehonestman,dotruthfullyreflectandreporttoparty,againsttheduplicitous,do"thedichotomy",againstforgery,embellishing,opposedtoconcealthetruth,toreportgoodnewsnotsuffer.Leadingbodiesandleadingcadresarenotallowedtobeinthenameofanyreasonandindulgence,instigated,hintsorfo
