THEPRESIDENT:

 Mr.President,Mr.Secretary-General,myfellowdelegates,ladiesandgentlemen. ItisagreathonortoaddressthisAssemblyforthesecondtime,nearlytwoyearsaftermyelectionasPresidentoftheUnitedStates.

Weknowthisisnoordinarytimeforourpeople. Eachofuscomesherewithourownproblemsandpriorities. Buttherearealsochallengesthatweshareincommonasleadersandasnations.

Wemeetwithinaninstitutionbuiltfromtherubbleofwar,designedtounitetheworldinpursuitofpeace. Andwemeetwithinacitythatforcenturieshaswelcomedpeoplefromacrosstheglobe,demonstratingthatindividualsofeverycolor,faithandstationcancometogethertopursueopportunity,buildacommunity,andlivewiththeblessingofhumanliberty.

Outsidethedoorsofthishall,theblocksandneighborhoodsofthisgreatcitytellthestoryofadifficultdecade. Nineyearsago,thedestructionoftheWorldTradeCentersignaledathreatthatrespectednoboundaryofdignityordecency. Twoyearsagothismonth,afinancialcrisisonWallStreetdevastatedAmericanfamiliesonMainStreet主流社会. Theseseparatechallengeshaveaffectedpeoplearoundtheglobe. MenandwomenandchildrenhavebeenmurderedbyextremistsfromCasablancatoLondon;fromJalalabad贾拉拉巴德（阿富汗城市）toJakarta. Theglobaleconomysufferedanenormousblowduringthefinancialcrisis,cripplingmarketsanddeferringthedreamsofmillionsoneverycontinent. Underneaththesechallengestooursecurityandprosperityliedeeperfears:

 thatancienthatredsandreligiousdividesareonceagainascendant上升的；优越的;thataworldwhichhasgrownmoreinterconnectedhassomehowslippedbeyondourcontrol.

Thesearesomeofthechallengesthatmyadministrationhasconfrontedsincewecameintooffice. Andtoday,I’dliketotalktoyouaboutwhatwe’vedoneoverthelast20monthstomeetthesechallenges;whatourresponsibilityistopursuepeaceintheMiddleEast;andwhatkindofworldwearetryingtobuildinthis21stcentury.

Letmebeginwithwhatwehavedone. IhavehadnogreaterfocusasPresidentthanrescuingoureconomyfrompotentialcatastrophe. Andinanagewhenprosperityisshared,wecouldnotdothisalone. SoAmericahasjoinedwithnationsaroundtheworldtospurgrowth,andthereneweddemandthatcouldrestartjobcreation.

Wearereformingoursystemofglobalfinance,beginningwithWallStreetreformhereathome,sothatacrisislikethisneverhappensagain. AndwemadetheG20thefocalpointforinternationalcoordination,becauseinaworldwhereprosperityismorediffuse弥漫的；散开的,wemustbroadenourcircleofcooperationtoincludeemergingeconomies--economiesfromeverycorneroftheglobe.

Thereismuchtoshowforourefforts,evenasthereismuchworktobedone. Theglobaleconomyhasbeenpulledbackfromthebrinkofadepression,andisgrowingoncemore. Wehaveresistedprotectionism,andareexploringwaystoexpandtradeandcommerceamongnations. Butwecannot--andwillnot--restuntiltheseseedsofprogressgrowintoabroaderprosperity,notonlyforallAmericans,butforpeoplesaroundtheglobe.

∙Asforourcommonsecurity,AmericaiswagingamoreeffectivefightagainstalQaeda,whilewindingdown逐渐减少,慢慢终止thewarinIraq. SinceItookoffice,theUnitedStateshasremovednearly100,000troopsfromIraq. Wehavedonesoresponsibly,asIraqishavetransitionedtoleadresponsibilityforthesecurityoftheircountry.

WearenowfocusedonbuildingalastingpartnershipwiththeIraqipeople,whilekeepingourcommitmenttoremovetherestofourtroopsbytheendofnextyear.

WhiledrawingdowninIraq,wehaverefocusedondefeatingalQaedaanddenyingitsaffiliatesasafehaven安全港. InAfghanistan,theUnitedStatesandouralliesarepursuingastrategytobreaktheTaliban’smomentumandbuildthecapacityofAfghanistan’sgovernmentandsecurityforces,sothatatransitiontoAfghanresponsibilitycanbeginnextJuly. AndfromSouthAsiatotheHornofAfrica,wearemovingtowardamoretargetedapproach--onethatstrengthensourpartnersanddismantlesterroristnetworkswithoutdeployinglargeAmericanarmies.

Aswepursuetheworld’smostdangerousextremists,we’realsodenyingthemtheworld’smostdangerousweapons,andpursuingthepeaceandsecurityofaworldwithoutnuclearweapons.

Earlierthisyear,47nationsembracedawork-plantosecureallvulnerablenuclearmaterialswithinfouryears. WehavejoinedwithRussiatosignthemostcomprehensivearmscontroltreatyindecades. Wehavereducedtheroleofnuclearweaponsinoursecuritystrategy. Andhere,attheUnitedNations,wecametogethertostrengthentheNuclearNon-ProliferationTreaty.

Aspartofoureffortonnon-proliferation,IofferedtheIslamicRepublicofIrananextendedhandlastyear,andunderscoredthatithasbothrightsandresponsibilitiesasamemberoftheinternationalcommunity. Ialsosaid--inthishall--thatIranmustbeheldaccountableifitfailedtomeetthoseresponsibilities. Andthatiswhatwehavedone.

IranistheonlypartytotheNPTthatcannotdemonstratethepeacefulintentionsofitsnuclearprogram,andthoseactionshaveconsequences. ThroughU.N.SecurityCouncilResolution1929,wemadeitclearthatinternationallawisnotanemptypromise.

Nowletmebeclearoncemore:

 TheUnitedStatesandtheinternationalcommunityseekaresolutiontoourdifferenceswithIran,andthedoorremainsopentodiplomacyshouldIranchoosetowalkthroughit. ButtheIraniangovernmentmustdemonstrateaclearandcrediblecommitmentandconfirmtotheworldthepeacefulintentofitsnuclearprogram.

Aswecombatthespreadofdeadlyweapons,we’realsoconfrontingthespecter幽灵；妖怪；恐怖之物ofclimatechange. Aftermakinghistoricinvestmentsincleanenergyandefficiencyathome,wehelpedforgeanaccordinCopenhagenthat--forthefirsttime--commitsallmajoreconomiestoreducetheiremissions. Wearekeenlyawarethisisjustafirststep. Andgoingforward,wewillsupportaprocessinwhichallmajoreconomiesmeetourresponsibilitiestoprotecttheplanetwhileunleashing解开...的皮带,解除...的束缚,解放thepowerofcleanenergytoserveasanengineofgrowthanddevelopment.

Americahasalsoembraceduniqueresponsibilitieswithcome--thatcomewithourpower. SincetherainscameandthefloodwatersroseinPakistan,wehavepledgedourassistance,andweshouldallsupportthePakistanipeopleastheyrecoverandrebuild. AndwhentheearthshookandHaitiwasdevastatedbyloss,wejoinedacoalitionofnationsinresponse. Today,wehonorthosefromtheU.N.familywholosttheirlivesintheearthquake,andcommitourselvestostandwiththepeopleofHaitiuntiltheycanstandontheirowntwofeet.

Amidstthisupheaval剧变,wehavealsobeenpersistentinourpursuitofpeace. Lastyear,Ipledgedmybesteffortstosupportthegoaloftwostates,IsraelandPalestine,livingsidebysideinpeaceandsecurity,aspartofacomprehensivepeacebetweenIsraelandallofitsneighbors. Wehavetravelledawindingroadoverthelast12months,withfewpeaksandmanyvalleys. Butthismonth,IampleasedthatwehavepursueddirectnegotiationsbetweenIsraelisandPalestiniansinWashington,SharmelSheikhandJerusalem.

NowIrecognizemanyarepessimisticaboutthisprocess. ThecynicssaythatIsraelisandPalestiniansaretoodistrustfulofeachother,andtoodividedinternally,toforgelastingpeace. Rejectionistsonbothsideswilltrytodisrupttheprocess,withbitterwordsandwithbombsandwithgunfire. Somesaythatthegapsbetweenthepartiesaretoobig;thepotentialfortalkstobreakdownistoogreat;andthatafterdecadesoffailure,peaceissimplynotpossible.

Ihearthosevoicesofskepticism. ButIaskyoutoconsiderthealternative. Ifanagreementisnotreached,Palestinianswillneverknowtheprideanddignitythatcomeswiththeirownstate. Israeliswillneverknowthecertaintyandsecuritythatcomeswithsovereignandstableneighborswhoarecommittedtocoexistence. Thehardrealitiesofdemography人口统计willtakehold. Morebloodwillbeshed. ThisHolyLandwillremainasymbolofourdifferences,insteadofourcommonhumanity. 

Irefusetoacceptthatfuture. Andweallhaveachoicetomake. Eachofusmustchoosethepathofpeace. Ofcourse,thatresponsibilitybeginswiththepartiesthemselves,whomustanswerthecallofhistory. EarlierthismonthattheWhiteHouse,IwasstruckbythewordsofboththeIsraeliandPalestinianleaders. PrimeMinisterNetanyahusaid,“Icameheretodaytofindahistoriccompromisethatwillenablebothpeopletoliveinpeace,security,anddignity.” AndPresidentAbbassaid,“Wewillsparenoeffortandwewillworkdiligentlyandtirelesslytoensurethesenegotiationsachievetheircause.”

ThesewordsmustnowbefollowedbyactionandIbelievethatbothleadershavethecouragetodoso. Buttheroadthattheyhavetotravelisexceedinglydifficult,whichiswhyIcalluponIsraelisandPalestinians--andtheworld--torallybehindthegoalthattheseleadersnowshare. Weknowthattherewillbetestsalongthewayandthatonetestisfastapproaching. Israel’ssettlementmoratorium暂停，中止hasmadeadifferenceonthegroundandimprovedtheatmospherefortalks.
